The transmission of the. naval in quiry's report to Congress ly the President, ou Mondiy, while showing conclusively that the Maine was blown up from the exterior by a mine iu Havana harbor, did not create the sensation which it was expected to, and the expected pyrotechnical speeches were conspicuous by their absence. The President's message accompany ing the report was read and listened to with profound attention. It deals simply with the Maine affair and much comment W withheld by the President, further than to say, alter briefly reviewing the farts brought out by the Inquiry, "I have directed that the finding ol the Court of In quiry and the views of this Govern ment thereon be communicated to the Government of Iler Majesty, the Queejj, and I do not permit myself to doubt that the sense of justice of the Spanish nation will dictate a course of action suggested by honor and the friendly relatious of the two Govern ments." The warlike spirit has been greatly allayed by the calm, yet firm and dignified attitude of President Mc Kinley, in whom the whole country has the greatest confidence iu this crisis. A special message from Spain, re ceived Mouday, says the Queen Re gent and Cabinet have agreed to ac cept President McKiuley's plan for the adjustment ot the questions at is sue. The Presidents plan is as fol lows: 1. Spain to declare an armis tice with the Cuban insurgents until October. 2. The United States to render needed assistance to the recon ceulrados (non-combatants) with Spain's consent, and without let or Hindrance. " 3. The report on the " Maine affair to be held in committee indefinitely. The President is strong ly assured that the country will sup port bim in avertiug war. He has al ready won over to bis side some mem bers of the Senate Committee on For eign Relations on the plea of the mil itary situation and the fear of yellow fever. The plan may be opposed in the Senate, but the leaders in the House feel that they will bo able to hold that body in line for the peace ful program The Oil City Ehzzaed correctly opines that, though some argue that war wonld make better times, pros perity at such a price would be too expensive. If those reformers who are so hor hibly shocked at the alleged tyrauny of the Republican organization in the Stato, would occasionally look around and permit themselves to be horrified at the irou-handed rule of corrupt munincipal busses, their in dignation would savor mure of siueer ity. They all know that political cor ruptiou and coercion in the cities has reached a degree of oppression and insolence never dreamed of in State affairs, and yet they never speak ofit. Why?
