The trainees will be phased into Whitesell Brothers during the first three months of its 18- month contract with the Labor Department. Elwood Whitesell is in charge of the JOBS pro- gram for the firm. Regional Manpower Adminis- trator William R. Curtis said the department had approved a $8386 contract with the firm to provide the new hires with 18 months of intensive training to learn the skills of a construction worker. The trainees will go on the payroll earning $2 an hour and following completion of their training they will be per- manent workers earning hourly rates of $2.25. The JOBS (Job Opportunities in the Business Sector) pro- gram is a joint effort of the Labor Department and the Na- . f tional Alliance of Businessmen to hire and train the jobless for permanent employment. The Federal funds will be used to help offset the extra costs of the firm in on-the-job training and intensive supportive services such as remedial and basic education, minor medical care and job coaching.
