He is the present Hecretary of the Navy ; and amid all the storm ~ f abuoe that has been heaped upon this admiu- ~tration, not one word has been uttered against hitn lie has di.tinguished himself by his un tiring zeal in the work of naval reform, and it, eery measure he was authorized to pursue to ,increase the efficiency of that right arm of our eatienal defence. The six war steamers author .:ed to be built by the lute Congress will all be completed probably in less than ten months, and mill be among the most formidable war vessels afloat. Mr Dobbin gave close personal atten. hen to the matter, and the result will be an im portant addition to our naval force. Mr. Dobbin beerr emphatically a working member of the ,binet, and enjoys a high reputation for ability. With Buchanan as, the candidate for the Presi dency it will be the right of the South to name the candidate for Vice President : and we shall checifully support such a man as Mr. Dobbin, Mr. Boyd, Mr. Rush, Mr. Cobh, or any other sound national democrat. DuN't LIKE IT. -1t is very apparent that the other morning papers of this city don't like our account of the disturbance in Kansas, which we gave in full from an eye-witness and in advance of them all. It is hard to be compelled by such a witness to believe the truth before the Presi dential election comes off. A falsehood would be much more convenient for electioneering purpo ses But when a traveler can come clear through from Lecompton, the capital of Kansas, to Pitts burgh in five days, the truth can follow up a lie pretty fast. The guns will be all spiked long before November. Falsehood may succeed for a time, hut a reaction is sure to come, and it has already come. The gross fabrications in regard to Kansas affairs are one by one exposed until the people will hereafter believe very little that the abolition presses say in regard to that terri ti ry They have cried wolf so long that sensi ble people will heed the cry no longer. The re sults of all recent elections over the country show the general disgust that is felt at the attempt to food the eountry with falsehoods in regard to Kansas affairs. Railroads, telegraphs and - *ME canals are to be extended throughout his domin ions; and among other things a telegraph line is proposed extending from St. Petersburgh on the Baltic to Kamschatka. Kamschatka, so long considered the very fag end of the world, is be coming a region of considerable importance. The trade opened with Japan and the East In dins by the Emperor will probably be mainly carried on through the ports of Kamschatka and Manchooria. It hence becomes important to connect those regions more immediately with the capital of the Empire. A line of telegraph is the first means. A railroad will probably fol low, and may be completed before our Pacific railroad is in use. But when the telegraph is constructed it is proposed to extend it up north eastward to Bhering's Straits and thence across to the American continent. Through Rnssian America, British America, and Washington and Oregon territories and the State of California, it could reach San Francisco. Such is the pro ject ; and there will yet be found the capital and the enterprise to complete it YOUNG MAN SHOT DOWN IN TUN STRIIRT.-A young man named Richard Singleton was shot down in the street in Cincinnati on Sunday night last, by a person named John Kain. It appears Ksin's daughter sometime before had been se duced by a fellow called Paddy Hughes against whom the former swore vengeance and armed himself with a couple of double barreled pistols to carry out his design. An evening or two after, he met his daughter on the street in company with a young man whom he fired at shooting him through the back of the head and it is thought wounding him mortally. Kain is said to be a man of violent passions. Messrs. Jessup and Moore. on the south side of East North street., below Sixth... The wind Ma blowing freshly from the northeast at the time, and the flames were curried through with fearful rapidity to the oth er extremity of the store on Commerce street, The largo structure was speedily enveloped in flames, which were carried by the force of the wind against the buildings adjoining, and they were soon in alight blaze. To add to the disastrous effects of the loathe burn ing rags and paper were vomited forth from the win dows and carried on the wind in a Southwesterly di rection, where they fell in a fiery shower. The fire men were soon in service, but it was speedily mani fest that all the buildings West of the paper store to Sixth street, and south to Market street, mast be involved in destruction. The State House bell was immediately struck for a general alarm, and its con stant strokes brought to the ground the entire de partment of the city. The worst fears were soon realized. The buildings on the south aide of East North street, and upon both sides of Commerce street, were soon in a light blaze, the Market street stores extended back to the last • named street, and the flames were soon pouring out I of the windows on to that avenue arid threatening to extent to Chestnut street. By 2 o'clock, the Western end of the block bouided byMarket, North and Sixth streets was in flamer, and the wind had carried the burning flakes into the block immediately west of the main body of the conflagration. The roofs of two large stores on the lower side of Market street, below Sixth, took fire, and the roofs of two buildings on the west side of Sixth s t r e e t, i.,, low Market. were in flames by half past three o'clock. There was an insurance of $25,000. The building belonged to Mr. Joseph Seal. The destruction of the building and goods was complete. Myers & Suplee, packing-box makers, were at No. 47. Their establishment was entirely destroyed. John O. Carter, cooper shop, was also upon this side of the street. It was totally destroyed. Adjoining was the button manufactory of Samuel Croft. The dwelling of this building was occupied by James Carpenter. It was destroyed. On the south side of Commerce street several small dwellings were destroyed. J. Mooney A Co., who occupied a portion of the building No. 49 Commerce street, estimated the loss in their establishment at sb,oos. Of this $l,OOO belonged to other parties. Insured for $1,500. The building in which the fire commenced 19118 owned by Jessup di Moore. It was built in 1853 at a oust of $23,000. It was five stories in height, and extended back one hundred foot in depth, and sever ed two lots, Noe. 24 and 26. The edifice was of the most substantial description, and was designed to be fire-proof. The owners had /L portion only of their stock in this store. The first floor of No. 26 was occupied by Feinour A Nixon, pap& dealers. The fire is believed to have commenced in their counting room. Jessup A. Moore bad but $9,000 insurance upon their building. Their stock *as insured for $22,- 000, but the loss will exceed that amount considera bly. A large portion of the property destroyed upon Sixth street, belonged to Mr. Michael T. Clark, shots dealer in Market street. That gentleman owned the large building at the northeast corner of Sixth and Market eta., and also the buildings between that and No. 11 north Sixth, inclusive. He also owned Nos. 33, 35, 37 and 39, and the property around the south east corner of North street to the property of Jessup A Moore. His loss, it is believed, is moody covered by insurance. The School House for Friends, that was destroyed in St. James street, was a very substantial building. It Wilt owned by the orthodox branch of the society. A carpenter shop which adjoined the school house was occupied by Messrs. Cooper & Beck. During the morning Davis S. Rush, the President of the Friendship Engine Company, was caught by a falling wall una badly crushed. It was first thought that be was killed, but be escaped with his life, al though he was very seriously bruised. No bones were broken. Mr. Groff was killed while standing on the roof of a store on the north sidn of Commerce street. A wall fall over and crushed him. No. 223 Market street, albs a handsome brown stone store, occupied by Wilcock, Rogers 4k Fraley, dealers in straw goods. Their stock was almost en destroyed; loss heavy.
