The past week has developed liltle in the matter of an . impending con flict with Spain so far as the public generally knows, but the feverish ex citement is suit at a high teusion in all official circles. President McKin lev has asked Congress to wait a few days for the preparation of bis mes sage, and it has been agreed to bold in ,.. . DacK an warlike xiemonstrations in both Houses until to day in deference to the President's wishes. Both the Senate and house committees on for eign relations have in their hands and under consideration a number of res olutions, the passage of any one of which by Congress would mean war at once, and it is understood they have practically agreed to report one declariog for Cuban independence and artr.ed intervention if necesary. Just how war can be averted with out a complete backdown by one or tbe other of the two nations is a thing wnicn no one can now rjgure out, and it seems to bo the opinion of many that Spain will soon make just such a backdown; certainly the United States will not. It may, and doubtless will, be necessary f.r Uncle Sara to throw a few shots across the bow of Spanish arrogance in order to bring the Dons to a realization of the fact that we mean business before they will "pull in their horns," but the American people believe a declara tion of war is inevitable and may be sufficient to stop further hostilities and bring Cuban freedom. One thing is sure, Congress cannot be much longer held in check and ab solute peace or war must come very soon. The former must be accom panied by Cuban freedom, otherwise the latter will force it. The President's message will be sent to Congress at exactly noon to day, Wednesday. It will be a war message in words, but a peace mes sage in purpose. It will suggest a joint resolution by Congress, in enbstance as follows: "The President is author ized aod directed to take such effect ive steps as in his discretion are nec essary to secure a Bpeedy termination oi the hostilities betweeti the Govern ment of Spain and the people of Cuba, tbe withdrawal of the military and naval forces of Spain from the island and the complete independ ence of the people." Congress is not to declare war. This forecast of what the message will contain comes from high authority. The President Has Sand. The yellow journals that are mak ing a pretense of coercing President McKinley into doing the right thing in the present crisis are as silly as the boys in Providence, who knew no bet ter joke than burning the President in effig? because be has not made war at tbe dropping of a bat. Major Mc Kinley probably cares as little for the bounding he is getting in such papers as be does lor the pranks of children. His action in tbe past three days shows that be has command of the sit nation and is as positive in represent ioe American public opinion as tbe most ardent advocate of the freedom of Cuba can reasonably ask. In the past 24 hours our demands have been under serious consideration in Spain, and tbe reports that the de mauds made are rejected or evaded show their character. The Preiideut has demanded the one thing .which Americans must and will have the independence of Cuba. lie has made bis demand soberly, temperately and with a sincere desire for peace, but he has made it firmly, aod will stand to its enforcement at any cost. lo doing this he deserves sup port aod praise not uaggiog and abuse. We have a brave, true roan in the Presidential chair one who has been through a war and knows what war is, but knows, too, the pa triotio spirit of his country, and wil stop at nothinz to satisfy it. The President is strong a? well as conserv alive, lie will not disappoint the expectations of the American people. Buffalo JVeu'f. The greatest river horror ever known aloog the Ohio occurred on Sunday last, when the levee broke at Shawneetown, a villiage of several hundred inhabitants in Illinois about r.,.n.iiln 1w,A Th town was completely inundated by the rushing waters, and less thanoue fourth its inhabitants were saved. Be tween 300 aod 400 people are missing and their property is practically wiped out of exiateuce. The destruc tion of human life and property is said to be more complete than al the time of the Johnstown horror, though not so great in exteut owing to the differ ence iu size of the community.
