Crawford offered a resolution providing for the election of Speaker by States, each State voting one vote. He said that the House was abso lutely bringing itself into contempt. There was less anxiety on the part of the people relative to organization now than there was four weeks ago. He appealed to the States rights MOH to sustain his proposition. Mr. Todd remarked that the proposition was repugnantto the Constitution. The House mem bers were here to represent the people and not independent sovereignties. It would also be un jest because it would glee a power to the minor ity to organize the House. if gentlemen were anxious to organize they should give way to the great majority of the Borth. On motion Of Mr. Todd the resolution was laid on the table, yeas 135, nays 72. Mr. Clingman offered a resolution providing for the election of Speaker by a plurality .vote, if there shall be no choice made during the next three trials viva rote. Mr. Clingman explained that if the resolution is adopted the majority must concur in the elec tion.
