A Babe:Lanni esrthquake was experienced at sea on the 7th of November last, 42 degrees 82 minutes long., 88 degrees '45 minutes west, by the ship Magnolia, at New York, from Cal lao. So great was the shook that those below ran on deck, supposing the vessel to be ashore. In the State Legislature, on Tuesday, the Sen.. ate passed a bill to define and punish bribery and to compel witnesses to testify, and one re lating to taxes on collateral inheritances. In the House, a number of unimportant bills were passed, and one reported from Committee, to re peal the registration laws of Philadelphia. The path of reform which' the New York Mayor has carried out is not all bestrewn with roses. He is in receipt, it is said, of sundry anonymous letters, threatening personal vio lence, if he persists in carryingeertain measures against the gambling houses and places of pros titution. Thirty of these latter have already been indicted, and some others artrMarked out. • Threats of persooal violence do not deter a man ELI like Mr. Wood from doing his duty. OPERATIONS OF THE STEAMBOAT When the Steamboat Law, of 1852, first went into operation, it was unpopular among river men. Bat as it has become better understood, and its salutary effects made known, opposition to it bee ceased, and few now can be found who do not believe that it is a salutary and valuable enactment, not only for the safety of passengers and shippers; but for owners, officers and crew. The following tables, which we have obtained from the Steamboat Inspectors, of,the Ports of Pittsburgh, Wheeling and Cincinnati, constitu ting the 7th Supervising District, furnish incon testible proof of the, efficacy of the law, and contain many other facts of general interest. The fire wee accidental and occurred in the middle of the night, when all were asleep. In addition to the above, there have been 18 appeals taken from the decisions of Local In spectors to the Supervising Inspector, Mur of which: have been reversed, and all the others— fourteen—confirmed by the Supervising Inspec tor. The Supervising Inspector has also insti tuted snits in the United States Courts, in thirty eases of violations of law, principally agaioet owners, masters and pilots—twenty-three or which originated in the Cincinnati distrial. The system adopted in regard to violations of law, in this Supervising District, is for the Local Boards to act in the capacity of courts of in quiry, in all cases brought to their notice, in any manner whatever, of the violation of the law, and report the result of their investig ations to the Supervising Inspector, who, "if need be , causes the offending parties to be prosecuted." By this mode of proceeding, there is but little *halloo of any violation of the law escaping no tice. Theatre—Two Stars Jim Crow Bice, the originator of negro char* testers on the stage, and Herr Cline, the great tight rope performer, have been engaged a short time by Manager Foster. " Dad Rice," is near ly if not quite as good as when his acting was the admiration not only of this country but Eu rope also. Even in times "hard times" its circulation, id teed of falling off, is steadily increasing. We have more subscribers now than we had one month ago ; and more now than we ever had before. It goes among business men, too ; among those who want to buy, and those who want to sell. We have large numbers of subscribers in Ohio and other western States, from Ohio to lowa and Arkansas. Wherever Pennsylvanians are found "out west"—and that is all over the west,—the Post has readers and friends. We give an extract, in which he professes to speak for the " educated men of the country," bat not for the newspapers. It is very curious and must have been very gratifying to his audi tors: • - . Mr. Eyster has sent us s copy of the bill, No. 24 House File, which provides for the abolition of the Canal Board, and " the better regulation and management of the public works." 'From brief examination of it, it strikes no it will not reduce the expense of the management, but rather Inetease it. But it will give to the Gov ernor the appointment of the Superintendent, the Engineer, and other principal officers under the new . nrrangement. That will be a point gained by the new party, provided the Senate does not stand in the way of its consummation. Mr. Byster seems to take a leading position in the House this year, as hia expeespoe, unity and activity well qualify him to do. Bat he is evidently an ultra K. N. We hope he will urge through speedily, and in proper form, the 'bill incorporating a company to improve the Ohio river. That is one of the most important inter ests of the " west end " of the St ate now ; and its friends are-anxious to have the bill through at once, and the company organized. THE CONGEST LAIT NIGHT Madame De Vries' first Concert last night was a perfect triumph, both in numbers and in the enthusiasm of the audience. Masonic Hall was filled to overflowing with beauty and fashion, who appeared to be highly delighted, judging from the rapturous applause and smiling faces of all present. Madame De V. and Sig. Marini ' sang in the duets from •• Don Giovanni" su perbly, and were heartily encored by the an. rdienee, who could appreciate to its full extent the simple, yet beautiful music of Mozart. She was subsequently encored in the Elifiss Song. M. Lazare was favored with tar like compliment. He fully deserves the high ienconiums passed upon him by Hen and other judges. We have not time now to dilate, but would say in conclu sion that, altogether, no Prima Donna who has visited no has been more ably supported than Madame De Vries. Hamilton, an old and exoellent Pi lot on our river, applied to the Board of Local Inspectors, at Cincinnati, as a steamboat Pilot. It was refused on the ground bf intemperance. An appeal wee taken to the Supervising Inspec tor, Benj. Crawford, on the 9th June last. The Supervising Inspector gave hie decision on the 9th inst. We have net room for the opinion a t length, given by Mr. Crawford, which is publish ed in the Cincinnati Commercial ; but the points of the case are summed up in the following ex• tract, which is of general . Interest to river men: "This evidence is conclusive to Hamilton's Intemperance at the time alluded to, : September,lBs3; and that there Lai been no refornestion by him since that time, is freely en kncrwlesiged both by words and conduct. The only point he wawa to contend for, Ls, that he does not drink spirituous liquors while on duty es pilot; but it is clearly proven by the above testimony, that such is not always the case; and that be 66a at times departed even from ids own standard of right,. which every man • 'dieted to intemperate habits is liable to do. lam clearly of the opinion, however, that hatdtnel intemperance, even when off duty or while in waiting in port tors berth or some chance steamer, unfits a man to perform properly, with due regard to the safety of life, the duties required of him es pilot or engineer of such steam vessels. M., on the 9th, while running op the Mersey, the night being very dark, she ran into the brig Corinthisa which was at anchor, bound, with a cargo valued at £20,000, for Calcutta. The brig sunk imme diately. No lives were lost. The ship City of Montreal, from Portland, ar rived with sic days later news from America. She had no papers on board. The intelligence of the loss of the liner Deo. Canning, from this port for Hamburg, le con firmed. It is supposed that all on board, num bering 160, perished. Her papers, and passen gers and baggage were washed ashore near Heligland, which is all we really know of her. Gortsokoakoff has announced to the Austrian Government that the Czar has acoeptel not only the four points guarantee, bet the interpreta tion given them by the three powers; but as no armistice has been agreed to, hostilities will continue during the progress of the negotia tions. The conduct of Prussia and the Ger mania States Is still equivocal. The weather continues very variable. A railway from Balsklava to the oamp is to be commenced at once. The fire of the allies continued to be very fee ble, and canoed scarcely any damage. On the 12th the Liverpool and American Chamber of Commerce presented en address to Lord Elgin, for the part he had taken in the ne gotiation of the Iteciprocity. Lord E. made a complimentary speech on the occasion. The proposed mediation of the United States, has excited much less attention than might have been supposed. The London Times treats the quest on with great candor and fairness, and submits thatthe United States must allow that such offer of mediation may be declined In any special cue, and no disrespect be implied. It is free to one party to offer its friendly services, and equally free to the other not to accept. The news from Frame is devoid of interest. The Emperior reviewed a detachmeht of the Im perial guard, on the 9th, previous to their em barkation for the Crimea.
