A committee was then appointed to draft a series of rulos for the government of the board, after which an election was held to fill the vacnncy caused by tho death of Mr. Devine. Mr. II. W. Gray was chosen. The bill having named as one of tbe commission one William L. Stokes and no such party being known, It was decided that William S. Stokley should fill the void. According to French re ports, 15,000, and according to Prussian 30,000 , French soldiers are disabled by hospital and typhus fevers.
