London, Aue. 27. The reported northern
movement of MacMahon is now fully confirmed.
A Ft hi Near Montnedy.
There was a fight yesterday noar Montniedy
between tho advanced cavalry dotachments of
the Trench and the Prusalan armies. The latter
were repulsed. Large reinforcements have been
6ent from Paris by the Northern Railway for
MacMabon's army.
Mac rinlioo'a Tactics.
The tactics of MacMahon appew to be to
gather up the broken corps, and thereby swell
the ranks of his new levies, and lb.cn sweep
alonz tho borders of Belgium, avoiding an en
counter with the Prussians that would be likely
to Involve a pitched battle.
What the Movement Will Accomplish.
By this movement he will be enabled to leave
the Prussians on the south, and will probably
effect a junction with Bazaine north of MeU.
If successful in this MacMahon will, it is thought,
strike the Prussian line of communication at
St. Arnold. This is believed tobe the strategy
which Count Palikao hinted at some few days
ago in his communication to the Corps

London, Aug. 27. The oltlclal report of Ba
r.alne shows the French loss at the battle of
llezonvillo to be 28,000 men.

note has been addressed from Berlin to all en
voys of Prufsia ia reeard to a flag of truce 6ent
into tho French lines, asking a cessation of hos
tilities to bury the dead, which truce was re
fused and the flag Insulted on three different
occasions.
Prnaala Will Not Treat Until the Umpire la

Prucfcila, therefore, declares its resolution to
offer no diplomatic negotiations to the French
people until the empire is declared at an end.
Ratification of the Belgian Treaty.
London, Aug. 37. Tho representatives of
France, England, and Prussia have signed the
ratification of the Belgian treaty.

The Times this morning says, In a
review of of the resources of Prussia,
that three armies of reserves have
been formed to await events in France, one on
the Rhine, under the Duke of Mecklenburg
Schwerln. one at Berlin, under General Can
stain, and one at Silesia, under General Tor

Paris, Aug. 27. Preparations for the defense
of Paris are still being made. The authorities
have determined that every man In the city
shall contribute towards or take an active part
in the defense.
Two thousand vagrants, having no ostensible

turb the peace of the city, were arrested yester
day. These men will either be put to work
upon the fortificatlous or expelled from the city.

The bombardment of Strasburg aud Pfalzburg
continues. The garrisons of both towns make a

Great disturbance prevails in the invading
army. The Prussian soldiers quarrel with those
from Bavaria and Wurtemburg, and it has been
found necessary to place them in separate camps.

The Northern Pnelfle Railroad.
The route of the Northern Taolflo Kail road has
boon recognized bv the Secretary of the Interior
from the eastern terminus at the mouth of tbe Mon
treal river, on Lake Superior, to Seattle, on ruget's
Sound, and maps are In coarse of preparation show
ing the line of the road and the limit of the land
grant of tea miles on each side of It. When com
pleted they will be transmuted to tse proper land
officers, with Instructions for the withdrawal from
settlement or entry of the lands granted.

Thk Public Buildings Commission At
noon to-day a meeting of tbe gentlemen named
by act of Assembly to constitute the New Public
Building Commission was held In tho Mayor's
ofllce. There were present his Honor the Mayor
Samuel O. CattelL Theodore Cuyler, Henry M.
Phillips, L. C. Caesldy, and Louis Wagner.
Mayor Fox was chosen temporary chalrnuva and
Louis Wagner temporary secretary. After an
Interchange of opinions Mayor Fox was chosen
permanent President and K. S.Woodward Secre
tary. A committee was then appointed to draft
a series of rulos for the government of the board,
after which an election was held to fill the
vacnncy caused by tho death of Mr. Devine. Mr.
II. W. Gray was chosen. The bill having named
as one of tbe commission one William L. Stokes
and no such party being known, It was decided
that William S. Stokley should fill the void.
The meeting then adjourned to meet acaln on
the Cth proximo.

also a wagon-shed and stable, the proporty of
Mr. Erderiok, destroyed. His loss Is not known,
but tbe insurance amounts to $3000 in tbe Sucks
County Insurance Company. On Brown street
there wore two frame dwellings partially
burned. On Sparks street a frame dwelling,
occupied by two families named Linn and Luff
rnnn, was totally destroyed. This structure was
insured in tho Hanover Insurance Company of

day has an editorial article on the situation, of
which the following is an extract:
"We have faith that all will do their duty iu
the hour of peril. The attitude of the Sonata
and Corps Legislatif proves that before the
enemy there will bo no parties. Deputy Kera
try himself has moved a political truce, and
public sentiment will judge all who try to brek

restto repulse the enemy."
The Steele says: "It Is our duty to warn the
public against the emotion which the presence
of the enemy before our walls may produce.
All must understand that the strategic plans of
our generals may Involve. Paris being loft to
self-defen6e momentarily. There is here now
but one sentiment, that of national defense.
Let all Frenchmen do their duty, as we shall
ours, and the country will issue gloriously from
the struggle, aud expel the euemy from her
soil."

London, Aug. SJ7. According to French re
ports, 15,000, and according to Prussian 30,000 ,
French soldiers are disabled by hospital and
typhus fevers. The Prussians are intensely
Incensed at the French for firing on flags of
truce even when sent on errands of mercy.
