"Whenever thero is im portant news of the progress of the Euro pean war, extra editions will be issued after this hour, and before the regular time for the early edition. THE SITUATION. Ti ne news from the seat of war grows daily wore favorable to the invaders. Hope after hope cherished by the French turns out to be delusive. What is loft of Bazaine's army in Metz is now so closely besieged that its Surrender is confidently anticipated, and it is too weak to be an object of serious apprehen sion. It seonis probable that a portion of the fio-called "Army of the Rhine," under com mand of Conrobort, escaped during the bat tles of last week, and formed a junotion with MacMahon's forces, but the Prussians do not seem to dread this combination. The French complain that their country swarms with German epies, and there is no doubt a suffi cient basis for this complaint to warrant the belief that the invaders are remarkably well informed in regard to the movements of the Frenoh army. It is therefore a fair inference that the advance in force upon Paris has been undertaken with a full knowledge of the situation, and with a confident belief that MacMahon, Canrobert, and Bazaine could all be held at bay. Overwhelming numbers and undaunted courage are giving to the invaders irresistible Advantages, and it is scarcely pos sible that tho French will gain time enough to organize their new levies into effective troops before the war is brought to an abrupt termination. The despatches from Paris show how thoroughly her citizens are alarmed. When they dwell with satisfaction upon the arrival within the environs of cattle and sheep, they indicate that a siege is considered inevitable; and when they repeat ostentatious assurances by the Ministry of ability to maintain order, they prove that great fears of a revolt prevail. It will be a new experiment in m)dern warfare for a city of first-class magnitude to attempt to withstand a siege. The fortiaoa tions may be strong enough to protect an army or to resist assaults, but it remains to be seen whether any military system of de fense can resist the pressure from within as well as from without which must follow the approach of the main body of the Prussian forces to the capital. If the Germans make such a demonstration it is natural to expect that they will employ every available agency to terrorize an excita ble populace. They will hold out the olive branch on one hand and point to enormous siege grins with the other. It is said that they have thrown hot shot into Stra9burg, and the French cannot be sure that Paris is absolutely exempt from a similar danger. When the choice of evils narrows down to a prompt decision between a treaty and the involvement in a thousand perils of one of the greatest cities of the world, with her millions of people and her varied interests, even the boldest of Frenchmen may be templed to abandon the notion that they can only make peace after the invaders are driven beyond the Rhine. It was one thiug for the Russians to burn down tho huts of Moscow; it will be quite another for the French to provoke the destruotiou of the palaces of tVit.s. the rm'ssiAN rnoTA'sr. 'J hi. Ira3ian Under Secretary of State. Von Ti ile, has forwarded to Baron von Gerolt, the Minister of the North German Union at Washington, a protest against the violations of international law and the rules of civil ized warfare on the part of the French by firing upon the flags of truce. Ilerr von Thile mentions three instances in which flags of truce were fired upon, in one of which the trumpeter accompanying the flag was killed, and he declares that it will hence foroe be impossible to send flags of truce to a nation whose soldiers Lave lost in Africa, China, and Mexico all recollections of civilized warfare. The suc cession of disasters which have overwhelmed the Frenoh appears to have frenzied their Soldiers as well as their citizens, and while such barbarous behavior as that of which they are now accused is on no account to be excused, the probabilities are that the leaders of the army are blamelebs in the matter, and that the Prussian flags of truce were fired upon by over-zealous sentinels or pickets. The French Government has got itself into sufficiently bad repute already with civilized nations by its eagerness to begin the . present war without . even a decent pretext, and it cannot afford to bring itself into further contempt by coun tenancing a style of warfare that would dis grace savages. The object of Ilerr von Thile in sending this protest to Baron von Gerolt was that be would communicate it to Secretary Fish, who would forward it to Minister Washburne, with directions to lay it before the French authorities in his capacity ft guardian of Prussian interests in France during the continuance of hostilities. We eipeot that as a matter of course the French ViU promptly disavow what were probably the unauthorized acta of private 0oUier or tubordiuata officers, bat whether they do or not, the indications at present are that be Fore long the Praasianir will not be under tho necessity of sending flags of truce for any purpose, on account of the utter rout of their opponents, or if 'flags of truce are sent at all it will be by the French, with propositions to surrender under the most favorable terms their enemies 'Are willing to acoord them.
