The partnership is an inter-mu- nicipal group composed of Dal- las, Franklin, Jackson, Kingston and Lehman townships and Dal- las Borough. Partnership delegates talked about whether or not to have NE- PA Alliance to perform the group’s administrative duties for 2010. Tracey Carr, manager of Dallas Borough, has been taking meet- ing minutes and doing other ad- ministrative work for the partner- ship since its first meeting last June. Carr also acted as the open records officer. A motion to approve NEPA Al- liance to do the administrative work and act as the open records officer for the BMCP was ap- proved, 3-2. In a separate vote, it was also approved that NEPA Al- liance would manage the group’s funds which will be placed in an account at PNC Bank. Several delegates, including those from Kingston, Dallas and Franklin townships, were in favor of having NEPA Alliance take over the work since that group of- fered the service at no cost and it would free up Carr. In addition, it was understood at the inception of the BMCP that NEPA Alliance would take care of the adminis- trative work through 2010. Others, including delegates from Dallas Borough and Jack- son Township, felt Carr should continue to do administrative tasks. No officials from Lehman Township were present at the meeting. Although NEPA Alliance will do the administrative work, only three BMCP officials — Al Fox; James Reino, vice president; and Mayor Tim Carroll, secretary and treasurer — can sign checks. Car- roll was appointed as the secreta- ry and treasurer earlier in the meeting. Shirley Moyer, a Kingston Township supervisor who was in the audience, said she thinks it’s “cleaner” to have NEPA Alliance do the administrative work. “It's not keeping it cleaner,” said Fox, BMCP president and a Jackson Township supervisor. “Mr. (Jeff) Box is a supervisor for Kingston Township. He is presi- dent of NEPA.” Box, who was also in the audi- ence at the meeting, said that, al- though he is a Kingston Town- ship supervisor and president and CEO of NEPA Alliance, the two are very separate and dis- tinct. Box also pointed out that he does not sit as a voting mem- ber on the BMCP and does not get involved with the day-to-day activities the NEPA Alliance staff does for the BMCP. “I take particular exception to your comments because youre way out of line,” Box said to Fox.
