William Tomayko, represent- ing DEP, spoke of reviewing the Recycling Program Grant appli- cation submitted by DAMA. The ‘grant was approved by DEP, and it provided $363,240, or 90 per- cent of the funds needed to pur- chase the Banded Beast and de- velop a composting site. “We're really proud of the pro- gram for recycling throughout Pennsylvania, but especially in Northeastern Pennsylvania,” Tomayko said. DAMA’s new pro- gram is “particularly important because the Back Mountain is primarily residential and gener- ates alot of yard wéste,” he added. “I think this will be a successful venture for the Back Mountain.” ‘After the ribbon — green in- stead of red — had been cut, and everyone headed indoors for cof- fee and doughnuts, DAMA’s Re- cycling Coordinator ‘Larry Spaciano explained the program in more detail. First, yard waste is ground up by the Banded Beast. Then it is laid out in what are.called “wind- rows” to break down; as it does, it is monitored for acid levels and temperature, and is turned on a regular basis to ensure even breakdown. When it is ready, it can be spread on lawns and gar- dens. “It's a great soil conditioner,” Spaciano said. Altogether a combined total of around 450 tons was gathered annually. The three municipalities requested, by in- ter-municipal cooperation agree- ment, that DAMA come up with a program to do something con- structive with all that yard waste. DAMA agreed, and applied for the grant in 1997, which was given in February of this year. “Right now From the staff of “The Dallas Post we've organized the program so it's uniform for all the municipali- ties,” Spaciano said. When the grant came through and everything was ready, DAMA collected the stockpiled waste and started composting itatthe DAMA facility in Kingston Twp. Spaciano said residents would come to DAMA for routine business, see .the windrows and ask if the com- post was available. Yes, he says, it is. Yard waste will be collected from residents by their respective municipalities; the municipalities will then bring it to DAMA.
