It is the first time that the Universal Postal union, now compris ing and controlling, so far aB the malla are concerned, every organized govern ment save three China, Korea and the Oranue Free State has had its delegates assemble In Amerloa, and the deliberations of Its fifth sextennlal convention will be marked by perhaps more pronounced formality than has attended any contention of either na tional or international scope that has gathered in this country for ' a long period. Sixty odd countries and provlnom will be represented by about 120 dele gates, each country having but a sin gle vote. The sessions will be held In the historic old building which until recently was the home of the Corooran art gallery. The hall has been equip ped with desks and other conveniences, and a postofllce will be In operation on the spot until the meetings close. Advloes from Monteerrat say that the selwnto disturbances began there week ago last Friday, evening, and continued almost without Intermission until Monday morning. The most se vere tremblings of the earth's surface were experienced on Sunday, when great damage was done. The entire population of the Island became panic stricken, and all busi ness was brought to a standstill. Spe cial services were held In all the churches, and upon the cessation of the shookB thanksgiving was publicly ffered to the Almighty. Keports from Antigua, Gaudeloupe, St. Kltts and Dominica have reached here. They say that the Islands Buffer ed a series of protracted shocks on Thursday morning. The accounts are ery meager, and give no satisfactory ostlmates of the number of deaths oi the property damaged. The latest Information comes from the town of PoInt-a-Pltre, In the Island of Guadeloupe, which was nearly de stroyed by the earthquake In 1843. Many buildings there, the reports state, collapsed- during the shocks, and the loss of life was large. In addition a large number of persons were seri ously Injured.
