view before one of the most distin
guished bodies that ever met In this
country when the universal postal con
gress convene In this city next Wed
nesday. It is the first time that the
Universal Postal union, now compris
ing and controlling, so far aB the malla
are concerned, every organized govern
ment save three China, Korea and
the Oranue Free State has had its
delegates assemble In Amerloa, and
the deliberations of Its fifth sextennlal
convention will be marked by perhaps
more pronounced formality than has
attended any contention of either na
tional or international scope that has
gathered in this country for ' a long
period.
Sixty odd countries and provlnom
will be represented by about 120 dele
gates, each country having but a sin
gle vote. The sessions will be held In
the historic old building which until
recently was the home of the Corooran
art gallery. The hall has been equip
ped with desks and other conveniences,
and a postofllce will be In operation on
the spot until the meetings close. The
delegate who will form the congress
j are men of the highest rank In postal
service, ine postmasters geueim ui
several nations are among them, while
leading diplomats have been sent by
some of the countries.
At previous gatherings the congress
ha been extended unusual courtesies by
the nations whose guests they were,
and, while this government Is hamper
ed by lack of satisfactory funds, the

The gathering w(H be In Washington
from a month to six weeks, but the
congress Itself will meot not mora
than half a dozen times. The rea)
work, save that of ratification of pro
ceedlngs when the committees report
which belongs to the full congress
devolves upon the four committees, at
least one of which will be In session
practically every day except Saturday
and Sunday. One committee will have
charge of the general treaty, which is
adopted at every congress, and also
will settle accounts between Individ
ual oountrles. With the latter this
country has nothing to do.
The congress will be opened Wed
nesday morning by Postmaster Gen
eral Gary, who will deliver his salutory
in English, while the assemblage reads
the French translation. This will oc
cupy a little over five minutes, being
p. formal welcome. Then the senior
delegate, not now selected, will respond
in a few words. The election of a pre
siding ofllcer will follow. General
George S. Batchellor, ex-minister to
Portugal and chairman of the United
States delegation, will probably be the
honored one. The business of the con
gress will be conducted in French, and
behind barred doors.
Many measures will be brought for?
ward for consideration. The now
treaty or general convention and sev
eral minor ones, signed by only two or
three of the countries, will be discussed
and .adopted in substitution of old ones
In order to cover new conditions. Per
haps the most Important proposition
will Involve what Is known as the In
termediate transit system. This pro
vides for compensation by the Bend
ing country to all countries over whose
domains its malls are transported. An
agreement to carry the malls of all the
countries In the union mutually Tree
will l.o sought, but probably voted
down. f-Uich countries as Belgium,
which sends out little mall, but over
whose lands much foreign mall Is
transported at a big profit to the king
dom, will object to cutting oft this
revenue. This practically defeats the
scheme, as one well founded dlssfcnt
kills a proposition.
This country and a few others, how-
over, have declared in favor of the free
transportation. The ultimate action, It
is said, probably will be the acceptance
of the average weight statistics of the
last six years as n basis of all Inter
mediary transit accounts up to the as
semblage of the next congress, that Is,
up to 1S03, when the lsguo will bo
revived.
The much' agitated proposition to
adopt a universal postage stamp, not
good for domestic postage, but for con
venient communication between coun
tries, and the universal return stamp
ed envelope proposition, having a slrnr
liar scope, also will be brought up, but
the -probabilities of adoption are said
to be against both.

Kingston, Jamaica, May 8, Details
of the great earthquake which shook
all the Leeward Islands and lasted for
nearly an entire week are still Incom
plete, but th news received here con
firms the first reports of large loss of
life and property.
Advloes from Monteerrat say that
the selwnto disturbances began there
week ago last Friday, evening, and
continued almost without Intermission
until Monday morning. The most se
vere tremblings of the earth's surface
were experienced on Sunday, when
great damage was done.
The entire population of the Island
became panic stricken, and all busi
ness was brought to a standstill. Spe
cial services were held In all the
churches, and upon the cessation of
the shookB thanksgiving was publicly
ffered to the Almighty.
Keports from Antigua, Gaudeloupe,
St. Kltts and Dominica have reached
here. They say that the Islands Buffer
ed a series of protracted shocks on
Thursday morning. The accounts are
ery meager, and give no satisfactory
ostlmates of the number of deaths oi
the property damaged.
The latest Information comes from
the town of PoInt-a-Pltre, In the Island
of Guadeloupe, which was nearly de
stroyed by the earthquake In 1843.
Many buildings there, the reports state,
collapsed- during the shocks, and the
loss of life was large. In addition a
large number of persons were seri
ously Injured.
A dispatch from Peru's capital says:
An earthquake of great violence and
lone duration shook Lima and the im
mediate neighborhood at 2 o'clock Sat
urday morning. Great alarm Immedi
ately prevald throughout the city,
and the church bells were rung, sum
moning the inhabitants to special ser-
Ices, at which prayers were offered up
for the cessation of the shocks. No
disasters have been reported up to the
present time The trembling of the
arm extended rrom Chlnclm to Casma,
and the old walls of the city fell.

Interest of the United liretlireii Church,
when the state was mostly a wilderness, nnd

seat of learning and was shown into the room
of the President, Prof. Alvln P. lioruaby.
AV'hen last seen by the reporter Prof. Hani
nby was lu delicate health. To-day lie was
apparently In the best of health. In re
sponse to an inquiry the professor said :
"Oh, yes, I am much better than for some
time. I am now in perfect health; but my
recovery was brought about in rather a
peculiar way."
" Tell me about it," said the reporter.
"Well, to begin it the beginning," said

vestigation of the local penitentiary
several weeks ago, resumed operations

guilt. It is hinted that other charges
of a similar character may extend the
extra legislative session longer than
