PAGE TWO Laborites Halt Opposition As Economic Plan K'd LONDON (R') Prime Minis ter Harold Macmillan's govern ment turned back an opposition assault last night and won parlia mentary approval of the emer gency economic program he drew up because France blocked Brit ain's entry into the European Common Market. AT THE END of a two-day de bate in the House of Commons, Macmillan's Conservatives defeat ed a Laborite motion of no con fidence, 333-227, and went on to win support of his program, 330- 227. The Conservatives have a mar gin of some 100 votes over their Laborite and Liberal opponents in the House, and had been ex pected to win the parliamentary tests. But the size of the govern ment's majorities was a surprise because of the opposition's strong attacks and the dissension of Con servatives over Macmillan's for eign and domestic policies. THE LABORITES charged that th e Macmillan government's handling of the Common Market negotiations and subsequent de velopments is threatening the basis of the British economy and the Atlantic Alliance. JAMES CALLAGHAN, the La bor party's expert on economic affairs, charged that the Brussels breakdown is prompting a flight of British capital to Europe. (AP) Airplane wreckage with "no sign of life" was sighted last night by a Coast Guard helicopter searching for a Northwest Orient Airlines jet liner which disappeared with 43 persons aboard. The loc"ation of the find was in the Everglades 6 1 / 2 miles west of a 40-mile bend on the Tamiami Trail (U.S. 41), which connects Miami and Naples. The bend is 40 miles west of downtown Mi ami. THE HELICOPTER pilot ra dioed he. was dropping down as close as possible for further study of the wreckage. The plane, bound nonstop-from Miami to Chicago, took off at 1:35 p.m. (EST) into a squall line. Radio contact was lost with the Boeing 720 b seven minutes later and a sweeping air search was launched. The helicopter pilot's wreckage report was made at 7:05 p.m. There was no sign of trouble up to the point radio contact was lost, William Leverett, chief of the Air Route Traffic Control Center, said. Leverett said the plane, cap tained by Roy W. Almquist, Rose mount, Minn., had just given a position report. Scran ton revealed a plan to reform the administration of education by creating a new state Board of Education in a special message to the General Assembly yesterday. He proposed separate councils of basic elementary, secondary and higher education to replace the present state Council of Edu cation. SIGNIFICANTLY, the ne w board and councils would be in dependent of the Department of Public Instruction and its superin tendent, who is the presiding offi cer of the existing council. The new setup would leave ad ministration to the department and policy making to the board and its councils. (R)—The or bital flight of Astronaut Leroy Gordon Cooper Jr. has been post poned until mid-May, the Manned Spacecraft Center announced yes terday.
