Edwards, assistant professor of civil engineering at the College, has been awarded the professional degree of civil engineer by the University of lowa in recognition of his pro fessional experience and paper on the hydraulic design of the Con ches Dam in New Mexico. Tests of a model dam which were the basis of the study, were conducted by Edwards in the U. S. Waterways Experiment Station at Vicksburg, Mississippi. EdWards came to State College lest September from North Car olina, .where he' had been senior engineer in charge of planning all army cantonments and air fields in the U., S. Engineer Dis trict of Wilmington. For that work he was awarded the Army Service Forces' commendation for meritorious civilian service. For three years he was chief of hy draulic design hnd research for the Third Locks project of the Panama Canal and he hag had other professional experience in hydro-electric poWer• flood con trol, • navigation and, irrigation work in. the United States. He is a member of the Ameri can Society of Civil' • Engineers and is co-author of a paper on surges in . The Panama. Canal which is currently under discus sion in the proceedings of the Society. Breskin, Dawer To Manage Portfolio For Summer Semester Ruth Constad was recently elected editor and business 'man ager of the Portfolio staff. Jean Breskin was elected circulation manager and Annette Dawer was named advertising manager. Members of the editorial staff are Victor Danilov, Emil Kubek, and Jacqueline Socol.
