THIRTY-FOURTH CONGRESS WASHINGTON, July 24.—Senate--The Senate pro ceeded to the consideration of the bill to authorize the protection of citizens of the United States who may discover deposits of guano. The bill provides that whenever any citizens of the United States shall discover new guano islands, Ic., not occupied by persons of any other govern went, and occupy the same, they dual be considered as appertaining to the United States, and the discov erers allowed the exclusive right of selling and de livering guano, and receive eight titans to be de livered at the vessel, and four dollars at the place of deposit; the guano to he only for citizens of the Uni ted States ;tor a breach of the law, the privilege to work and the right to the land to be forfeited; the naval forces to protect such islands, and the laws of the United States to be extended over them. The bills for the improvement of the harbors at Milwaukie Lind Kalamazoo were passed, and tho bill for the improvement of the harbor at the mouth of Grand river, was discussed till adjournment. House.—The House was called in order to procure a full attendance of members, of whom 140 were present. The doors were closed to hear excuses fur absentees. None were offered for Mr. Burlingame. In this way an hour and a half were consumed. The House then went into Committee of the Whole on the state of the Union, and took up the army appropria• Lion bill. Mr. Barbour moved to amend the clause appropri ating $3,275,000 for the pay of the army, by adding a disapproval of the code of alleged laws in Kansas, and the manner in which they are enforced, express ly declaring that until they shall be confirmed by Congress none of the Federal military forces shall be employed far their enforcement, nor shall any cit izens of Kansas be compelled to act as a poace evm iraftu of any officer acting as Marshal or Sheriff of the territory. Mr. Phelps raised the question that such amend ment could not by the rules be embraced. The chairman, Mr. Letcher, decided othervrisc, and on appeal was sustained by the Committee by a rote of 74. against 54. Mr. Barbour said his amendment was to stop revo lution by preventing the enforcement of laws passed by an usurpation and disgraceful and shameful in their character. Never before had an army been employed to arrest or disperse °Weans presumed to be quietly violating sham lawn. Mr. Phelps replied that by the amendment pro posed, there shall be no laws for the government of 20,000 people, and it would close the courts against redress fur injuries and civil oases. The army was sent to Kansas in obedience to the applicathn of Free State men for their protection. Mr. Stephens did not think that Congress hare power to control the President in the manner propos ed ; the President being commander-in-chief of the army, they could not Impose rooditiqns. The Legis lature, nothing haling been disclosed to the contra. ry, was legal, and its laws must be enforced until abolished or changed by the proper authority. If he had his way, he should withdraw the army from Kansas ; believing the people capable of sell-govern ment, be did not want troops to enforce the laws. Mr. tiitidlnge deolarod that Missourians and not the people of Kansas formed those laws. It was an usurpation not to be permitted in a republican gov ernment: a despotism never before known. He was willing that the army should be withdrawn, and not to disperse persou,i peaceably assembling, or arrest them on a lucre allegation of offence. Mr. Whitfield far once in his life agreed with Mr. Uiddings that the army should be withdrawn ; he for a long time had been anxious for this, and would not give a farthing fur a law which could not be Pus tained by the people. He denied the right of Con gress to repeal the taws of Kansas. The Supreme Court of the Gaited States was the proper tribunal to pronounce upon their legality.
