WALKER, Secretary. Juvenile Delinquents Purloining Monied Letters.— Yesterday afternoon two youths named James Shan er and Wm. Anderson, about sixteen years of age, were taken into custody for lifting monied letters be longing to G. S. Hough, Daguerrotypist, on Fourth street, from the Pittsburgl. Post-office. The circum stances as far as developed are these : Anderson was formerly in the employ of Mr. Hough, but for some cause or other ho had been discharged a couple of weeks ago. Since then he and young Shaper had been in the habit of calling at the box for his lettere, and have confessed to lifting one with $2O, another with $ll, a third with $O. and a fourth containing $7. On the sth of July, Shaner called and was told there was a registered letter for Mr. Hough, and that p l should call around and sign the register. Ile did aci, subscribing himself "John Henderson." Itcon talnFd a $5O bill. Mr. Hough finding his epistolary replies few and far between, called at the offiee,a day or two since to inquire into the cause. Judge of his astonishment when informed that his letters were re gularly called fur, and in confirmation of which be was shown the register duly signed " Henderson," setting forth that " a valuable letter " had been lifted .$lOB,lOl 31 3u0,000 00 $438,151 13 by the aforesaid individual. A couple M decoys were immediately put in the office. Yesterday Shaner, aline Henderson, inquired as usual, and was told to come inside and sign the registea again, as there was another valuable letter. The unsuspecting youth went around, and was re• quested to take a seat until Mr. Hambright returned, when he would gat another letter which had teen lain away. He new began to "smell a mice," and said he would call again and get the other, but be fore he had time to depart Charley returns with a policeman, who took the young scamp into custody. Shaper then 'peached, and the officer, going over to Allegheny, ft und Anderson at the depot, awaiting his companion's return, end ready to share the plun der. The fifty dollar draft hail been sent to Phila delphia for collection, and it is probable they forged Mr. Hough's name, as it was drawn in his favor. The empty drawer was found yesterday morning on canal bank, near Kier A Mitchell's warehouse. WASHINGTON, July 9.—Senate.—On motion of Mr. Benjamin, resolutions were adapted directing the Secretary of the Senate to take the three bills passed over the President's veto to the Secretary of State, in order that they be deposited in that department. Mr. Beujamin remarked with reference to the question raised the other day, whether two.thirds of the members present, or two-thirds of nil the mem bers of the Senate, were required to pass a bill over the President's veto ; that he bad examined prece dents and found that in the first Congress, composed in a great part of those who were members of the Convention which framed the Constitution, eleven amendments to the Constitution passed both Houses of Congress and iu both were adopted by a vote of Iwo thirds of the members present, and not two thirds of the whole body. Mr. Mason and Mr. teticey expressed the opinion that after deliberOon and reflection the decision of the Chair was corrvet. Mr. Toombs said that precedents were not worth much. A practical remedy is the admission of Kansas into the Union as a Free State. The South should, in my judgment, earnestly desire such communes,- tiou. It would vindicate its good faith—it would correct the mistake with regard to the repeal of the Missouri Compromise, and the North, being practi cally benefitted from the agreement between the two sections, would be Salaried, and good feeling be re stored. The measure is perfectly consistent with honor to the South and her vital interests. That fa tal act, which gave birth to this, was purely a sec tional suite, originating in the scheme to take from free labor, a country seenred to it by solemn cove , rant, sod cannot he too soon disarmed of its perni cious force. It is only the genial region in the mid dle latitude which is left to emigrants of the North n states for homes.
