In Select Council all the members pres ent except Mr. Duncan. On taking his place, Mr. McAuley, Pres ident of the Council, who has been absent for some weeks, said he had heard of the death of the late Clerk, Robert Morrow, Esq., with great surprise, and paid a de served tribute to the integrity and worth of the deceased. On motion, W. M. Hartzell, Esq., was ap?ointed clerk pro kin t and read the minutes of two previous meetings, which were approved. Mr. Wari presented a report from the -- Street Committee relative to the grading and paving iEtna street, with an ordi nance authorizing the City Regulator to advertise for proposals to grade and pave the street from - Factory to Zug & Painter's mill, which was read once and referred to the Committee. C. O. concurred. Mr. Quinn, from the Committee on Fire Engines and Hose, presented a report. setting forth that in their opinion six steamers are sufficient for the protection of the city if properly located, but the Committe ptefer to leave the location to the wisdom of Councils. The Council approved of the number designated, (six,) and referred the report to a Select Com mittee of five to fix the locations. The President appointed Messrs. McCarty and Reed on the part of Select Council, C. C. non -concurred. Mr. Phillips. a bill of Mr. Slagle, City Solicitor, of $23,50 for services. end a resolution ordering a warrant on the con tingent fund for the amount. lli.solution read three times and passed. C. C. con curred. On motion of Mr. Allen the Counci! went into an election fur clerk of Selec Council to fill the unexpired term of Mr. Morrow, deceased, and Mr. E. S. Brown has issued an order requiring all persons in that State who have not taken the oath to report in person immediately to the nearest Provost Marshal for the purpose of taking the oath and giving sufficient bonds for the faithful observance thereof. All persons who tail to comply with this order will be removed by the Provost Marshal General outside the fed eral lines, and notified that if hereafter found within the lines without proper au thority they will be arrested and placed in close confinement. The reason for making this stringent order is the fact that there are a number of persons who have not yet taken the oath, and the General command ing has positive evidence that they keep up a line of communication with the enemy.
