Regular Meeting of Councils.
City Councils held their usual month]
meeting last evening.
In Select Council all the members pres
ent except Mr. Duncan.
On taking his place, Mr. McAuley, Pres
ident of the Council, who has been absent
for some weeks, said he had heard of the
death of the late Clerk, Robert Morrow,
Esq., with great surprise, and paid a de
served tribute to the integrity and worth
of the deceased.
On motion, W. M. Hartzell, Esq., was
ap?ointed clerk pro kin t and read the
minutes of two previous meetings, which
were approved.
Mr. Wari presented a report from the
-- Street Committee relative to the grading
and paving iEtna street, with an ordi
nance authorizing the City Regulator to
advertise for proposals to grade and pave
the street from - Factory to Zug & Painter's
mill, which was read once and referred
to the Committee. C. O. concurred.
Mr. Quinn, from the Committee on Fire
Engines and Hose, presented a report.
setting forth that in their opinion six
steamers are sufficient for the protection
of the city if properly located, but the
Committe ptefer to leave the location to
the wisdom of Councils. The Council
approved of the number designated, (six,)
and referred the report to a Select Com
mittee of five to fix the locations. The
President appointed Messrs. McCarty and
Reed on the part of Select Council, C. C.
non -concurred.
Mr. Phillips. a bill of Mr. Slagle, City
Solicitor, of $23,50 for services. end a
resolution ordering a warrant on the con
tingent fund for the amount. lli.solution
read three times and passed. C. C. con
curred.
On motion of Mr. Allen the Counci!
went into an election fur clerk of Selec
Council to fill the unexpired term of Mr.
Morrow, deceased, and Mr. E. S. Morrow,
son of deceased, was unanimously elected.
The Clerk elect was then introduced to
the Council, and the oath of office admin
istered to him by President McAuley,
after which Council adjourned.

Minutes of lastineeting read and ap
proved.
Mr. Fryer a petition from G. KresA. for
the privilege of putting up a frame build
ing filled with brick, Prayer granted—S.

from the Mayor, announcing the appoint
ment of two special policemen at an cx
pence of $2 per night to the city. Adopt
ed. S. C. concurred.
Mr. Snively, from the Ordnance Com
mittee, made a report setting forth that
they had authorized the City Solicitor to
notify the Allegeny Valley R. R. Co. to
comply with the ordinance relative to the
occupancy of Pike street. Report accep
ted- S. C. concurred.
The Committee on Claims and:Accounts
reported that they were not sufficiently ac
quainted with the city finances to prepare
an answer for the Controller relative to
the railroad judgments against the city
and recommending that the same be refer
red to the Finance Committee. Read and
accepted. S. C. concurred.

A resolution for fire plugs on the corner
of Fourth street and 'rein alley, was re
ferred to the Water Committee. C.

, The ordinance establishing the grade of
Logan street was culled rea d" three
times and passed.

Current Literature.
Henry Miner, Lyon's building, Fifth
street, sends us a batch of books, all of
which will be much sought for. First, we
have the Edinburgh Review, for July,
Leonard Scott & Co.'s republication, with
the usual variety of solid and interesting
eating matter. An article on Iron—lts
Uses and Manufacture, will attract great
attention here._ Then we have the "Down
fall of England," the speech which in
duced the arrest of Geo. Francis Train in
London and Archbishop Hughes' sermon
on the war, both together to a ten cent
pamphlet. Next we Lind an official edition
of the Tariff and Internal Tax Bills syste
matically arranged : and last, the Militia
Laws of the United States now in force.
The two last named pamphlets will he
valuable for reference.

Had we Too Many Recruiting,
The Chronicle says the Executive Com
mittee permitted too many recruiting of
ficers in the field, which was one reason
the requisition was not filled hr volun
teers. It then speaks of "fifty recruiting
officers, all of whom wanted to be Cap
' tains." Now. taking the figures of the
Chmniele throughout there were not too
many officers recruiting—as fifty, it' all
had succeeded in filling their companies
would not, if all reached the maximum,
more than make up the 1,109 now inns
tered in and the 1.000 which the Chronirlc
says must be drafted. Better review your
ligurei next time and fix them so they will
not conviet yourself.
About three o'clock on Monday morn
ing the brick dwelling house of Chas.
Hartman, jr., in M'Clure township; was
discovered to he on tire, and was soon
burned to the ground. The lire was
doubtless 'the work of au incendiary, as
the house had been unoccupied for a year.
Mr. Hartinan and family having taken up
their residence with a relative. The
house was fully insured.
t fa last Friday morning it was discoer•
ed that three prisoners, Michael .1 Bible?.
Jas. Ilemott and A. C. Kennedy, had es
caped from Whet-ling jail on the preced
ing night. By working through the "feed
hole" they removed the lock from the
door and by means of a clothes line. let
themselves tinu•u from the hall window
and escaped. Another prisoner was fund
asleep in the cell, being in entire ignm
ranee of the escape.
This popnlar story of !tick - ens has be, n
admirably dramatized, and Ihe new piece
will be produced to-night for the first time•
by Manager Henderson. with a lull cast of
his admirable company. No other piece
will he presented. The attendance last
night was large and the performance Wt . ll ,
Off well. the new company pleasing all
present.
The Graham Rifles went into Camp
Howe yesterday. previous to which Ex-
Sheriff Graham, for whom the company is
named, presented Capt. Sample, who com
mands it, with a magnificent sword. the
gift of a few friends. generously adding a
Durse of $5O from himself. Another gentle
man in attendance followed the good ex
ample and gave Cant. S. all the money
he had in his pocket book.
Patrick Cuttninghatn, residing on East
Lane, Allegheny, was yesterday lined Srt
and costs, by Mayor 31i ler, fur violation
of ordinance in turning on a supply of
water, after it had been stoped by the
Superintendent of the \Vat. r Works. His
hydrant was leaking, and although twice
notified to repair it, he refused to do so.
when the Superintendent shut the wafer
off. In the night. Mr. Cunningham turned
it on again, for which he was fined.

The ever-popular Fanny Denham has
arrived in the city, aceempaaied by Mr.

Harvey Vun Voorhis, admirably qualifi
ed, is raising a r•ompany ut cavalry by
special permission.
Two or three companies and severa
squads were mustered in by Capt. Luding
ton yesterday. reduce the num
ber to be drafted to about 3,000.

On last Wednesday eveiting, 20th inst.,
a mass meeting was held 'in Dr. Greeths
church, Robinson'a Run, over which CM.
.1. B. Glenn presided, with J. T. MeKt: ight,
of Scott township, Secretary. After prayer
by Rev. Slater,lfessrs. Robt. Campbell,
Geo. Dickson, and Col. C. Boreland were
appointed to draft resolutions. Able ad
dresses were delivered by Rev.J. C. Boyd,
Rev. Braddock. Rev. Kennedy, Rev. Mc:
Pherson, J. Slagle, Esq., Lieut. Morgan,
Mr. Riggenbothem (soldier) and Mr.
John Snodgrass. The committee then
submited a preamble and resolutions, tak
ing high and
. patriotic ground on the war
question, urging the most vigorous prose
cution of the war, and pledging all the as
sistance in their power to that end. The
resolutions were adopted and the meeting
adjourned.

A messenger from Henderson says the
half breed scout Frenier would return to
Fort Itidglev and give the inmates assur
ances of relief, and induce them to hold
out. There can be no surrender without
annihilation, and the initiates know this.
Col. Sibley's hire was at :4t. Peters at
I o'clock on Saturday morning, fifty miles
from Fort Ilidgley, and could not reach
there before Sunday evening. Col. Cullen,
with 7(HI cavalry, proposed to strike across
the country from Henderson and may get
ahead of him. It is believed the Indians
will get information of the forceadvancing
and hastily leave the coif. C,,1. Cullen
sacs the further he advances the news be
comes worse. All the inhabitants are
docking into towns.

more, has been biought hither by the gun
boat Resolute, having been captured in
the Rappahannock fora violation of block.

General Corcoran has returned to Wash
ngton. -
The steamer St. Marks, from New Or
eans with dates to the ]7th inst., arrived
his afternoon.
The health of New Orleans was good
though the weather continued very hot.
Among the passengers on the St. Marks
is the Count 1)e Megam, French Consul.
Sramusisi.li, Mo., August 23d.—Gov.
Brown has issued an order requiring all
persons in that State who have not taken
the oath to report in person immediately
to the nearest Provost Marshal for the
purpose of taking the oath and giving
sufficient bonds for the faithful observance
thereof. All persons who tail to comply
with this order will be removed by the
Provost Marshal General outside the fed
eral lines, and notified that if hereafter
found within the lines without proper au
thority they will be arrested and placed in
close confinement. The reason for making
this stringent order is the fact that there
are a number of persons who have not yet
taken the oath, and the General command
ing has positive evidence that they keep
up a line of communication with the
enemy.
NEW 'rout:, Aug. 25.—The steamer
Marion arrived here to-day from New Or•
leans. Among her passengers is Judge
Pell. She has a large .number of arms
abOard which have been 'sent north' by
citizens of New Orleans.
