A letter from 'Winchester, June 20, says Fremont has fallen back upon Strasburg, in the neighborhood of which extensive fortifications are being erected. Shields has gone down toward Freder ieksburg, and this afternoon, Banks, who ar rived here yesterday evening, moved up the valley, several miles hence. You will perceive by this change that a strong base for future operations has been es tablished, which was essentially necessary. Shields, properly belonging to McDowell's division of the Army of theShenandoala, fully two months ago was ordered from Newmarket to Fredericksburg.
