This tax on coal is one dollar on SOO bushels of the best coal, the small coal- and slack being ex empted, which is mainly used for driving the steam engines in our factories. Penn sylvania ought not to bear more than het share of tax, but she is able to bear what is her due. -If more is laid upon her than is right, it will doubtless be corrected. When it is considered that we are blessed with cheap fuel more than any people in this country, it does not seem very hard to pay the trifle of tax laid upon coal for home consumption, and what goes out of the State will be paid by the people who purchase the coal. The tax will fall as much upon Cincinnati, Louisville, Mem phis and New Orleans, as upoii Pittsburgh. It would bi 3 very pleasant sot be taxedat all, but as the slaveholders' rebellion has rendered this unavoidable, the burden should be laid where it will fall the light est- Some mistakes no doubt have been made,-and experience will show the neces sity of correction, but the display Of a captions, * snarling, selfish spirit „in this matter, evinces a want of 'Clary to the Government in this the time of itsgreatest need. The special correspondence of the Phil adelphia Pres.! from New Orleans throws light upon the propriety and wisdom of Gen Butler's summary proceedings : THE CAPTURE OF NEW OELF.ANS. . The'capture and occupation of this city was, undoubtedly, the greatest blow yet in-. flitted, so far as we are advised her; upon the enemy. If its fall was anticipated by the leaders of the Southern oligarchy, it certainly came upon the mass of their fol.' lowers, and of the people of New Orleans, with surprise and amazement. They were assured and. confident in the impregnabil ity of its defences, and were not undeceiv ed until the skips-of-war bad passed the forts, destroyed the fire rafts, rams, gunboats,. &c., and were almost in sight from the city,itself. HORRORH ATTENDING THE CAPTURE TlsG commenced a scene of flight, terror and disorder, such . as those who witnessed it say is indescribable. They had "the freedom of the city" in its largest and most comprehensive sense, as—being use ful- instruments of thesecret vigilance com mittee, and other such delectable organiza tions—their victims were usually men sus pected• of Union proclivities, or quiet citi zen; whotefraitned . from openly aiding the cause of the. rebellion. =ll 'Gen. Butler 'has bad some of the leaders and chief men of this murderous band ar rested and sent to Fort Jackson,, which has given great satisfaction to all the citizens who value their lives and property. DISLOYAL CONDUCT OP DANZ Of PICERS The banks, with strange fatuity, or the insanity which appears to have controlled everybody and everything in the conster nation caused by the approach of our fleet, sent all their speOie, amounting ! to several millions ' oat of the city, to secure it, as is alleged, from being plundered by the mob. Be that as it may, it is now said that it was sent to such a very safe place far keeping that it is utterly oat of their power to get it back again. It is also somewhat singu lar that all the bank presidents who ao com.panied their specie have not found it convenient to return to the city.. TUE CRESgENT CITY REGINII:IT The minister of the Fourth Presbyteritin Church, whom I have reason to think, from his character and conversation, to be a con scientious Christian clergyman, informed me that under Beattregards appeal for men for service for ninety days, many _of the best young men in his congregation thought it their duty to go to the war, and went ac cordingly in. the Crescent City Regiment, which was a volunteer uniformed regiment, composed of the flower of the , young men of New Orleans—miny of whom Were clerks and of 'northern birth, engaged in stores 'here. After the battle of. Shiloh, in which the regiment was engaged, he said it be came his. ainful duty to communicate to their respective families the deaths of sev- eral members of his congregation who fell on that bloody field.. Among theM, he said, were two most exemplary and promising young men, leaders in the Bible clialßrin his church; and one gintleman, whO had been married and fitted-up a nice house but a little over a year ago, upon entering which to .break the sad tiding of the father's death he was met by the young wife, with her smiling baby in her arms. . CAVBE OP THE AVERSION !OP THE PEOPLE The real cause of the unmistakable aversion of the people here to our soldiers, and their evident detertnination to have as little intercourse as possible with the officers and men of-our force's, arises main ly from the fact of sit many of their rela tives and Mends being in the. army, and any citizen here seen associating with, or extending civilities to our people; is afraid of encountering the: reproaches or incur ring the displeasure of 'his neighbor. This, in my humble jthlgeraent, is one of the prominent causes of the curious state of the relations existing -here between the troops and 'citizens. There' are, i however, many other causes patent to the most casual observer for the iuon•intereourso sort of System prevailing, Muth as the mortification caused by seeing 'the com mercial capital of the great Confederacy occupied by the "Yankees," st term which,. however, is now applied pretty - :generally to all northern uteryand the -belief -enter tained that the struggle is ust yet decided, and that eventually. they will achieve their independedce, &c. The General learned last night of a con spiracy between six men. French and Spanish creoles—to take his life. This morning four of them were arrested and -brought before General Butler. They pro tested their innocence; but they were or dered to be chained together until they should conclude to divulge the secrets of the conspiracy. Gen. Butlers faculty for ferreting out crime is misitively marvelous; there seems to be nothing wrong going on but what he knows all abqut it. Within a few days there will be other astounding developments of conspiracies Tegainst the life of the General and for the recapture of the city. VBESII BEEP AND ICE. We are inforMed that Col. CROWDS TAKING THE OATH OFiALLrGIANCE We take . great pleasure in knowing that the eitizeus of this town and the towns ad jaceut,ire seizing the opportdnity to come forward and renew their vows to stand by the Union. It is a high privilege, and we doubt not that it will be considered as such. To stand once more right upon.the record must be a source of gratificatien to all. We are glad to be informed that rich and poor jostle each other at the place prescribed for taking the oath. This is as it should be ; forrt proves that wealth knows and feels that tinder the just rule of the Commanding General it will be allowed no :special priv ilege, but must stand on tho same equality of allegiance with poverty. They do well in this, as the Commanding General will certainly allow no favoritism at the altar of the country.
