To the Hepublican Voters of Forest County: Upon the death of Judge Noyes, I anoouDaed myself a candidate for the office of President Judge in this ju dicial district, with the determina tion not to use money in any guise or form to influence voters iu my be half. This should be the position io any canvass and preeminently so in one for the office of President Judge. The necessity of this reform must command the approval of patriotic and thiuking men. Whero offices are bought aud sold or won by any form of corruption, the people generally pay the tribute money. The primaries in Warren county are held ou the liiili of March and between then and the dute of an nouncement there was not sufficient time to make a general canvass, ur for my position to become, fully un derstood and appreciated and its in fluence upon public seutimeut fell. The judicial canvass iu Warren county assumed such a phase be tween the thrre candidates forjudge, as indicuted that I could not in the short canvass before us, secure a plu rality ot votes. There wore several preciucls which would uudoubtcdly go for roe, and others in which my vote would be second, but these ap parently would not be sufficient to secure my nomination. If the prima ries in Warren county could have been held at the date fixed for those in Forest county, I am confident my CCiOinatioo would have been made. Under these circumstances I de termined not to embarrass devoted friends who might have a choice be tween the other candidates, and so on the 12th instant, notified the Repub lican voters of Warren connty that I would not prosecute my canvass far ther. I have found devoted friends every where, throughout the judicial dis trict. There are many zealous friends in my behalf, among the people of Forest county perhaps sufficient to carry the county, but without ray own county of Warren I would not re main a candidate even if I could car ry your county. To the many earnest and true friends in Forest county, my gratitude is due, and I tender to them ray heart kit thanks tor tbeir good opin ion and support. D. I. Ball. Warren, I'a., March lti, 18H8. The Republican primaries in War ren Coiiuty last Saturday resulted fa vorably to Hon. W. M. Lindsey in bis candidacy lor President Judge to sue ceed the late Judge Noyes, and if re ports are true as published, he will be appointed by the Governor to fill the position mi nest January, it is said the Governor, before starling on bis California trip, signed a commis sion in blank to be filled iu with tlx uaine ol the succesaiul candidate at the Warreu primaries. If (his is tlii case Mr. Liudsey's appointment will probably be made not later than to day, and tbo legal business nf Forest and Warreu counties, which has been pructtcaiiy at a standstill siuce Judge Noyes' death, can be proceed ed with. In all the counties where the Re publicans held primaries lust Satur day a dozen or more the friends o rieuaior uuay lor ru election carnei. everything before them. The mot notable nf these was in Lancaster where anamuker fired oil' bis bis speech on two or three different oc cusions, hoping to Fave the sculp bis friend, (J, (J. Kauffiuuu, iu hi scramble for re-election to the State Senate. The rcbult at the primaries next day showed the moht coiuplets rout of the combiners that has eve boeu knowo in that section. At I In rate when will the friint nierclmn prince succeed in pulling himself into the gubernatorial chair by trying to pull Cuay down ? No new ar scare has aripen with in tlie past week, but he report of Senalor I'roctor on tho condition of the starving Cubans has created profound aenration, coming as it does from one whose conservativeness sod absolute reliability i so well known to (ho American people. It is thought now (list whatever I lie remilt nf the naval inquiry into tho Maine disaster may he, the United States cannot further close its tyes to the oecemity of stopping the cruelly, crime and rapacity of Spain on the Inland. The culminating point in this wliolo affair is fast approaching and dcciiifO step will bo taken within a very short time. And Cuba will be free! Tub candidacy of our excellent Congressman, W, C. Arnold, for the Republican nomination for Congress-at-Lnrge is being mutt favorably re ceived in all sections of the Slate. At the primaries held iu Blair county last Saturday, bo was given a unani mous endorsement. Mr. Arnold is recognized as ono of the greatest workers in the Pennsylvania delega tion, anl his nomination would add grently to the strength of the Repub lican ticket iu the fall. The Madrid paters are hard lo please on the subject of 1'reiniers. When they fiud one who can carry ou war with an empty treasury they should make a note on't. Spain is unable to find ao ally or the proraiso nf material support. No other modern power is willing to de scend to tho Weyler level. Ouk two war ships purchased from Brazil will come in handy on the re serve line. Their acquisition is an other peace argumotit.
