WAR. - Austrian Atroeitie• in Italy, [asermpondeneo of the London Morning Ilertdd I Tunis, May B.—l have just returned from a tour of exploration as far as Genoa, and flail Turin jest es calm and Beeline as I left ii, though the Austrians aro at Vercelli, and completely masters of the country north of the Po, between the Ticino and the Dorn Dalin. From what I b as e peen during my trip, I =noel consider the confidence_ of the Twines° ill-founded. A large French and Piedmentese army is conceal-sled south of the Po, and any attempt of the Aus trians to advance upon the capital would leave their flank and rear exposed to its attacks, whilst the Piedmenteso forces strongly entrenched on the Dora Bailee, would meet them in front. It is not, therefore, at all likely that they will at tempt anything agaiust Turin. Their wisest plan is that which they have-adopled—to forti fy themoelves on the Sees, where they have con centrated the balk their army, supptirted by an imposing cavalry force, it is said, 900 guns, and patiently wait the course of events. From Genoa and Novi the corps of Marshal lieraguay d'ililliers is encamped, and the late rainy weather must have made their quarters anything but comfortable. A French officer, with whom I travelled pert of the way, told me 'qu'on ' l eant nous Tarter du beau mei ti' hall', tuna monraerar e'eart rare qu'en Crime,.'' Tril, against the Austriane is unanimous, and, I fear but to, well deserved. Reprisals are loudly clamoured for, each as the bombardment of Trieste and the shooting of prisoners. It is said that the King sent an envoy under a flag of trace to the Austritut headinartere to request the general not to make war like a savage, but as a civilized being. A cart acknowledgement of the message was the only reply, stating the difficulty of restraining the common soldier, Se. The French army themselves are not in point of fact, immaculate in this respect, and the brigade of Torsos, or Arab riflemen, are reported to have made so free with the natives of Castel Cerivolo that a battalion of the line had to interfere. I knew not whether you will hare received tlyulaPe proclamation to the inhabitants of Pla centia. It will excite throughout Europe as much indignation as in Piedmont. It is as fol lows: I translate it fifer-alum: " Venice, April 1.10.—A Provost Marshal's Court is organized. It inflicts lint one sentence, death. The following are the crimes or offences which come under its cognizance: I - High treason, or any act tending to change the system of the Austrian empire and the Duchies, as to attract or increase any peril which may threaten those States from abroad. Y. The concealment or exportation of arms or connitione of war. The public is distinctly re minded that every one will be punished with death, whatever may be his or her age or sta tion, and though hie or her conduct may have been previously nnlmpeaohable, who shall be found to possess arms or ammunition, either wearing them on his or her person, or having them in his or her house, or id ease of arms be ing found in any place where he or she may have had access. o. Forming port of assemblages, armed or un armed 4. Illegal enlistments, acting as a spy, se ducing soldiers, whether they be Multilane or allies, and generally anything that may prove detrimental to the Austrians, or advantageous to the enemy. r. Resisting with arms, or any attack against the metrics or patrols, or the slightest violence against any Austrian or allied soldier. The public is moreover warned that sentries and pa trols will be not only entitled, bat compelled, to use their arms against all who do not yield on the the first summons." This, coupled with the conduct of the Austrians in Piedmont, would appear to confirm a report that the only object of the invasion was to ravage the country, out of which they feel they are about to he driven at the point ef the bayonet. A spy was shot at Melia yesterday. !From the Pule Pay.' The depredations committed by Austria in Piedmont are now explained. They are rattles executed, not for the immediate wants of the army, but in order to fill the storehouses in Lom bardy. Every day, long files of wagons laden with hay, vegetables, grain and provisions of all kinds, are seen pining by Novara and Vigevano for the left bank of the Tricino. The Austrians literally strip the Piedmontese provinces and carry olf their booty to a place of safety. ThM manner of making war is that, of the ancient barbarians, or rather jilt that of an army with. out money. The Austrians cannot pay for what they take. If they were to plunder in Lombar dy they would run the risk of an insurrection of the peasantry. They therefore go Into Pied mont and make a clean eweep of everything they can hod. They do this with a rigor and a cru elty which have created a melancholy and pro found sensation in Europe. The official bulletins of the Sardinian govern ment have already published to Europe some of the excesses. Here are a few more details not less authentic. lin entering Novara, Ocn. Gyulai demanded a daily supply of 100,000 rations of bread, 80,000 rations of meat, 50,000 rations of rice, 30,000 of ealt, 100,000 of tobacco, 22,500 of cats, 1,000 quintals of hay, and 8,400 breaks of wine. These enormous supplies ware to be continued during live days. They wore altogether out of proper- I Lion to the number of troops dolloped In the town, and were, moreover, nut at once into Lombardy. Lc there was any delay in comply._ ing with the demand, the town was to be flne4C five (lines the value of the provisions required, and In defiult of payment. of theie the loin Ewen ti was to be ever 4 pillage t geir bons 'toss i<iw to be groin up. • - • At Vercelli requisitions were made of the same kind, and on the same scale, the destinations of the supplies being also the same. On the Gth of the month all the leather in the town was de manded, as well as an enormous quantity of shirts and cloth ; and nc,t only this, but a con tribution of 100,000 francs was imposed upon the town. The supplies of provisions continue to be demanded, and according to the latest news all the provisions in Vercelli will be ex hausted, and the town will be exposed to famine. At Voghera a daily supply was demanded, to continue for five days, consisting of 00,000 ra tions of bread, 50,000 of meat, 50,000 of wine, 50,000 of tobacco, 50,000 of rice, 7,500 of hay, and oats in proportion. At Tpra Nueva, a mere village, a requisition was made for 15,000 rations; at Castelnuova, also a small village, for 60,000 rations; and at Oleggio, another village, for 60 oxen, 100 quin- tals of hay; and 1,000 rations of bread during five days. The demands made at Lomelino are still more extortionate. The exact figure cannot be staled as no regular and formal requisition has been made. Officers and soldiers are allowed to com• mit excesses of all kinds. The persons of the inhabitants are respected no more than their property, and the municipal authorities are treated with the utmost barbarity. On the smal lest pretext the Austrian officers have recourse to corporal punishment. At Booppiana, the syn dic; the vice-eyndle and one of the members of the municipal council were arrested and carried off as hostages. The syndics of Mortara and Medo have met with the same treatment, Deeds of thin kind, committed in a country where the enemy encounters no resistance, are too eloquent to need 'comment.
