The constitution requires the COMMIS- Biebere of the Sinking Fend to annually redeem one quarter of a million ($250,000) . of the State debt, but the present prosperous con dition of the Treasury fully justifies the asser tion that; by prudence, economy and financial skill, we can in future pay annually one million of dollars ($1,000,000) of the State debt even at lie proposed reduction of taxation. The to , tel receipts into the Treasury last year were $4,708,917, of which the State tax furnished $1,610,229. The estimated receipts for 1859 are $4,980,828, which includes $1,650,000 from State taxes. The appropriation bill for 1859 is, in round numbers, $ 2 ,900,000, leaving $2,086,- 828 for redemption of the public debt; and if from. this we deduct the State tax of the current year, there will be left $480,828 towards redo- , ming the debt. So that it is plain we could get along, for the present, without any State Mx Whatever. These figures a .uld room to justify a larger reduction of taxation but it is deemed beet to Make the reduction gradual. The income of the pre.,ot your will justify the payment of $1,000.000 of the public debt, and leave a bal ance or, hand at the close of the fiscal year of $l,OBO 827. The Stale Tax, at 2 mills, rill' fall In 1860 to $1,190,000, and this, with the other revenues of the State, will enable us to pay an additional million in 1890, and leave a balance on hand at the end of that year of $ 9 72,000. The State tax for 1861 can then be reduced to mills on the dollar, and so on until we can, by the rapid extinction of our debt in the mean time, afford to dispense with taxation altogether in 1864, or at least hare a mere nominal rate, not exceeding a half mill. There is no reason why the present genera tion should bear all the burden of this debt. Let us put it in the way of gradual extinction, with out burdening ourselves too mach ; and the cer tainty of its extinction being secured, the amount of the animal reduction is of but comparatively littlemoment. The Constitution secures an an. nual reduction of at least $250,000, and we see no valid reason for being in too great a hurry to get much beyond that limit. Wo do not wonder that the Wash ington Union has become tired of at, and that it evinces a disposition to cast ite New Y.rk co temporary out of the ranks of th'S democracy. The former paper scarcely permits a day tepees In which it does not indulge in dings at its political associates an account of their corrup tion and imbecility. Here is a specimen of one of its 111-natured articles, which is, at least, a funny mode of backing up its friends: • "Earnests° TOE DEMOCRACT—A HERCULEAN Tees.—d. few members of the Democratic party in this city have had the hardihood to impose upon themselves the desperate task of reforming and improving the Democracy. This band of bold adventurers met at the Westchester Home a few evenings etace and talked over the fearful delinquencies and backalidiogs and inca pacity of the men whom the Democracy of the Empire City have been of late addicted to pia deg in Game of trust and poser. They agreed that if the party was to be saved from total de greaten, this state of things ihust be put an end to ; and they appointed a committee to pre pare an address to the Democracy, to arrange for a mass meeting at Tammany Hall, and to perfect the organization of the reformatory move ment. Of their sayings and doings on the occa elan of this consultative meeting at the Weet cheater House, we give a report eleewhere. "We sympathize with this email band of dena ooratio reformers, but we have no faith in their ability to perform theberculean task which they have voluntarily undertaken. The cleans ing out of the Aegean stables is a trite meta phor, that readily suggests itself by way of analogy; but that and the other labors of the fabled eon of Jupiter sick Into insignificance when compared with the work of purifying the Democracy. We are afraid it is far beyond all each efforts, and in a state of each decomposi tion that salt cannot save it. Nevertheless, give the reformers a chance." Court upon him. He has re-- eently been tried in the U. S. District Court of Michigan, and found guilty' of manslaughter. Judge Wilkinsecalled him up for sentence on Monday last, end the punishment awarded him • is thus set forth by the Judge: 'Your offense was committed -on the 28th of November, and you have been kept in prison awl* since, a period now over four months. This is taken into consideratioe, and as by the 1.1 erection of the act of the 2d of March, 1857, the punishment of manslaughter as to the impels. onment and fine is left discretionary with the Court, this Court does now sentence you to pay a fuze of.sl to the United States, and to be ire prisotied In the gaol of Wayne panty, State of I Michigan, for -and during the period of thirty days.!_ "Thirty days" is the period for which we send 'vagrants to jail in Pennsylvania; and it seems from this that the punishment which we award to a vagrant Is deemed suffioient in Michigan for the punishment of manslaughter. The De troit Advertiser truly characterizes the sentence as a farce. Tyler was guilty not merely of man slaughter, but of committing that offence in Ca nadian waters, where hshad no right to attempt the service of 11. S. process. It was an aggra vated crime, and such a sentence is a disgrace to the Court and lodge inflicting it. 'LTC Basks:era Law.—when the final vote wan taking on this law, in the House, two of our representatives explained their votes m follows: 0141 r. M'llowell, on the final passage of the bill, stated that he was not opposed to the gen eral .prineiples of a free banking law, but an the act, in its present shape, did not meet either his own views or those of his constituents, as ho understood them, he voted 'no.' The provisions: of the free banking law — of Now York, he thought, were better looked to the wants of the peoilo of Pennsylvania, and if the proposed measure bad been similar, be would have voted for it. The announcement elates that one of the cirm patties organized for this expedition is provided with two thousand Minie muskets, 1000 Sharpe's carbines!, and a small park of artillery, military provision enough for two regiments; and another is a stock company in which shares have been distributed at $2O dollars each. These ethernet! seem to corer tillibustering and speculation, and will doubtless have branches established in all the largo cities. In order that the reckless or weak may not be misled, it is proper the public ehould understand that the government has de termined to prevent the entrance into Arizonia of any armed expedition whatever. If bodies of men choose to emigrate there peaceably, and with the ordinary evidences of such a purpose, they cannot be obstructed, but they will not be al lowed to cross the N 615, Mexican line, If appear ing in organized and armed companies. That is the determination, and it may as well be heeded. The real design of this organization Is against the northern Provinces of Mexico, which Mr. Buchanan prefers-to manage in his own way, and without the aid of Gen. fienningsen. All the reports which have been circulated of a real er supposed sale of Teisuantepec and other Mexican provinces by Miramon to European Powers are fabricated out of whole cloth. No direct communication has been had with him since he approached towards Vera Cruz, and for the best of ressotte, that Juarez holds the out let. Dispatch, says: "Tnis commu nity has been thrown into a state of extreme ex citement by the poisoning of Dr. Junkin, Presi dent of Washington College, and his entire fami ly, on the night of the 20th of this month. The poison used was arsenic, and was put Into cream need at supper, by anegro of the Doctor's named Billy. All the family, including Dr. Junkin; Mrs. Pishburn and her child, Miss Fishburn, George Junkin, Jr., and a young student named Anderson, Were poisoned, but the dose adminis tered was so large that it acted as an emetic, thus saving their lives. Free Democratic ticket was carried by Two Thoturand majority—the heaviest ever given by that City for any party at any election. It is a clean sweep. We shall see whether Mr. Dick Barrett will have the assurance to show himself at Wash iogton on the back of that verdict.—N. Y. Trib. EZADING, April 4, 18.59.—The Democracy of Berke met in County Convention to-day, with a view to sustain Governor Packer, and select del egates to the State Convention to be held in Harrisburg on the 13th. No meeting ever hold here, was so well represented from all parts of the county by the substruttial Democrats. Hon. John Schwartz presided, assisted by filly Vies Presidents, and some fifty or more delegates were selected to attend the State Convention.— The meeting was ably addressed by A. G. Green, Col. S. L. Young, A. M. Ballade, A. Jordon Schwartz, and the Hon. John Schwartz. Berke county will make King James the First tremble. THE DEBT AND EXPENSE Or AUSTRIA.—TweIte years ago the annual expenditures of Austria were not quite $ 7 4,000,000. They are now equivalent to $ 170 ,000000. Each 'intervening year the deficit has been counted by millions— The fact is shown in comparative amounts of public debt, which in 1847 was less than...5.160,- 0 00,000, and is now equivalent to $1,140,000,- 000. The interest of this debt, payable yearly la no less than fifty-two millions. This statement gathered from official representations, may re lieve any lingering surprise at the late failure to borrow in England the inconsiderable eats of thirty millions. The atalks were, on an average, about thirty inches in length.
