I receive a great many letters daily from persons of this class, and I will Bay here what will save me the trouble of writing a great many letters. They think the Congress of the United States can relieve them from all their troubles. There never has been a time in the history of the iron business of Pennsylvania, when there was so much real distress among the laboring men of my State—l mean the men who do the work, the men who go to the forge before daylight, and sweat and toil long after the Moon has risen—as at present. It is not a complaint now on the part of Capitalists,— Men of capital, men of fortune, can take care of themecives. Capital can alwayntake care of itself; labor, poverty, indigence, want, always need sympathy and protection. These persons rceide in the town of Norris town, on the Schuylkill river, 20 miles above Philadelphia. The river Schuylkill is traversed on both sides by a nam]. one extending some 20 or 80 miles, another one hundred miles. On one Bide of the river is a canal. All of these works have been made for the purpose of con veying coal and iron to the place of manufac ture and Bale. The county of Schuylkill and one of the great coal deposits of Pennsylvania, has a population of some 00,000 or 90,000 people, all of which him grown up within the last 25 years. At this time the whole population engaged in the iron and coal business of the country ex tending from Philadelphia to the Mountains of Schuylkill county are entirely idle: the boats are tied up ; the locomotives are in a great rota- sure standing still and the laborers are running about hunting employment and hunting food. These are the persona who complain; they think that congress can relieve them; I have told them and I have written to them that they have the power in their own hands. Tho laboring men of this country aro power (ul for good always. They docontrol when they think proper, and I think the time is. coming when they will control the politics of this country. I tell them that before they can get proper protection they must change the majority, in this Senate they must change the majority, in the other house of congress, and, atria° all they must change the occupant of the White House, who ie the dispenser of the power which controls the legislation of this country. In place of Ontlemen who sneer when we talk about pro tection, they must send men here who know something of the wants, something of the in terests, something of the usefulness of the laboring man. Hitherto they have not acted as if they cared for their own interests while they talked about a tariff which could guard their labor from competition witletlieteauper labor pf Europe; they would go to the elections. nntler some ward leader andorote for roes to represent them here and elsewhere, who cared only for party drill and who had no interest above party success. „This system they must change if they hope for success. I think the laboring men of Pennsylvania at leant are now begining to put their own shoulders to the wheel, and 1 believe they will make such a noise in next October as will alarm gentlemen all over the country who laugh at them. The canals, Railroads, and mining operations of this region of country base cost more than a hundred millions of dollars. The furnaces and Other works connected with the manufac ture of iron has cost many millions more, and the people interested in the iron and coal busi ness directly or indirectly, along the valley of the Schuylkill, amount to more than three hun dred thousand souls.. Since 1856 there has been a blight upon the business, growing out of the unwise legislation of Congress, which has really protected the iron of England, Russia and Sweden, and thus Laken the labor and the bread from our own workmen. This iron interest of Pennsylvania in which these men arc employed, started in 1820 with a production if 20,000 tons. lu 1805 when it was up to its greatest extent,the production was a million tons of pigmetaL When this pig metal is worked into the various uses in which iron is to be consumed, it amounts to many millions of dollars, in value. The annual produce of coal in Schuylkill county alone, in 1056 amounted in value to some V0,04)0,000. When it is known that it requires two tons of coal to make ono ton of iron, you can imagine the number of persons who rely for their daily bread on the production of iron and coal. Iron in its native mountains is worth but 50 cents ton, when it is worked into pig metal it ranges from $2O to $2O, and sometimes to $4O a ton; and when worked into the various shapes and qualities it frequently amounts to hundreds of dollars a ton. I have said that these people have the power in their own hands—l am speak ing to them now—and I wish them to exercise the power they have. I cannot help them much, as I desire to do so, nor can any of their friends get a majority in Congress; but when they go to work as men determined to succeed should go. I have no doubt they will get protection. The people in the valley and on the elope of the Schuylkill mountains have votes enough to change and control the politics of the Union —for as Pennsylvania, so goes the Union in all great elections, and their votes can at all times deoide the polities of Pennsylvania. Let them exercise the power wisely and honestly and they will no longer be without plenty of work and good prices. . I move that this petition be referred to the Committee on Finance. NMMZ Tan Wsaruna AND THECnor9.—T here is little grtund for the alarm felt in many quarters in regard to the effects of the continued unfavor able weather upon the growing crop of corn.— Seventy-five days of warm sun, with or without ocomional showers, will insure an average yield of that great staple in half a dozen of the Wes tern States ; and though there is much uneasi noes manifested jnet now, we see no reason to believe that the prospect is hopeless or even dis couraging. It is true that much of the seed put in the ground has rotted, and must he planted again ; that the corn far South which has strug, gled to the surface in spite of the rains, is shriv eled, yellow and thin in the hill ; but it is not too late to.replant,ami a warm suuwillrepair all mischief thus far done. The seasons in the East which have been wet in the spring—we in 'stance 1844 and 1854—did not fail to yield a goad average Wirral.. There is no reason to believe that 1858 will disappoint the industrious tillers of the soil. The sum is enor mous, needlessly so, for there is great extra's- I gatioe in many departments of the service; bat the extravagance is not the worst feature. The men who order the expenditures fail to provide the means to meet them. With ouch figures staring them in the face, Congress adjourns end the administration assents, to it without any recommendations for additional means of rev enue. The consequence will be a new national debt. A year ago we were calculating how the treasury might he relieved of the inconvenient accumulation of the surplus revenue; and soon we shall he, with far greater anxiety, calcula ting how we can supply the deficiency, and meet the interest on the loans. It is marvellous that in such a condition of things the men who are charged with the respon sibility of the finances can remain indifferent, can refrain from prompt and vigoroutimaasures for restoring the equilibrium between the re ceipts and expenditures. The only way to do this is by a thorough revision of the revenue law S. Proc. Jour.
