The neg lected lands of those fertile islands were thus to be rendered productive by a body f workmen, who were called free and were nominally compen sated for their toil. They were to be voluntary emigrants, whom the government would kindly convey from aland of poverty and Idleness .to a promising colony where wages awaited even the ignorant and unskilled African. Such were the leading features of the plan, as it was described and commended by lb friends and advocates. But they knew, and every one, famlltar with African life, knew that the negroes could not be hired for that purpose. The inhabitants on the coast, from which they intended to obtain their laborers,can Scarcely be in dead to work at home, and can by no means be persuaded to sail for distant land, in order to find , employment. The only way to remove them from their home is to steal them, or what is nearly the tame thing, to buy them from tome royal thief, who has 'toten or captured them. The French government were perfectly well aware that they had to choose be tween the slave trade and no emigration from Africa. They hardly dared to adopt the former with boldness.
