The public are aware that several months ago the
imperial Government of France inaugurated a
movement which aimed at a virtual revival of the
African slave trade. They employed 'M. Regis
of tlereeills to repair to the coast of Africa, tohiro
neg-o Ishorers fur a term uf ycarl, and to tuns
port them to the French West Indies. The neg
lected lands of those fertile islands were thus to
be rendered productive by a body f workmen,
who were called free and were nominally compen
sated for their toil. They were to be voluntary
emigrants, whom the government would kindly
convey from aland of poverty and Idleness .to a
promising colony where wages awaited even the
ignorant and unskilled African. Such were the
leading features of the plan, as it was described
and commended by lb friends and advocates.
But they knew, and every one, famlltar with
African life, knew that the negroes could not be
hired for that purpose. The inhabitants on the
coast, from which they intended to obtain their
laborers,can Scarcely be in dead to work at home,
and can by no means be persuaded to sail for
distant land, in order to find , employment. The
only way to remove them from their home is to
steal them, or what is nearly the tame thing, to
buy them from tome royal thief, who has 'toten
or captured them. The French government were
perfectly well aware that they had to choose be
tween the slave trade and no emigration from
Africa. They hardly dared to adopt the former
with boldness. They selected a new name for
the nefarious traffic, and disgraced their flag by
trending M. Regis tofulfill his notorious contrars,
Those, who remember what epithets the Con
gress of Vienna and that of Verona had applied
to this crime of slave-dealing, who recalled the
treaty obligations, by which France is still
bound to co-operate in suppressing it, who knew
the honest and hearty hatred with which the
French nation regard this iniquity, were Dot
without hopes that the Emperor would be de
terred from the execution of his designs by
the general Indignation which the announcement
of them ercited In the chief continental Staten.
But recent intelligence leaves us no room to
doubt that M. Regis has fairly begun hie dis
, graceful work. Two of big chips have taken
1200 lances from the barracoons, and landed
1000 of them in the West India islands. These
poor victims were carried beneativ,the French
flag, but in no other respect, ee ter as we can
' learn, did their condition differ from that of the
captive negroes, who are conveyed In the eleven
which sail under false colors, and are regarded
by law as piratical:. Many of the unhappy
sufferers perished on the voyage, and were
thrown overboard to mingle their bones with
those of the innumerable throng, who in irate
gone by hag euffered the homers of the Middle
Passage.

enquire whether the world is moving backward.
Are we to lose all that we thought we had gained?
Are lho,victoriee of Truth and Justice only tem
porary and partial? Did Clarkson and Wilber
force and Adams and all their illustrious com
peers spend their lives in toil, that•we might
have merely a few years respite from the veils
which they fought so bravely and as well ?

It should be understood at the outset, that for
four weeks after the LondOtßee in this city was
'opened for private entry on the 21d February,
.the :number of persons desiring to enter lands
was ao great, that the register adopted a rule re
quiring every person wishing to enter land to
enter Ida name on a register kept for the pur
pose, and each name was then called in its reg
ular turn or order, and each person was allowed
to enter one section' or 640 acres of lead only,
whedhis name was thus reached. If the appli
cant desired more land, he pet his name at the
foot of the register, and then *sited three, four
(nevem five days, before it could be• reached
again. This rule worked hard upon those desi
ring ;to.enter a large quantity of land, but as it

The regular hour of opening the office of the
Register, in which the entries were made, was
8 o'clock in the morning; but on the morning
of the Bth of March, the doorswero kept closed
for nearly an hour after that time, although the
crowd of applicants in attendance was no - larg e
as ever, and all felt enrprised and some indig
' slant that tho commencement of the day's work

An intense excitement prevails about the Frazer
River mines, and although not more than , :1,000
persona have left here, including those on the
Columbia, whichsails to-day, thousands of others
are preparing to go; and if the reports should
continue to come in no favorable daring the
next four weeks as in the past month, there will

considerable proportion of her citizens. And

rich diggings have been found ou a brunch of
Walker'e River, on the eastern elope of the
Sierra Nevada. Letters from Carson Valley say
that half of the population of the Valley have
run to the new mines. In Mrdumne, a great
quartz fever in prevailing. A thousand claims
have been staked off on a quartz vein eight miles
oast of Sonora, and one claim (known as that of
the &Ashy's) yielded $ll,OOO in five days, week
before last; and the total value of the claim is
estimated at $250,000.
