Drmi Gazette —While it is generally con ce«le<l that New Orleans is as truly an American city in patriotic feeling as any other in the I’nion, still the French element so strongly marks tbe customs and ti&bils of the place as would indicate otherwise in our lost Utter we adverted to the character of the amusements and morals of the city. But there is also a wide difference in other respects between this and other cities. The names of the streets aro peculiar, the singular stylo of architecture observed in the building of stores and residences, and the anti-American manner of doing business, may bo named os instances. Of cenrso the French portion of the city is meani. The State laws recognize the use of this foreign languago in (he transaction of public business. Tho laws require that tbo Acts of tho Legislature be printed in French as wellas English. Adver tisements of an order of court* sheriff's sales, etc , appear in both languages. This, ol'course, in creases the expenses of legislation and the cost of trials iir courts. There is considerable com plaiat of the latter, as it requires 100 large an autlay for costs, and no wonder! Several of the leading Banks are conducted almost exclu sively, both officers and clerks, by Creoles. For instance, the Citizens' Baak, with a force of about ono 9coro, is exclusively managed by this class of persons. Their notes of issue are in tho French language. While the character of mauy things has Lccu gradually undergoing a change, because of the increase of acclimated persons from other por tions of this und other countries, still it must be a work of some time before the Freuch element is brought under proper control. So long as the city continues healthy, the influx of persons from other places increases, but the ap pearance of disease in an epidemic form, which occurs every few years, not only alarms those already located in the city, but intimidates others from coming, however attractive it may be in a commercial point of view. This condition of things leaves the field, generally, to the French Creole population, who are not frightened away by the presence of epidemic, but are permanent residents. It is a matter of congratulation, however. Uiat every year the iuduenco of those from other States, looated in tho city, is producing n marked improvement, not only in Uic manners and customs of the place, blit in a great many other respects. Tho old nativo residents of the Creole popu lation, the offspring of those born in France, employ every meanslo perpetuate the language —in a word duplicate Parisian life.
