Ptculiaritits ot th* French Resident* >:i ISu.unru
and Otherwise — l.ocatiou of the City, c.
Drmi Gazette —While it is generally con
ce«le<l that New Orleans is as truly an American
city in patriotic feeling as any other in the
I’nion, still the French element so strongly
marks tbe customs and ti&bils of the place as
would indicate otherwise
in our lost Utter we adverted to the character
of the amusements and morals of the city. But
there is also a wide difference in other respects
between this and other cities. The names of
the streets aro peculiar, the singular stylo of
architecture observed in the building of stores
and residences, and the anti-American manner of
doing business, may bo named os instances. Of
cenrso the French portion of the city is meani.
The State laws recognize the use of this foreign
languago in (he transaction of public business.
Tho laws require that tbo Acts of tho Legislature
be printed in French as wellas English. Adver
tisements of an order of court* sheriff's sales, etc ,
appear in both languages. This, ol'course, in
creases the expenses of legislation and the cost
of trials iir courts. There is considerable com
plaiat of the latter, as it requires 100 large an
autlay for costs, and no wonder! Several of
the leading Banks are conducted almost exclu
sively, both officers and clerks, by Creoles. For
instance, the Citizens' Baak, with a force of
about ono 9coro, is exclusively managed by this
class of persons. Their notes of issue are in
tho French language.
While the character of mauy things has Lccu
gradually undergoing a change, because of the
increase of acclimated persons from other por
tions of this und other countries, still it must
be a work of some time before the Freuch
element is brought under proper control. So
long as the city continues healthy, the influx of
persons from other places increases, but the ap
pearance of disease in an epidemic form, which
occurs every few years, not only alarms those
already located in the city, but intimidates
others from coming, however attractive it may be
in a commercial point of view. This condition of
things leaves the field, generally, to the French
Creole population, who are not frightened away
by the presence of epidemic, but are permanent
residents.
It is a matter of congratulation, however.
Uiat every year the iuduenco of those from
other States, looated in tho city, is producing n
marked improvement, not only in Uic manners
and customs of the place, blit in a great many
other respects.
Tho old nativo residents of the Creole popu
lation, the offspring of those born in France,
employ every meanslo perpetuate the language
—in a word duplicate Parisian life. It is quite
common to educate their children in France
Then the mercantile community purchase large
ly in that country. Id the dry goods tmsinc-Ls,
from thif cauer, one can see whut rare in oth
er cities, l hi* costly fabric* of that country
Ladies here require n good deal of “pio money '
to purclmso the tempting articles io the shape
of dresses, patterns, shawls, luces, etc
We clnfe our letter with au allusion to two or
threo things which are rarely seen Inconse
quence of the flalnees of the earth, and below
the usaal level of the river, it is impossible to
dig far below the surface Without finding water
This is, we presume, tho reason why tho dead
are buried above ground. For tins reason the
stores and dwellings have no cellars \ cry few
persons have tho first tloor of their rcf'ideon-n
uear the ground, but about a halt story above
it. Most of the offices of business housed are mi
the second floor for the same reason.
To the stranger It looks singular to sec the
current of water m (be struct gutters flow
ing from the river to tho swamps back of the
city This proves that the levee at the river is
higher than any other portiou of the city
The peculiar shape of the bend of the nver,
gave rise to the name of “Cresent City. The
city stretches along tbo tlvcr for several miles,
and is one and a half to two miles in brea<lt^ w
and tiiat only in the thickly populoicd porih*.*

Lei us rather ace how to relieve ourselves from
the reproach and the more serians inconvenience

I.O'S of tub Stkamko Ni’ltah nr KinE - The

by tiie intelligence that another steamboat dis

city, attended with a large loss of life The
steamboat Hultan is destroyed by fire, and a por

less that fifteen—perhaps os many ns twenty
five or thirty—have lost their live?
The boat left here on Thursday night, bound
for New Orleans, and waa deeply ladoo: but she
bad only about fifteen passengers, aud it was
fortunate tho boat was not crowdod.
When five miles above St. Genevieve, early
yesterday morning, the boat was discovered to
be on fire, and those who first observed that
such was the case, employed themselves in alarm
ing those who were still asleep, audio adopting
measures fur their own safety; urnl that of their
friends or relatives The fire originated in the
watchman's locker. Aa soon as poaeiblo after
the tiaxnea were <iisoovered, the boat was round

fastened to a fallen tree. The eurrreot, how

| Tue Atlantic Cable.—The preparations for ,

the cable, to the length of II.'JOO miles, has been :
stowed away in gigantic coils dnringtbe winter,
and a full staff of electricians, under the dircc- |
Uon of Mr. Whitehmise, have been engaged in
working messages throughout it-* entire length,
and generally proving the electrical fitness of

these experiments has been in the fullest degretT

The Emperor Napol»-on was in the Doit Je

with the Empress and (he imperial Prince. —

almost rash way in which he sets at naught pre
cautions which most men in his situation would
be likely to take.

alone, standing on the step of the littlo stair, iso
leading from his study to the reserved garJeu,
which is only fenced of by a railing not more
than forty yards from tho Palace, and a railing
which anybody might jump over.
For at least a quarter of an hour he icuiaiued
alone, leaning on the banisters iu an attitude of
contemplation, with his legs crossed, and smo
king a cigar. The day being very fine, thou
sands of people were walking iu the gardens,
and great numbers leaaed over the railings t .<

Tennyson's manner is his greatest charm, for
bin spirit is sensuous (not sensual, us Byron s
sometimes was) in its utterance, and particularly
in “The Princess" and “Maud’ there are pages
upon p_agcs which, if set up as simple prose,
few would suspect to have ever been intended to
pass for poetry. Tennyson attends to rhythm,
which our youug American poets (particularly
Übitticr) so much neglect, aud polishes as elab

compositions remind us of Grid, who
