Against the latter, the TFAi> had said something that penetrated the feasibilities of the former. 0. J. W. did not suofteed in -whipping Ridgway; on the contrary, the very reverse appears to have been tie result of the oollision, and the Governor's son retired from the rencontre a little dilapidated. This however, was only a begin- must settle the matter, and Mr. Ridgway on ike morning of January 23d, pro poses to square accounts In the tragic manner set forth in the following note addressed to 0. Jennings Wise: “I propose that you and I select only one friend each, 1 and with one pair of pistols, we shall.all meet in either your office or mine, at an hour to be hereafter designated—that after thus meeting and the door being locked, you and I shall be securely blind-folded, that then the seconds shall load one of the pistols and leave the other unloaded—that they shall next deter mine by lot the choice of pistols—that the pis tols shall then be handed to us, and that yours shall be placed directly against my breast, and mine .against yours—that, next and Anally, at the giving of the word, -we shall both pull trig ger, and lelTYhe consequences take care of themielves. “ Such, sif, is the proposition I make to you deliberately^” Couldock has recently been in Richmond, and we have no ctoubt in his part of John Hildmay in the play of “Still Waters,” suggested this dashing method of settling the difficulty. Mr. Wise, too, remembers the part of CapL Hawkes ley, and refuses to fight in a style ignored en tirely by the “code” and unworthy of a “gentle man.” Such a method, he declares, would leave the whole to chance. At latest dates, the diffi culty w&s stm unsettled. Ila object and the tenor of It was, to set forth tho circumstances and.causes of the late rupture in the Legislature at Omaha, and of the secession of a portion of it which went to Flor ence and held their sessions as a law-making power there. Yesterday we were in the receipt of a letter from Omaha, signed by an “Old Pittsburgher,” tho amount of which is, that the letter of our Florence correspondent is generally a misrepre sentation. He says in regard to the “mob” breaking into the House st Omaha, os alleged by n. V. : “The lobby, which is but a small one, was filled, as was very frequently the case ; and many of thoso who were in it as well as, upon the floor of the House, wore persons from differed parts of tiie Territory. Amongst those present at the Capitol that afternoon were your former townsman, Col. Black, and Judge Kinney, for merly Chief Justice of Utah Territory, both new residents of Nebraska City, the home of Speaker Deckerand as they wero the most prominent individuals present, I presume they were the leaders of the *mob.’ ” We ore afso informed by this letter that the Legislature is back again at Omaha. As an evidence that the Douglas democrats are looking out for the chance of a backward movement, we note that they are get ting Tery much concerned, jnst now, about the “Colon.” When they begin to talk about the Union being in danger, it is a sure sign that treachery is meditated- We extract the follow ing, as on indication, from the Columbus corres pondence of the Cincinnati Commercial: “Governor Medary hav ington* ‘ regarding the present eondiuon and future prospects of the Union. He states that the year 1800 will witness, for the hrat time in the history of this government, two distinct geographical parties grayed *S»ta9t each other— contending for the interests of the South on the one hand, and for the interests or the North on the other—slave labor versus free labor. And what adds to his perplexity Is the nonchalance with which Southern Democrats dis cass thematter, and say to their Northern friends to go their own-way, as they can now get along without them. The Governor is skid to be very much cast down, and avers that no amount of Northern concession will avert the doom. Woe. Woe!” , The Tohxaob TaSc. —A bill is pending in the legislature to exempt iron, iron ore, fireclay and fire brick, passing over the Pennsylvania Road, from the tonnage tax. Coal and lumber are now exempt, the ground of their exemption heing that they are leading Pennsylvania pro ducts and will not bear high rates of freight- Uy parity of reasoning, iron, In all its various states, onght to he put upon the same basis, for it is we great interest of the State, and needs all the fostering care that can be bes towed upon it. If iron men can secure from the Pennsylvania road a permanent reduction of the rates on iron equivalent to the tonnage tax, if released, the exemption ought to be forthwith conceded. *U is not the policy of the State to tax its produets*or put thcelighcst obstacle in the way of their proper development- Wo are not aware of the understanding which our iroadmen have in regard to this measure; but if the benefit of the exemption ißlo enure directly to them , and not to the railroad (except indirectly by the increase of its carrying trade) then we are in favor of the proposed measure, and hope it may pass. Civil Wax Ikbvitable.— The N. V. Time*. which for a year past has refused to believe that Buchanan had any bad purposes to carry out in Kansas, or that thero was any danger to be ap prehended in that Territory, has at last opened its eyes to the troth, and concludes that civil var Is inevitable. It says: -•*lf should be admitted under the Le compton Constitution, there will be two sets of olaimants to the Btate offices. The one set will consist of the Pro-Slavery officials holding Cal houn’s certificatestho other will be the Free State having certificates from Messrs. Babcock and DciUler,-the presiding offioers of the two branches of the Territorial Legislature and rep resenting, clearly and unmistakably, the ma jority of the votes cast at the election. We do not believe that tho former will evar be permit tad by tho people of Kansas to take possession of the Slate Government. Indeed it is impossible that Congress should ignore Oie eer tointy of so fearful a catastrophe, In its deliber ations and in the action it may decide to take. Caujouh asd Babbaeab. —The Ohio Statesman (Douglas) says: - “The doings of John Calhoun, for monlhg> were disgraceful to the government that didn't remove him from the office he held in the Terri tory, and everybody knows it. Yet the honor able gentleman, Walker, was-removed while this man was retained. They cried out that Barrabas should be released unto them. 'Now, Barrabas was a robber.’ j Tub Water Works; —At the request of a friend, : we give place to the annexed communi cation. We have given no attention to the mat ter, but it is a proper subject of discussion, and our columns are open to whoever may have any thing to say upon it. Toe Wateb Works. —Our citizens have re cently been mach exercised on the subject of taxation, expenditures, &c., not forgetting those for the High School. I now propose to add another item for consideration, by inviting their attention to tho accounts and condition of the Water Works. This is an interest which-never has received much attention from the citiiens generally, neither on account of taxation nor any other. Perhaps this may be explained on the ground that custom has allowed the presenta tion of the gross sums and quantities in the shapo.of figures, which is annually laid; before the public, generally after the and which few are prepared to analyze, to be passed without inquiry or examination. i now submit the results of some calculations on the subject. I have before me the reports of the Superin tendent for the years 1850 and 1857, the first and last years of the management of the Works br the present officer. From these I derive some facts which may chance to arrest the atten tion of those who have the financial affairs of the city in their charge, and perhaps of some who are interested only as tax payers. In 1850, the average daily supply of water was 258,000 feet, and the doily consumption of coal 259 bushels; 1 bushel to the 1000. In 1857, the daily supply of water was 620,- 600 feet, and the consumption of coal 665 bush els, an increaso of 45 bushels, over 1 to the 1000 feet, or 7 per cent; which in the whole cost of the coal for the year is $752 48. This for the lower engines only. In 1850 the daily supply of 258,000 feet yield ed a revenue of $83,000, at an avenge nte of tax upon dwellings aud stores of $4 each. In 1857 the daily supply of C 20.500 feetyield ed a revenue of $02,000, at au average rate to dwellings and stores of $ 1,02. But as 258,000, at $4 the tenant, paid $23,- 000, the 020,000 feet at the same rate ought to have yielded $BO,OOO. But in 1857 there was au increase above 1850 of 02 cents the tenant, or 15 per cent., which, if all the assessments were proportionally advanc ed, would give an addition of $12,000, making the total revenue $92,000, instead of only $62,- 000. And a comparison of the rates of several of the larger tenants, which 1 am able to place side by side, shows a largo advance from 1850 to 1857. The total assessments on these tenants in 1857 is $-1,165. Other classes I cannot so plainly compare on account of the difference of names under which they arc classed. But these Reports afford further data for in teresting calculations. They show that the 9000 dwellings and stores assessed at an average of $4,62, pay of the whole revenue more than two-thirds, viz: $43,- 000; and all the other tenants less than one third—sl9,ooo. Now the data furnished by the experience of a number of cities, show that 6 gallons per day to each person, or say GO gallons on on average, to each of the tenants under the head of Dwellings and Stores, is an ample supply. But for my present purposo I shall allow to each, 180 gallons per day. And to salißfy any one that 120 gallons is a large supply, let him think that it affords two ordinary buckets full every half hour for 12 hours of the day. Now the daily supply of 620,500 cubic feet at 7h gallons to tho fbot gives 4,053,750 gal. ’ But the 6 days supply have to be distributed over 7 days, which gives each day, 8,990,000 The diminished consumption on Sunday onght to be a full allowance for waste of fire plugs, &c., but 1 give an addition of 10 per ceut. of the whole, which is, 399,000 gal. Leaves the nett daily provision for tenants, 3,591,000 From this quantity subtract 9000timesl20 gallons, 1,08u,000 Leaves for use of ail others, These figureß provo that iwo-thirda of the revenue is derived from lese’ one-third of the water; and that the other two-thirds of the water is consumed by the payers of less than one-third of the revenue; or if not consumed by them, is wasted onormonsly. The foregoing figures the whole supply after all the allowance I have made for waste that is the 3,990,000 gallons at $4,C2 for the supply of 120 g&ilooa dally, would yield the sum of $143,000. But some will not fail to ask, can there be a necessity for so large an allowance for wasle as 1 have given? I have given the diminished consumption of Sunday which must be at least one-half or 1,995,000 gallons di vided by 7 gives.... 285,000 gal. and one-tenth of the whole sup- iS^uader- ply which is 'Very nearly one-seventh of the whole 084,000 is what I hate allowed for waste in the forego ing calculations. And when U is considered that every drop of the water sapplied to the Boalna is put there at large expense, it moat be the ready conclusion of all, that no anch amount of waste should he provided for, nor per* milted. There ia still another fact which cannot too soon engage the attention of the citizens. And it can hardly be presumed from the condition of the department presented in the Reports, that the fact to which I have reference has attracted any of the attention of those having the works in their care. It is, that the capacity of the Rosin is equal to tut out day' e supply. If my rec : oilection is accurate, l think Mr. M’Clelland in ; his Report for the year 1849, stated that the I Reservoir, when full, contained but two and a i half day’s supply of the consamption of that period. And by theßeporl of the year. 18-50, the consumption averaged 258,000 feel. Then the consamption of part of the summer days mast have, reached 300,000 feet. By the lost year’s Report the average is given at 620,000, and It is fair to assnme that some weeks in the summer required over 700,000 feet daily which is a greater quantity than the Basin contains when full; a height that the water is not main tained at more than a few hours in the week. Thus we havo the Reservoir filled and emptied daily, allowing no time for sediment to settle. And in the event of bat ono of the Engines or Pomps becoming disabled, the city would be without water in lees than a week, or be limited to one half of the usual supply. Stantos.— Washington, Jan. ‘20.—1 have had an interview with Acting Governor Stanton, of Kansas. He is of opinion that the people of that' Territory will scale, peacefully, their own affairs, if the President and Congress will let them alone, and not insist upon keeping them in an eternal broil. He says they will do it In three months. He thinks they have taken the proper measures to do so, by the passage, in the Territorial Legis lature, of an enabling Act, Ho expresses the opinion that Calhoun will withhold all certifi cates from the persons elected as State officers and members of the Legislature, which have been carried by the Free State party, until after Congress passes the Lecompton Constitution.— In connection with this statement I learn from another and valuable source, that this Is the programme of Mr. Buchanan, and did not orlgi -nate in the brain of Calhoon. _ Indeed, it is the settled opinion here that ibo ‘whole conduct of Calhoun in Kansas has been the result of dicta tion from the White House. h.
