Public Skstwext ix PsxamvAxiA.—Noth ing has done the people of Pennsylvania more orediithan the feet- that, Bare in one instance,' they have sternly refnsod to. approve the des potic principle the advocates of the minorityrultf lb Kansas. 'Exceptthe meet ing at Jayne’s Hall, in_thifl city, a few weeks ago, no assemblsM'-of Ddmo'drats or otherwise has been held Iq this great State, which has en dorsed the Lecompton Constitution; while sev eral of the most powerful Democratic demonstra tionsin the western ooonties have boldly and unsparingly denounced It. The fact that the Administration of the Gen eral Government is understood to be committed tn a certain line of policy in regard to Kansas, has induced numerous friends of that Adminis- tration to withhold any more pablic manifesta tions, until Congress tifiderlaXts to force the. Le~ eompton* Constitution upon an unwilling and pro testing people. Should this attempt be made, one course only is left for the enemies of fraud to pursue, and that is, to thunder, their sentiments into the ears of their representatives. We have never known so patient and so for bearing-* temper as that which has been exhib ited by our fellow-cUtsene; fend especially In view of.ifeir invincible hostility to the designs of on.' unscrupulous faction in Kansas. They feel intensely on this subject; but. they will not believe that U'ts proposed to recognise a cata logue of crimes In Kansas, and to compel the masses there to ~c.pi as so mat* hlesslogt. They will not belleVo, that as, day after day, new outrages oro, perpetrated upon the people of Kansas, in the name and by Ute authority of the prime movers in this Lecomp toa contrivance, the only effect of theso devel opments, is to harden the hearts of the advocates of this contrivance, and to make them more and more resolnteio forcing it through Congress; because, to believe such things, would be to Be lieve what would bave been regarded as an im possibility, less than a year ago. The extent and the degree of the pablic sen timent fn Pennsylvania on this question may be ascertained in a very short time, by any one who desires to sound iL A visit to Harrisburg would be enough to show what the delegates of think. Pennsylvania is almost a unit. SloOtgomiT/, Delaware, Ches ter, Berks, SciytfUOU,Lanc*stfr, Dauphin, i!oik, Perry, Cumberland, Fraakllm the starling De mocracy of the,.West; the cofentiee along Lake Erie: the counties along the Vest Brandi; the Sasqoehanna counties; the border counties along New Jersey and Net York, are animated by the same emotions UJUonyueraUe hostility to ant/ policy that would force the [.tampion Constitution upon the protesting people o f Kansas. Thera are, no doubt, a few exceptions; but the great fact stands out paramount, that the masses of thg people, in t&is bsue, occupy hnt ona platform. No power can drive them from it. Y)e spca£pf their oplnlonifcjigainsl the des 'polistS In Kansas, because we know those opin ions: because we speak ,to tens of thousands of them daily and weekly; because we are In con stant correspondence and intercourse with them; and because no one boa yet dared to quote them in another direction. Theso men bare been the friends of James Buchanan since 1&18; they art hit friends now; O&d-'ihey are Democrats who are to neither for officer nor for expediency, but for principle and for country. They ore the Democratic party . And those who talk of taming them oat of that party because they wiLt hot bow to a waxtos roAun, might at readily lift the Alleghenies from their eternal foundations, and carry them bodily into the bosom of the tea^ The minority may rule in Kansas; but here the prevailed, and will prevail. Mr. Calhoun said that “opinion was power" in this We bear U aald indeed, loat t" force this fraud open onr clti oaia to taddle them and bridle the with it, and to enable a gang of desperadoes U them down wiih iL— We repeat that ant u But if it Is so, Ihen vre'CaH upon the Doiaocrtey of Pennsylvania to vindicate their manhood, and to speak out. In that event, forbearance will cease to be a virtue. Silence will be guilty at» tent to a guilty betrayal. The moment It be* - comes apparent tbat this deed is to be attempted, let those who make and unmake representatives, take the case into their own hands. Let the voice of the Democracy apeak to the servants of the Democracy. We forewarn those who doubt the strength of Lhe popular sentiment on this snbjeet against m voking or perverting this sentiment. Especially do we..admonish them against attempting to com* mit-the Democracy, in their conventions, to the pol icy of endorsing the Lecompton Conttitution, directly or indirectly. There is no party in Pennsylvania for ibis policy. There may be a purpose to wield party machinery in that direction. There is, we are told, a movement, to commit the De mocracy of Philadelphia by o coup de main. -Bat we hope those who are engaged in this business will pause in time. They cannot help themselves, or strengthen the Administration, by U; they can only break down lhe Democracy, and this they may do if they persevere. Of the 88,000 men in Philadelphia who voted for James Bu chanan, we assert that there are not ooe thou* sand—no, not one hundred—who approve ithe policy of forcing the Leoompton Constitution. Be sure tbat these men will resist and defy every attempt to commit them to that policy. The responsibility is with those who may make the effort.— Phil. Prfjj' A letter from Chicago to the New Vork Uer ald, dated the 20th Inst., says: The papers of this city have continually harp ed through the present crisis that Chicago has had loss failure than any other city in the Union. The reason- Is easily explained. I had occasion to try to collect a judgement to-day, of a merchant. I found his whole stock recorded under a chattel mortgage in the Clerk's ofiioe. The number of ohattel mortgages recorded up to to-day, is 9,830, (nine thousand three hand* red end thirty.) Over. 4,000 of them have beep placed Uiero within less than three months and some of them oontaln Inventories of whole stocks, making twenty pagee of the record. Judgments seem to do no good, for near all levies are replevined. There are now over G,OOO cues In suit in this county from the Uni ted States Court down. A moverent Is in embryo in the Btale of Wis consin, having for its object the relief of the variouncoonues, cities and towns from the Very oppressive harden of debt which they have In curred in rendering assistance to railways in that youog but flourishing Btate. The u to obtain the passage of a bill by the Legislature now In session, authorising the State to assume these loans, and to consolidate them by exchang ing therefor G per cent. State stock at par value, at the same time making provision, by a moder ate tax upon the incotae.of ihe railways aided for a sinking /and, which shall eventually extin guish lhe entire debt in Its accumulation. It is acorrent remark among the Free State men of Kansas, that If the election under the Leoompton constitution gives the pro-slavery men the majority of the Legislature, and if that Constitution Is put through Congress, that ro cancUi .viU. 6s certain to occur among ttie pro slavery representatives in the Legislature. * In other voids, it Is proposed to kill enough of the scoundrels to prevent the election pf Slavery U. 8.
