JOBS SCOTT, of Bosi Township. Election, Tuesday, January 26th. improvement o£th» Ohio Bircr. We hare received from several copies of a pamphlet entitled “Practical Views on the Proposed Improvement of the Ohio Hirer, by W. Milnor Roberts.” We should bare acknowl edged their receipt sooner, bat that we were waiting for an opportunity to accompany the acknowledgement with some views of oar own. Mr. Roberts, unlike-several other civil engi neers, has not been led away by the plausible sophistries and artistic dreaminga of that clover schemer, Charles Ellet, J r .: and with rare good sense treats tho prospect of improving the navigation of the Ohio by means -of gigantic reservoirs as a mere engineering chimera. Mr. Euet is renowned for conceiving daring proj ect b; and as long as he can moke experiments *in the way of testing them with other people’s money, ho doubtless finds jt very pleasant ..recreation! Even if he should fail, he has the pleasure of knowing that it costs him nothing, and it is only an experiment, after alb His present plan is to get an appropriation from Congress, to be ex pended under his direction, or with his aid, for snrreying the sources of tho Allegheny and Monongahela and ascertaining if thero are suita ble sites to bejound there for reservoirs, as well as to get official endorsement, if he can, from the U. 8. engineers for his reservoir plan. If he can get the appropriation, he seems to havo little doubt that he can, eventually, commit the government to on experimental trial of his reservoirs. Mr. Robert, in this pamphlet, demonstrates, if .facts and figures ever amounted to a demon stration, that the plan of feeding the Ohio with a constant flow of water of the depth of five or six feot throughout the year,--by means of re urroirs to hold back the surplus water and •upply it as needed, on the Allegheny and Monongahcla and their tributaries, is an ab ■tirdity—a practical impossibility. In the first pl*ce, water'enough could not begaihercdin the reserrolrß, for that purpose, even if they could be built; and in the second place there - are not sufficient places on those sireams on which reservoirs eonld be constructed. Mr. Roberts takes up each stream and each tribu tary, aod calculating the rolumo of each, the amount of natural fall, ahd.the available space on each for roservoira, shows the utter imprac ticability of Mr. EUet’s scheme. It is impossi ble for us, here, to give an abstract of Mr. Roberts 1 facts and reasonings, and we can only efer those who are desirous of a thorough in vestigation of the matter to his pamphlet ; but the general conclusion is just as we hare giTen it That the Ohio river ougHt to be improved; and that it ought to be improved by the t. S. Gov ernment, aretwofactrwhich no one of our read ers will care to dispute. The people of Pitts burgh are a utot upon that subject, and there, fore we unite with Mr. Ellel and those who think with him in urging it upou the earnest attention of Congress. But ye have a right to insist, as we do, (hat Congress should treat the whole matter of plans as an open question, and commit itself to none. It should make an appropriation for n scientific investigation of the whole sub ject; but it should take care that that appropri ation is confined exclusively to the care of l*. S. engineers, and that it shall not be used for the special furtherance of any one plan or project, or the peculiar views of any one man or set of men. Let the U. S. engineers to whom the task is entrusted bcgln.at the beginning, make a sur vey of the Ohio River, entire, and its upper trib utaries, gather together all the facts connected with its navigation and the annual supply of water, and then inquire what is the best plan for securing a continued navigation. If Mr. Ellet can convince them that his plan.is the best, very good; but let us have no forestalling—no nginoering coup d’etai by which the whole pre liminary inquiry will be thrown into the hands of the friends of a particular project. It is t o o great a subject, and tho .interests involved are too heavy to be trifled with in this way. If the United States Government can be induced to take one step in tho matter, let that step be im partially and fairly taken, or not at all. Fonr hundred head had been stolen in one attack of the Mormons. Got. Cuming j bad issued a proclamation commanding the J rebels to submit to the laws. The arm state of greai or the army at Camp SeoU Is already placed upon Bbort allowance. The Mormons were intriguing with the Indian tribes and proroking hostilities among them. The whole affair looks Tory badly for the army, now in a land of keen mountain winds and deep snows. The Mormons', in a land with which they are well acquainted, and bent upon exer cising the right to -“settle their own domestic institutions in their own way,” are indefinable in their acts of hostility. What tbe end of these things be? * ALnoua A* Bcchanas. —Tho Cincinnati . * says that it has received, through the ** stives of John Calhoun, of Kansas, the as surance that the entire course of that political scoundrel was dictated by Buchanan. The facts are, concisely, that Gen Jo os Cal hoox, himself in favor of making Kansas a Free State, distinctly pledged, before his elec tion as a delegate, to vote for submitting the Constitution to a lair nod full vote of the people, and after his election pledged anew to the same policy by calling public attention to this pledge; -was induced by Mb. Bccha.vax to change bis course, and, acting ander his influence, did nil in his power to carry through the infamous scheme ultimately adopted by the Lncompton Constitution. Too scheme was dictated from Washington. It was put through in obedience to instructions from Mr. Bi'chana.v. These are important facts. We derived them, as sta ted, (Ureotly from Gen. The contract was made this nflernoon for the purchase, by the committee appointed under the law, of a house on the bank of the rive.r. I have not yet learned the price agreed upon. I suppose it*is not less than $B,OOO and may reach $lO,OOO. The house purchased needs repairs, and there are outbuild , ings to be erected which will cost at least $2,000 more. Besides there will be a cost of Beveral thousand dollars for furniture. Upon the whole it may be safe to set down the cost of housefur niture and repairs at $20,000. i wonder what our western tax-payer* will say about such an expenditure: nnd yet those who have seen and felt the want of such a mansion on the part of our executive, know and feel that the expenditure is not too great. The chief magistrate of the Stale has, if he did not possess an ample private for tune, been compelled to coop himself up during his whole term in some suite of narrow apart ments at ohc of the terrible hotel? which indict high prices and poor accommodations on thoso who are unlucky enough to be forced to visit Harrisburg. None who had pleasant homes would certainly consent to bring their families hither to have them thus “cribbed, cabined and confined.” The Governor sent in an important message to-day, relative to his mode of executing the contract ordered to be completed by him in the bilLfor the sal© of the Main Line. The sale of the Main Lino of the Public Works was made under the provisions of the act of the IGth. of May, 1857, especially applicable to the Penn sylvania Railroad Company, and particularly under the 'M section of that act a? modified by the decisiou of the Supreme Court rendered in a proceeding commenced by the ('anal Com missioners, to lest the validity of the act authorizing the Bale. No cash or bonds were deposited on the day of sale: the act according to the construction given to it by the Attorney General and other gentlemen of high character for legal learning, not requiring such deposit to be made by the Pennsylvania Railroad Company, on the event of tliAt Company being the pur chasers of the Main Line.
