The total reduction oa the funded debt of the State, therefore, during the last three years, is barely $75,817. This is not much to boast of. Tbo Relief Notes canceled, amounting to $403,000, were no part of the funded debt; but inasmuch as their redemption was entrusted to the Sinking Fund, that much is properly added to its credit. But here the credit stops. It never was de signed that the Sinking Fund should be applied to the redemption of Temporary Loans. Theso temporary loans were made in anticipation of • theordinary revenue, and should have been paid oat of it. If the course hitherto pursued by the commissioners of this fund is to be followed hereafter, the Sinking Fund will become a mock ery. The present legislature, in that case, will only have to.authoriao a temporary loan suffi cient to absorb tho balance on hand and the probable income of The year, and then allow the sinking fond to redeem it, the understanding being patent, all round, that when so redeemed, •■there shall be a general waving of hats over the great reduction of the jublic debt thus effected. Under such a system we shall always bo reducing the debt without evergetting it any lower. The fact is the ordinary revenues of the state are not sufficient to meet its ordinary expenses, and this course has to be taken to get at the money which-is specifically appropriated to the Sinking Fund. That fund' is hence a mere de lusion; and all the crowing that has been indul ged in about the beneficence of its operations, is simply so much humbug. Perhaps something better may be expected under the provisions of the late amendments to the constitution: but we fear not. Axotiieh Resumption*— The Rhode Island Banka resumed specie payments yesterday, but the Providence Journal says that nobody will know the difference. Probably not. But tho most important resumptions that we now bear of are the resumptions of work by the cotton and woolen mills in various parts of New England. Almost every day wo hoar of some manufactur ing establishment commencing operations again —not in all cases to the full extent of their working capacity—but sufficient to keep tho machinery in order and to give employment to a good many laborers. The manufacturers are not rushing headlong into busiQoas again, but arc prudently feeling their way along, and, as business revives in the Spring, as it must do, all the suspended mills will be set in motion again to supply the demaud which the diminished stocks of goods must create.— X. I'. Times. We fear that the hopes indulged in of a great revival of business in the Spring aro much too sanguine. It took the country six years to get over the effects of the revulsion of 1837, and we are not likely to get otct that of 1857 in a day or a year. Doubtless we shall have some relief from the present dullness when tho spring opens; hut tho relief will come very gradually and al most imperceptibly. The buyers of the country •will not be able to bring to market with them the unlimited credit they so lately enjoyed, which will necessarily curtail their purchases on time, and it is not likely they will be able to bring much ready money. They will therefore purchase according to their means and credit, which will limit , them to comparatively small amounts, and compel them,.in coDHeuuepce. buy oftencr Juri"* out in itself over t be entire year, much to the discouragement, at first, of those who hare bad larger anticipations, but finally to their gratification. This, it appears to us, is lively to be the course of things, and wo do not think it worth while to encourage Lhe idea that we are to hare an im mediate return to prosperity. All the lessons of the late revulsion would be lost upon us if we could so soon recover fronriis terrible effects.' Overdose. —The estimate of a Mercantile Agency in New York is that Uiero are 204,001 retail stores in the United States. Taking this estimate as correct, if we distribute the twenty five millions of our population among them in families, each will hare twenty-fire os the Jolal number of their customers. There is a store to every 120 of our inhabitants, men, women and children—bond and free—rich and poor; and Allowing fire persons to the household, the aver age number of accounts oat of which mercantile profit and Toss is to bo figured in this country, is os we have just stated, twenty-fire. Herein a nutshell is a whole theory of the uncertainty and fatality which do so characterise Trade in America. U contains the strongest argument in favor of cash transactions between importers aoif merchants, and ought to be potential in driving out of Trade half of its devotees into-a pursuit 'That always makes generous returns upou the capital and labor invested— the grateful pursuit of Agriculture. Appointment* by the Governor, Jons M. Kirkpatrick, of Pittsburgh, and Jakes Park, Jr., of Allegheny, to be Aids to his Excellency, the Governor, with the rank of Lieut. Colonel. These are excellent- appointments. Both of the gentlemen named are well and favorably known in this community, and they will no doubt wear this new honor meekly. Thoy both did gallant service in the Fremont campaign. Tiie H&uprtELD Railroad. —Tbo Wheeling intelligencer says : “We announced, tho other morning, that tho Hempficld Railroad had formally succumbed un der a combined pressure of present ills and fatare omens, which seemed enough to have dis hearted a much more able bodied concern. Sinco then, we believe, several creditors have completed the work of demolition, by levying upon everything saleable and unsaleable, in or about any of the shanties and shops belonging to the company. One of the Judges fled immediately to Missouri; the other is now under arrest. At Oxford Jhere were many Missourians vo ting. Over 1300 voles were polled—at least 1200 of them bogus. The Free State men who attempted to challenge these, were ordered away, and pistols were drawn upon them. There are just firehe white settlers', and a few Nyaudott Indians in the precinct, yet 600 votes wero given, nearly all pro-slavery.— A gentleman from Texas, who was there just before dark, tells -me that he was invited to vote, and was assured that by changing some articles of his dres* each time, he could vote as many tiroes as he wished ! The notorious Jack Henderson, of Leavenworth, was on the ground through the whole day. Unless these and the other frauds aro thrown out by Calhoun in counting the votes, it is al most certain that the Free Stale partv is defeat *d, both in the Legislature, and the State ticket. Great excitement prevails. The Probate Judge of Johnson county, who signed the fraudulent returns in" October, is new here under arrest awaiting his trial. Capt. Sam. Walker, (now Skcritl of this coun ty) and Gen. “Jim" Lane have gone tn Leaven worth, with a process for Calhoun. He is wanted here as a witness in the case of the Probate Judge of Johnson county, charged with signing fraudulent returns in the i‘ctober election. It Calhoun refuses to come, it is understood that they intend to briny km! There is afresh report out that Lane is about to be arrested lor treason; but 1 do not credit it. Such n measure would exasperate the “boys” of the Free State party more than almost any other. Tub New St <.aii Exrnnt.Mn.vr.—We have re ceived from Mr. Joseph S. Lovering, a pamph let account of his experiments with the “Sor genm Sacebaratum," or Chinese sugar cane. This paper is minute in its description-- af pro cesses and results, not only in the making of the sugar, but the culture of the plan! Accom panying the pamphlet were specimens of the sugar and the syrup, the latter of fine quality, and the former ranging from imperfect samples to quite a superior article. The only question is oae of economy. Mr. Loveriug. in’a note ad dressed to us, pronounces tho resulp'highly en couraging." The pamphlet will be sought with great interest. That although eggs were used in these small experiments, on account of their conven ience, bullock's blood, if to bo had, is equally' good, and tbo milk of lime alone will answer the purpose; in the latter case, however, more con stant and prolonged skimming will be required to produce a perfect clarification, which is high ly important. 7tb. That the concentration, nr bulling down, after clarification, should bo as rapid as possi ble withing scorching—shallow evaporators being the best. Tho inexorable Captain Sands, of the United States steam vessel Susquehanna, has put a pe riod to his marauding career, and has sent him home to go about a more honest business. An derson, however, did not giro himself up with out first indulging bis predatory and destructive instincts; and, in sheer wantonness, as it would seem, devastated Castillo, and billed its cattle, and destroyed nt least one of the lake 6teamcrs. He appears to have been determined to vindicate completely his title to be Walker’s Lieutenant, and to make hia Nicaraguan career consistently infamous to its very end.—A'. Y. Cuur. Enq. Of n. readers will recollect that some time ago a Mr. Strickland, a bookseller, was expelled from Mobile on the gravo charge of having sold sundry copies of Uncle Tom’s Cabin, and of hav ing on his shelves one or more copies of that in cendiary publication. Mr. Strickland, on this grave charge, was obliged to tly for his life, leaving his properly aud business behind him. Lately ono .of his partners ventured to Mobile, with a view to close the business of the firm ami to collect the outstanding debts due to it. His appearance there has been the signal for an other outbreak of mob violence, and lie too has been obliged to fly for his life. TnE continued excess of supply of beef cattle that have arrived in the city the last two weeks had tho effect upon the market on Wednesday, at Ball's Head, usual upon such occasions. The supply regulated the price, and that wcnL down from half to one cent a pound below the price of the week previous. Very few cattle, and nono bat extra good ones, sold at prices equivalent to over 10 cents a pound for the meat, while great numbers of cattle of very choice quality sold at 10 cents and under, and those of fair quality for market beef at 84(£).0 cents a pound. The price of beef on foot is now about two-thirds what it was during several months last summer.—„V. T. Tribune. Fajuiies IN THE Cutton Tuadk.—Mobile, Jan. 1. .-There have been eight suspensions io the cotlou trade m this city within the last few days, and we arc also advised of two in Now Or leans, m addition to tho three telegraphed last week. The suspensions were caused mainly Lv tbo heavy fall in cotton that has taken place within the past month, rendering it impossible for tbo parties to meet their engagements, which had been predicated upon the cotton they held being worth- from ! I to Ik lb, instead of which it declined recently to B|,and is now only quoted at 0 cents. A cow broke into a house in Toledo on Wed nesday last, in the aftsenco of the family, and upset the stove, setting the house on fire. The house was burned to theground, ami the cow, being unable to get out, perished in (he flames. Tni New Orleans Cruttnt, of the sth instant, talks after this fashion: •‘Capitalists and buyers are distrustful of all paper based on cotton—in fact, oar King Cot ton, somehow or another, cannot be considered monarch. In fact, it appears to be -doubtful whether paper hosed on cotton at six cents per lb. would be deemed safe. It cannot be dis guised that the English spinners will carry the day, and Mr. John Bull dictate his own terms, ami influence oar commerce in about the same manner be does oar foreign political affairs: yea, Mr. Bull is now in his glory. Death <»f aPr\si<ta2».—Dr. Chauncy Booth, Physician and Superintendent of the Insane Asylum at Somerville, died last evening, of con sumption, after a lingering illness. Dr. Booth was forty-one years of age, and for nearly half his life has been engaged, with considerable success, in the treatmentofinsanity. His early death may be regarded as a public calamity. Nat.
