That is abundantly able lo give ua Central America aa soon as we waul it We could have Americanized Central American hall a dozen Limes by Ibid power, within tbo Inst three years, if‘there bad been no danger or npprehen.-ioti of meddlesome or vexatious executive inter- Bat if wc are to use this mighty power of or ganized emigration, we want a different kind <-f neutrality laws from those which wc now have: and, therefore, I atn desirous that J-his commit- Sce shall recommend something which shall nil subject us lo the misconstruction of the deutof the United States or to his construe!iots at all. I want these neutrality laws so plain that every man may know whether he ii in the right or iu the wrong, whether he is violating .those laws or is not violoting them. For. Mr Chairman, with our new-fashioned kind of emi- gration, with our organized emigration, which goes in polonies, and, therefore, must of neces sity to some extent resemble a military organi zation there is great danger Uml a President with a, dim intellect may make a mistake, and subject to harassing and vexatious delays, and sometimes to loss and injury, a peaceful, quiet colony, goiog out to settle in a neighboring State. Mr. Chairman, I can illustrate this position. You, sir, remember, that in the year 18ot». wheu it was bad traveling across the Slate of Missou ri on the way to Kausas, that our colonies wont through the Slate of lowa, and through the Ter ritory of Nebraska. These were peaceful, quiet colonies, going to settle the Territory of Kan sas, by that long and wearisome Journey, be cause it was' Lad traveling through the State of Missouri. Y’ou remember that ouo of colonies of organized emigrants, which went from Maine and Massachusetts, and from vari- ous other Northern States, was arrtdhl just as it was passing over the southern boundary of Uiq Territory of Nebraska, on its way to iis future homo in Kansas. r It was a peaceful, quiet C-dony, going out with tts cmigraut wagons all in a row, and therfore looked something like a military organization going out with their women and their children, with pub-soil plows and coulters a yard loug, [lautfhter] with pick axes, with crowbar*, gill. [ duxKyi.-'. -ui‘i with garden seeds > Thb- beautiful Colony was arrested by the lfa- cials of the present Exeeulives’s predecessor It WOB by some mistake, no doubt- Perhaps he took the turnip seed for powder*, and 1 doubt whether the case would hive been better if the President had been there himself- This colony w*W arrested within our own dominion. In the State of Connecticut wo have soventy-nine. In the Stale of New York we have sixty-five. So you see, It was not Action, it was not. puetry, not a -trelch of the imagination, w heu l told you that the descendant* of the Rilgriuis were matighi place. [ Laughter. J Hut how iB it with the States which Imrdt-r upon the Gulf? Look at U and eec. Tbcyhavo, some of them, eighly-itinehundrodtln of a man to the square) mile. [ Laughter. | In another one wn have one and the forty eighih-hundredth part of a mau to the square mile; and, taking them altogether, we . hove just about three men to the square mile in all those States which bor der upon the Gulf of Mexico Rut. it is not only fur the purpose of furnish ing au outlet fur uur immense population in the North that l now advocate the Americanizing of Central America. The interests of commerce, as well 09 Ibis great argument of necessity, ure on our aide. Who has the trade beyood Central America? Wc have whale fisheries iu the North ern Ocean which build up great cities upon the eastern shore of Massachusetts. Wc have trade with Oregon and California, with the Sandwich Islands, and the western coast of Soulh America. We are opening a trade, destined to be au im mense trade, with the empires ot i.liinu ami Japan, and we must of necessity have in Central America certain factors aud certain commercial agencies, who. In a very few years, with their families and relatives, will make a dense popu lation in Central America. 1 say, Iheu, that for, the interests of e unmerce we want Central Amer ica Americaniiet. This commercial interest w, unfortunately, a; eclional interest in these Stales. It is cmpotically a Northern interest, and. there fore, as a North rn mao, I advocate especially that Central Ame *ica should be Americanized. Now, sir.it would be folly for me to argue, nod there is ;io kind of reason for supposing, that these Statcp expect to do anything about colonizing-Control America. They cannot afford to lose n man. .They had better give away si»nwt than to lose a single honest, industrious citizen. They cannot afford it. I have left out of this calculation, to be Bure, tbc enumeration of the slaves lu the-e States, for the gentleman from Tennessee [Mr. Maynard j informed us thatlhe question of Slavery did not come Inlothis argu went properly, and I agree with him there. I think he may agree with me, that bynu possi bility can Slavery e*«* r established in Central America. That in my belief. Jqst fix your neutrality laws, and we will fill up Central America before I*so sufficiently lo becotnfort able. - ' -t - It may be said that Yankees, when they get down into Central America, will, if the climate is suited for H, make use of slavelabor. I have 1 beard that argument before; and it has been asserted'that the Ysnkees who go into^lave States oftentimes -turn slaveholders and outdo the Southern men themselves. I hare no doubt that they ontdo them if they do anything in that line at all. [Laughter.] The Yankee has never become a slaveholder unless he has been forced to it by the social relations of the slave State where ho lived; andHhe Yankee who has become a slaveholder, has, every day of his life there after, felt in his very bones the bad economy of Uic system. It could not be otherwise. Talk about our Yankees, who go to Central America, bscoming slaveholders 1 Why, sir, we can buy a negro power, in a stcain : CDgine, for ten dollars [laughter)? and we can clothe ami feed that power for one ytar for five dollars (renewed laughter); and are wc the men to give sl,oliu -for an African slave, and sfr,U a year lo feed and clothe him ? No, sir. Setting nsido the arguments about sentimental ity, and about philanthropy, on this question; aride all poetry and fiction, he comes | right down to the practical question—is it pro : nublc V The Yankee replies, “Not at all.” Then ! i here is no danger of men who go from Boston ; t.> Central America ever owning slaves, unless they are compelled 10, by their social relations there. If a man goes from Boston into Louisiana, nud no body will speak to him uuless be has a slave; nobody will invite him to asocial enter tainment unless lie owns a negro; and if he can uol get a wife unless he has a negro, then, sir, very likely ho may make up his mind lo own a negro, [laughter.] Mr. Thayer closed by offering an ordor of in quiry, aa to the political condition of the people of Nicaragua, and whether they invito colonies from the United States to settle among (hero, and also, whether the soil, climate, and other natural advantages of that country are such as to encourage emigration thither from the Northern States of the confederation.
