From his observations of July 25, 21t, and 27, Or. Peters hair computed parabolic elements which show that the comet is approaching both to the earth and to the son, and has a chance to become of a splendid appearance near the time of it, perihelion, at the end of August or beginning of September. By comparing these elements with those computed fur the orbits of other comets, ind recorded in the catalogues, Dr Peters infers that this comet in not indenti cal with any of those expected to return during or about this year—am D'Arrest's, de Vico's, Charles V's, or hie own thirteen years' oomet. "WE IT don't the Free State men of Kansas ' vote at the regular Territorial elections?" has been the standing query of their enemies in the Free States for the last year. The querists ignore the facts that they twice attempted so to vote—in November, 1854, and in March, 1855 —and were in both instances overwhelmed by an armed invasion from Missouri, voting at the point of the Rotrie-knife. The Free State men did not desist from voting at the Territorial elections until, by means of the Wholesale frauds at those elections, slavery bad been fastened upon them and they divested of the Right of Suffrage unless they would swear fealty to the Kansas Nebraska bill and the Fugitive Slave Law. Wenry of the attitude of consenting victims of sneh outrages, they held a Conven tion. erganised a State Government, and re solved to treat the so-tidied Territorial Legis lature as the usurpation, the fraud itnotoriously This attitude they have since maintained, letting a Legislative election and a choice of a Constitutional Cenvention pass unheeded. They could not vote at the former without taking a false oath, and they were not permitted to vote at the latter unless they had previously been registered by the, bogus authorities, as most of them had not. So they stood aloof, and allowed the Slave party two fair opportunities to exhibit Ito weakness to the world. But another Territorial election approaches, and from every side they are importuned to take part in it. Gov. Walker traverses the TerritorY, making plausible speeches and fair promises, entreating all to vote at that election. Friends outside write them from every quarter—•• Why not vote in October and overwhelm your Pro slavery oppressors?" Enemies cry luei and long, "Why don't the Free State party abandon their attitude of qua4i rebellion, and vote at the regular election? If they are a majority of the people of Kansas—as they confidently say they are—why not show it, and end all difgoulty by taking possession of the' Territorial .Logislature? The Test Oath is repealed; why won't the Free State men vote?" Thus assailed from every side, the Free State men smother their own convictions, founded on a long and painful experience, and a knowledge of facts more intimate and thorough than out siders can have acquired, and resolve to try once more the experiment of voting et -a Territorial election, under such judges and such regulations as it shall please the powers of darkness, who have usurped authority in Kansas, to vounhsale them: when lo! they are arbitrarily precluded from voting! A new apportionment of mem bers is made out, under the signatures of the presiding officers of the two branches of the original bogus Legislature, which gives thirty sts members of the next Legislature to loutmen counties, and only three members to nineteen counties! These last are of course the most re cently settled, and almost or wile entirely by Free State man. t;.e other hand, the four teen old vont:dies, to which nearly all the mem bers are allotied, lie naturally along the line of Missouri, and can be flooded with Pro-Slavery invaders as before.
