T Go.—The quicbtuncs have been quite merry ler a few days, over a funny incident which happened to ex-PresidentPierce, in this city, hint week. When the distinguished gentle man came here, to call upon his friend, Dr. Loring, he went to one of the livery stables, to procure a team to take him over to the doctor's farm. Ile was accordingly furnished with one of the hest animals in the stable, and jumping into the vehicle, gathered up the reins for a !air start. The mare, however. ns the story goes, which had never before manifested any obstinancy or viciousness, or ill-temper, hap pening to look around on getting into the street, and to see that Frank fierce wne in th&vehicle, determined that the ex-President was too great a load for her to carry, and stubbornly refused to budge an inch. No pursunsion or force could induce her to start. and she was actually taken hack to the stable and another animal substitu ted. By a singular coincidence the mare has always been known by the name of Topsy. But this is not the end of Topsy', performitn ene Shortly after this occurrence a young Republican wanted a horse for a short tour round the city. and the same mare being given to him she started off kindly, without tiny show of repugnance. In a quarrel with a negro, who was working with him in a harvest field, near Chester Springs, in Chester county, stabbed the negro with a pitchfork. A consta ble in the neighborhood attempted to arrest him, but from the resistance offered by Baugh,thought it prudent not to do so. Two officers tram West Chester then arrested him, .one of whom Baugh cut in the neck and shoulder with an axe before they finally secured him. In proceeding with him to West Chester, Baugh`agnin attacked one or the officers. and attempted to tear open the wound he had made with the axe. He then turned upon the one who was driving, and by some'Means, got his hand around his throat not withstanding he wailcindenfied, and endeavored to strangle him: The officer was compelled to shoot him before ho could be made to loosen his hold, which he did in the head, ned killing him. Helms or Loans, Friday, July 11, 1857. Lord Brougham brought under the considera tion of the House the subject of the African Slave-trade, in connection with the measures adopted by the Frenth Government thereto. He expressed his surprise that the Emperor Napo leon should give his sanction to the project un dertaken in France to bring negroes from the coast of Africa to the French West Indian colonies, because his uncle. the First linpoleon, had abolished the Slave-trade. It was said that the object of the French Company was to im port free negroes, but he was convinced that the project must end in the renewal of the in fernal traffic in slaves. It was proposed that be A ricans being slaves in their own country, rul be induced toemigrate s to the West Indies 1 , Gm care should be taken to see that the con- tat ads with them was observed—that they ioul have the security of Government officers it tl e performance of the contract made with tem and that care should be taken of them on to v yage—that, on their arrival in the West rtli they would also have the Government 'en ty for their good and kind treatment by 'sir masters , to whom they were to he bound it dentured apprentices—and that security I .out be given that when they choose they 1 shoui d be brought back at the cost of those who brow ht them to the Kest Indian colony. It was of the first time that he (Lord Brougham) . had heard language of a similar kind. Ile had heard before of the Africans being slaves in 1 their own country, and of the great benefits which their transfer to America would confer on them. He denounced the plan proposed as a most reprehensible attempt to revive the slave trade, and quoted the opinion of Pitt in cut:lda:l -nation of the system. He referred to the pros perous state of trade on the African coast, which had reached the extent of two millions a year, and now they were called upon to put a stop to the improvement of trade and the progress of civilization, by sending men there to purchase slaves, and by holding out inducements for the waging of war for the express purpose of ma king captives to be sold and carried to slavery. In conclusion, he moved a resolution to the effect that the encouragement of emigration front the Africall coast to the Wet Indies, by the pur chase and liberation of slaves, or by the ransom of prisoners taken in war, even when this may not ho held illegal, has a tendency to promote the internal slate-trade'cif Africa, and to ob struct the progress of the inhabitants in the arts of peace and the course of eiv,ilization ; . and that an humble address should be presented to Her Majesty, praying that she would he gra ciously pleased to withheld her countenance from all such schemes among her subjects, and would use her best endeavors atnong tier Ma jesty's allies, for engaging them to discounte nance all projects which have a tendency to promote African emigration by any means, di rectly or indirectly, connected with the purchase of slaves; or ransom of captives taken in war. The Earl of Clarendon concurred in the opin ions expressed by Lord Brougham, and•declared his conviction that the French Government were as incapable as themselves of intentionally giv ing encouragement either directly or indirectly to the Slave-trade. lie rejoiced that his noble friend had brought forward this motion, becabse for a long series of years he had been known throughout the world as the indefatigable friend of the African race, and the successful opponent of the great crime of Slave-trading. [Hear, bear.] lie was sure his noble friend's opinion would be received abroad with the same respect ful attention as of home, and it would be felt that lie would not have brought the questions before their lordships in so solemn a manner, or ask them to agree to an address to the Crown, if he hail not seen some cause for apprehension. [Hear, hear.] He hoped the Idolise would agree to the address proposed by his noble friend, be cause it could not but strengthen We hands of the Government, though it was not required by them as a stimulus to exertion. He assured his noble friend that constant and confidential com munications had taken place,on the matter be tween there 'rind the French GovernMent, and that. no efforts should he wanting on their part to prevent the establishment of such a state of 'things as his noble friend had shadowed forth. The Government of France felt, like them selves, a great want of labor in their West In dian colonies, and proposed to supply the want by the emigration of Inborers, but without re newing , the slave trade, or giving any enconr- agement to kidnappers or dealers in negroes. Tho French Government had been perfectly I frank in all their proceedings. As long ago as 1853 they inferined her majesty's Government of their intention to purchnse Stares on the West Coast of Africa, and immediately to eman cipate them, and introduce them into their colo nies as free laborers. Her Majesty's Govern ment at once represented that it was a great mistake to consider that Slavery was the general condition of the African race; that it was true that slaves won: employed by the chiefs for their own purposes, but not in greater numbers than were required, and that if the slaves now pos sessed by them were sold, others must be ob tained to supply their places either by kidnap ping or by internal war. Her Majesty's Gov ernment pointed out that it would be difficult to make the chiefs , nnderstand the 'difference be tween selling slava to be exported to the French colonies, Were to be employed as free laborers, and selling them to slave dealers from Cuba; or that one system wns to be rewarded while' the oilier was to be •condemnell and punished; and they add they must protest against. The French Government then said they would make the ex periment of importing free labor, and her Maj esty's Government- seeing reason to fear the consequences which Lord Brougham anprelleffil ell, brought the subject under the consideration of the French Government, who informed them of the precautions they had taken, and said the persona who received licenses to trade would only have to do with negroes born free. The French Government then said, the systein adopt ed by them was precisely the same as that which had been adopted by this country, whereupon •her Majesty's Government informed the French Government they•had abandoned that system, because they found that where slavery did not exist on the coast of Africa the project had fail ed, and because it was the means of making an unfounded impression on the minds of the chiefs that they encouraged the Slave trade. Ile men- • tioned these facts in order to show that the mat ter has been under the constant attention of her Majesty's Government. He did not say that be-, cause the experiment had failed - with them that in the hands of the French Government it would • fail also; but he. entertained the came doubt with regard to it thht was entertained by his noble and learned friend, for he did not believe that there was a disposition 'amongst the Afri cans to leave their own country, onto seek em ployment elsewhere.
