The following, copied from a new paper cal led the Nutiono: Drawers:, published at Lecomp-' ton, njtthe organ of Governor Walker, explains the reason of his excellency for not. answering the - letter from citizens of this city. After going op and down the territory making speeches, pledging himself to the people that he should do all' be could to have justice done them in the future, and with his reputation as a politician, it is i not surprising - that he should refuse com mitting himself on paper, and affixing ins name to solinjust nu apportionment as the following, which disfranchises one-half or three-fourths of the people, and by a dodge he avoids the issue, and the citizens are again cheated out of their rights at the ballot-box. [Just before going to presv we received a copy of the Notiwial Democrat recently established at- Lecompton, by S. W. Driggs, containing the following apportionment 01 members for the territorial legislature. We promise to slightly lissect it next week:] Annexed will be found the legislative appor tionment., made in pursuance of law by the speaker of the house and president of the coun cil. If this apportionment .was not made by the governor of the territory, on or before the first of June, 857, the duty was devolved by law on the above named officers. This now Law, with' others, was sent, as required by . law. to the city of St. Louis 'to be printed in pamphlet form,-and no copy reached Gov. Walker until about the middle of June, when his power to make the appostionment find ceased, nor did be know till then of its existence. Wholo number. which is in the Pottawatomio. Reserve and the other third just opened for settlement by the Delaware Land Sales, is on a par with Shawnee and entitled to another representative; and Linn and Lykins counties, in the South-sut, on the Missouri border and in convenient proximity to Little Santa Fe and West Point, from which Reid's army proceeded to the devastation of Osawatomie last summer—theso convenient counties are entitled to two representatives each. To sum up the fraud in a grand total of "National Democratic" swindling, five counties on the Missouri border, Donipitan, Atchison, Leavenworth, Lykins, and Lion control both branchce of the Legislature. Perhaps the innocent readers of the Chicago Tribund imagine that we have now reached the end of (this chapter in Kansas history. • Not so. The Free State men could easily carry the five counties designated above, and the whole bal ance oft the Territory, but Border sagacity again interpdses and cuts off the entire emigration of 1857. The Free State men will undertake to settle t e business of Leavenworth county as again its entire Pro-Slavery population assist ed by any number of adventurous gentlemen whom Platte co. may contribute to the transient population. This is perfectly well known.— The Free State men now have a niajority in every County in the Territory (except, perhaps, Mar shall, as above mentioned.) lowa Point, El wood, Geary City, Doniphan, Atchison, Sumner, Leavenworth, Delaware,-Quindafo and Wyandott, all river towns, are in the possession of the Free State men by grater or less majorities, but under theruling of the bogus authorities, more than two-thirds of their aggregate popu lation are prevented from having any voice in the election of the next Territorial Legislature. Finally, as a proper cap-stone to this symme trical structure, bogus judges of election are to preside over the farce of voting, ', assisted by a limited gumber of Federal bayonets in each precinct to prererre the parity of the :ballot box. St. Louis Democrat Fearful Tragedy In Leas...swarth City On Friday night, the 31st ult., al man named Stephens, living in Kansas City, came up to Leavenworth City, and, while spreeing around, went into a drinking shop callettthelVard Houma The bar-keeper, named Raines, became very • 'friendly, and atter getting Stephens quite drunk, proposed a walk op the river, and took him to a spring on the hank of the Missouri river just above the Planter's House, where they were met and assaulted by two men who demanded their' money or their lives. The bar-keeper,. Baines, _gave his money up and ran olf. When be got to the lower end of town he gave the . alarni that a man was being robbed up the river at the spring. Several parties of citizens isomediatily Aleut up and arrived on the spot just in Sine to find poor Stephens crawling out of the river, his body and head all beaten and bruisejl with stones and clubs, and his chest and shoulders bearing several terrible stabs and. cuts. The citizens ran to his assistance, but the nnfor Innate victim, though struggling to speak, was too far gone, and presently died, without being able tb utter a single word about the manner of; his death, or the names of his murderers. Sus picionf at once alighted upon the bar-keeper. Baines, and so outraged were tho . people, anti so violent the presumptions of his guilt, that a posse of the citizens at once arrested and held hint in cldse custody. The news in the mean time spread like wild-fire all over the city and the excitement grew, intense. An immediate trial of Baines was demanded, and finally it was agreed that he should be hung on the spot, without judge or jury. A rope was procured -and put around his neck, and already he was being drawn up to the limb of an over-hanging' tree, when he expressed a wish to make a con fession: The crowd yielded and let him down to the ground. lie said that he and two men, one named John Quarks, from South Carolina, and the other called Knowlton, had laid the plot by which Stephens was robbed.and murdered, and that the onto. men had murdered another man, a short time before, and thrown the body into the -Missouri river. lie stilted also that-he anti the men Knowlton and Quarks belonged to an or ganized body of about twenty-five men, who • lived and carried on the business of robbing and murdering in Leavenworth City, on the island opposite the city, and in the towns Of Lawrence • and Topeka. lie .then gave the names of as many of -the gang as he could remember_to.the 1 authorities. The crowd then went off in pursuit of Quarles and Knowlton, and in a ahem time bad them arrest ed. Among the revealed conspirators woo Wm. Woods, the proprietor of the greater .part of Leavenworth Island, and regarded by his ,ac quaintances as an honest man and good citizen. A party proceeded at once to arrest him, and after making a thorough search of his house, found treenty-fire hundred dollar., in counterfeit money, a lot of counterfeiting plates and other instruments, and a knife and pistol belonging to the murdered man, Stephen... At these conelusive proofs of the correctness of the confession of Baines..lke, people were deeply moved, and held counsel tagether in large and small parties dur ing the whole night. We here give the narative of our informant. He says: "I went to the mayor'i office on Sat urday morning and found an immense crowd awaiting the result of the examination of Woods and Knowlton. Baines and Quarles were in the calaboose. While the-,examination was going on, Judge Lccompte Was outside making a speech and expostulating with the angry crowd in favor of law and order. The cry of "hang 'em, the d=d murderers," nrose frequently front the mob, but milder counsels seemed to be prevailing, when some one shouted, 'tie the calaboose! to the calaboose!" and away a crowd of about fifty maddened men started in that di rection. The balance of the people followedf- , a ter in small parties, leaving Judge Lecompte almost alone, and the mayor's office relieved of its throng of spectators. They had been gone about filteem minutes, when I heard a great yell .1 . started after the crowd, and followed it to the bank of a creek, which divides south and north Leavenworth, where there was a steep bank, and on its , Adge .. .,a large e)in tree. I reached the spot jnikinlitee to see Quarles sus pended from the triOrrasping in the agonies of death at the rope iihich was around his near, while several of the mob were swinging on to his arms end legs, to make his death sure. Ills hicdy had hardly ceased its convulsions,, when the shout was raised for Baines. The rope was placed around Lis neck:and he was led to the edge of the bank, when some,one of the citizens aPpenred by his aide, and with a watch in his band demanded five Minutes time for further confessions. They granted it, when Baines said, if they Would let him, he would show them another man in town who was con cerned in the o perations of the gang. lle was then taken to the calaboose, but for some reason did not give satisfaction to the people, and they demanded his body to be returned to them. Judge Lecompte again addressed the people, and with some effect, for they seemed to divide into two parties, rho. one_ clamoring for the hanging of the prisoner, and ihe other demanding a trial for bum. Marshal Denis of the territory_ was also present, and though lie exerted' himself with all his power, be could not maintain his, position at the door of the calaboose, nor prevail on the crowd to disperse. The wife of - Baines also ap peared, and, inspired by the dangerous situation of her husband, took a heroic stand on the en trance, and endeavored by frantic threats and entreaties to stay the wrath of the populace._ But rill efforts were unavailing; the peace party were overpowered. Judge Lecompte's voice was drowned by the shrieks of the mob.
