State Central COMilalltteefte Address. The 4 4leinocratic" Central Committee of this State has just iseued'the first of a.series of ad •:-:dretiseli, designed for the especial edification of whose votes are needed at the approaching October election. These addresses generally are composed of su amount of cant, polittell flummery and unmeaning generali ' ties Veit would be disgusting to any other than democratic stomachs, and are the produo lions of the pen 'of some "ready writer" who adopts this plan for the purpose of placing.:hlinself permanently in the " hue - - of sneeeeeien" for the emoluments and the honori of a public station. Last year Mr. Porter filled this oracular positiott,—and this — semen the dutidevolves on Mr. Bctursmtw, who expects, no doubt, more consideration and bet ter rowardlor his services in this line than was bestaired on his predecessor. Theaddress con - hank - the usual high-flown laudations of the re - iipeittire candidates on the State ticket, than whom --accOrding to its assertions--there never were A r - li.. ~ ~~' 7 purer greater ataleamen and more learned ;jurists. The demooratic party is commended in the eztraragant language which for years has been adopted by demagogues, when it was their -interest' to' mislead and deceive the people.— iPeaking of this party the address says: . roars La no new untried, vindictive, sectional, or nitpicker" organization. . . It has been tried; it is hold and open In oondnek it is magnanimous, patri otic and national. Founded more tbaso half a eon ta7 ago by the anther of the Declare of dodo . pondenee, lilies had a distingaished 'story; has ordinarily given 'direction to the *drain motion of pirblle stairs, and planting Itself early, d through out its whole career, upon a strict construction of the Constitution,- and a sparing nee of the powers of 'l:ilorernrsient, his preserved our American system --4,llVont degeneracyand failure." Thare le a dash of irony in the above quota tion which will canoe a smile. to play on the :countenances of the "knowing ones" of the 'pisrty,4hen it falls under their notice. How .they must laugh in their sleeves at the idea of deluding - any person with . such chaff! "It is bold arid open in conduct; it is magnanimous, 'patriotic and nationaL" Witness the "bold-- , nem" of the democratic minority in Minnesota Whereit 'treats With contempt the will of the people, fairly and legally expresaed; and of its - iatilotiam and magnanimity its endorsement of the tyrannical bogus lawi'of Kansas affords in -iltA, a fine sample. The last sentence quoted is So notoriously false, and savors so strongly of modern demagoguism that it carries with it Its own condemnation. So far from having been founded by Jefferson, as claimed for it in the address, the present organization is nothing More than a combination of politicians and alaveltalders, brought about for the purpose of securing the government patronage and render 'in itermanent the institution of slavery. Its ....strict einstructliiits of the Constitutions' have always‘been made with this object in view, and the "powers of government" have been lavishly used for the same purpose. To attribute the paternity of the modern democratic party to the author of the great instrument, which declared all men to be born free and equal, is too prestunptous a position even for a demo cratic electioneering manifesto to assume.— Verily we live in an age of cant and demo gogua . to- • lir . Witter. did the Post learn that the Court of Afipeals of the State of New York was a Be . publican Court, or that the Court in Philadelphia whigh ousted Cassidy was subjecl.to the same designation? , —Tito members of the Now York Court are po litically classed as follows : lfiram_Denio, Dem. IW. H.Sbankland, Dem. Alex. S. Johnson. do I Alonzo C. Paige, do Sate. L. Selden, doI Levi Bowen, Repub. John W. Brown, do* Geo. F. Cometock, K. F. „..,.,,.1,- It will be seen that there is but 01IG Republi can out of the eight. The Court decided, 6to 2, that the New York Police law was constitu tional, llte two who dissented being Judge Brown, democrat, and Judge Comstock, Know Nothing. The 'other fire democratic judges decided in fa vor of its constitutionality. The Vittempt on the part of the Port to make it appear that the decision in question, con demning as it did the armed resistance to that law made by the democratic party, came from a .Republiean Court and was therefore the result e a political corusidarations orerruliug constitu tional difliculties, argues either gritas ignorance on the part of that paper or gross unfairness. We shall -know which by noticing . whether it corrects its error. AB to the Court in Philadelphia being Repub lican, that is all moonshine. The Republicans . of Philadelphia have never yet had the poWer to elect a Republican Judge in that city, and we do not believe that either of the Judges sympa thizes with the Republican party. We knew that one of them was a-delegate to the New School General Assembly at Cleveland, this summer, and took aides - with the South on the Slavery q*.ation.. They were elected in 1851, with very little reference to politica, and the Poet is the only paper that has attributed their decision in ill° District Attorney case to political bias. The Pennsylvanian has not dared to do it, although it is ordinarily sufficiently recklesa.iu political matters. it has not even presumed to question the.righteousneas of the decision, and no doubt it would have done so if it could. The fact is the decision in that case was the inevitable re salt of the legal exposure made before the Court of the gross frauds practiced by the locofocos at the election in October last. Political bias had nothing : to do with it. No *cunt could honestly have - made any other decision. The locofoco party cannot get rid, by any ouch subterfuge, of tho consequences of those frauds or its responsibility for them. They were de liberately planned ,ond carried out as the only means of preserving the dominance of the party in the-Mate and nation, "and the power the party . now possesses wen .derired: from the name's of those - frauds . A party.thaa putin possession of the government -by a concerted violation of the laws which throw safeguards around the rights of voters, may well be termed a party hostile to law and popular rights. - . . ~ -6,... ... 1;4: 3 i. , . -. --1 ..- ~..':_ . _ .. . . . _ , . .. , • ' ' (.':' 14 '',..-:•:,.., j.tle.. ...--: _-. ...,,....,,,.-, . 1., 211Pk-. 17 ( 1 ' c..A.v...., 2 .4:' , 4 y...... , „:„........ . ;. : 4 ' #P ...,,k,i- , , , -. , ,,, - '3lg4 -- ~•-::='- - - .: , :t - - F*fi ..- . - , ;: i2 ,: , it ~ yr,flc,:: ::. , 1 __.. 4 t r .,. - c„:-.....;... ••,.. ~.:-.,,,i,5r T ; - rr tl- '7"" . i.= . CALITOIIKIA.—The political intelligence- from this Stale shows that the patronage of the ad miniatiation has been too much for Broderick in his efforts to control the State Convention.— The Southern factionists of the party, backed by custom house and' other official patronage, have marled a majority of the delegates. Bre- . dericlk will be compelled hereafter to fight his own battles against Buchanan, in his seat in the Senate chamber, and on•the stump before the people - of California. But he .is a politician of:tact, energy and perseverance, and may give the rulers at Washington some trouble in their political household. The Time* and the Union name "siniulaiieotisly to the . defence of Walker against the southern attacks upon hint; but the latter, in its advocacy of the Kansas dictator talks is if the South were the entire country and the- North and its people as being of no concern. It t a lks of Walker "dragooning" the "Abolition ists" of Kansas, who are "bent on destroying the.inti supremacy of the slaveholding interest in the councils of the nation," and speaks of "Gov. Walker's fidelity to the South," as if, in that faithfulness, he bad discharged his whole duty. Evidently the Union thinks that Walker was sent out there to subserve Southern purOses, and Southern purposes- only, to which niission he has been faithfUl, and it has the frankness to say so. But this does not suit such journals as the 2Vniu. a It cannot afford to defend Walker on ouch grounds. It therefore kicks out of the traces,. repudiates the lend of the rnion, and gives a sensible warning to the administration of the danger it is running its noel into. "The affairs of Names cannot be adjusted by tie. lance. The people of Kansas have suffered what no free citizens of the United Stains have over antlered before to our histary—dm violent locution of their territory, and the violent suspension of their dearest rights, personal and political.- It Is nut to be ex pected that they should he found very readj to put full faith in the attentions towards them of an Ad ministration elected by the mane party from whose representatives they had, in timer past, received such atrocious treatment. They need-to be concilia ted by the wisest statesmuiship, and to be satisfied beyond a peradventure of the absolute rectitude, and the unquestionable patriotism of the function= arise in whom they are invited to repose their confi dence. To talk of "suppreseing" and "subduing" these men—to assume towards them the attitude of the House of Steuart towards the Covenanters or the Parliamentarians, is to invite those calamities of civil war which we all of us protege to deprecate—to invite them, not perhaps in this year, nor in the next, but eventually and inevitably. "We have already expressed ourselves in the stronger,' Jarmant reprobation in regard to what we considered to be the ill-advised and extravagant conduct in the Free State men in Kansas. Bat if the Washington Union is to bo taken as any fair ex ponent of the purposes and intentions of the . Nation al Government, it will very soon be necessary for all moderate and reasonable men at the North to reiter ate in a still more emphatic and decisive way to the protests which were entered so largely in November last against the proceedings of the authorities at Washington in respect to this much tormented Territory." The Union indicates the policy of the Admin istration truly, and of all preceding administra tions. •Fidelity to the South," is and has been the great test of all who aspire to positions of national trust. It is not fidelity to the country, to the constitution, to the Union, or to the great republican principles that underlie free govern ment, but •fidelity to the South"—to slavery, oppression and wrong which is exacted by those in power. The South rebels against the slight est departure from this fidelity; and the Admin istration always yields when the South rebels. Tint THREATEN - Ell KA:CSAS WAlL—This valor ous attempt of Walker to frighten or to ruin the people of Lawrence will appear more wanton when it is remembered that Leavenworth City has an organized government with Mayor and other municipal officers, and in fact even now, with the hirelings at the doors of the persecuted city of Lawrence, no one can any what the peo ple of that place have done except to organize a local government for the purpose of bridging a ravine, watering the streets making sidewalks and attending to other local matters. Now, when Leavenworth City was organized under the reign of terror instituted by the Border Ruffian Democracy two years and a half since, why were not the United States troops ordered to incest that place" Why did not the Locofoco papers of that time denounce the people of that city as traitors, insurgents, etc.: . A letter from Lawrence gives the following ac count of the "insurgents:" o Gov. Walker has entered Lawrence this after noon at the head of a United States dray of several hundred men. These ire dragoons, !and are under the command of Cook. Ile issued a proclamation at Leavenworth, against the city charter of Lawrence. Ms proclamation I have seat. It is n tissue of ab surdities. There is scarcely a town iu Manses that has not some arrangement for managing its stairs. Lawrence hada President and TowniCouncil nearly three years ego. ThC design for a city charter is a necessity originated in the recent rapid growth of the place. It was to hare the rarities }bridged, roads made out of town, and nuisances removed from the streets.. There WSJ uo design to employ force in doing anything. The tax would be colon. tartly paid, and an irrmistable public sentiment stone would give force to them arrangement... There are only rum or two Pro-slavery moo in the city. These participated in the charter election, endue cheerful ly in favor of it. As yet nothing has been done. An election was held on Monday. Offirere were elected by the people. As yet they have not even been sworn in. Some of them were absent from town at the election. bor. Walker has writs fur the arrest of the persons thus voted for. Ile has gone off at half cock. This stupid warlike demonstration is the most insane thing that was ever done in Kansas.— Don Quisette's tilt against the wind-mill was a joke to it." ay We learn that, in order to raise money to start a Repudiation paper in this city, those who are soliciting subscriptions allege as a ne cessity for it that there is not now a single pager in this city in which the opponents of the Rail road Tax can have a hearing or obtain the inser tion of a communication. There is no truth whatever in the allegation, and the most, if not all, of those engaged in circulating it know it to be untrue. The other papers can speak for themselves ; for ourselves we can say that we have never refused to insert any communication offered us on the Tax question, and our columns have been open st all times to the discussion of that question, pro and con. If the opponhnts of taxation have not availed themselves of their privilege in this respect, it is not our &ult..; No doubt it would be more pleasant to them to have ,an organ of their own; bat they ought to he manly enough to put it on that ground, and not resort to the trick of fabricating the story of a grievance that has no existence. When, after the first session of the late Tax Convention, we referred to the remarks which we understood lion. Thomas Williams to have made therein to the effect that be could not obtain a hearing in any of the city papers, he replied through our columns that be had been misunderstood, and admitted that he had no doubt he could obtain room for his communica tions in several of the city papers. We have no objection whatever to the estab lishment of a Repudiation organ here; but we will not permit its projectors to circulate, with impunity, a falsehood concerning us, as the basis of their appeal for help. Tits Mats lase.—The ThiladelPhia North American mentions a report that capitalists heavily interested in the L'nioti and Schuylkill Canals are disposed to invest largely In the en terprise of consolidating the Main Liniof the Pennlylvania Canal With the Union Canal, thus making a continuouiwater route from Philadel phia to the West, provided fair terms can be ob tained. It adds: "Could this junction be effected, the most favorable reunite might be anticipated. No railroad, however well worked, 011/1 over wholly supply to Philadelphia • and Pittsburgh, the place which has beaus° long fill ed by this line of communication. It was our earli est mean" of transportation bgeween the Ohio ricer and the seaboard. To it our city owes much of its prosperity, while without it, 'Pittsburgh would have warmly attained to half its preseut importance. By tho recent sale, the eastern end of the chain is broken but let the proposed union of tonal, be effected and , the place of the Columbia Railroad would be more than "applied. For then, goods shipped nor, would undergo no transhipment at Columbia. Entering the canal barges at the Sehnylkill, at our own wharves, they would pus uninterruptedly through to Holli daysburg, at tne foot of the Alloghemies. • There atone would be the unavoidable change of transpor. tstion necessary to the passage of the Mountain re gion.
