Lord Woodhouse, the British minister at SL Petersburg, has had a full conference and cor respondence with Prince Clortchikoff, now prime minister ' on the subject The chief objects of England were fully set forth—that is, to induce China to open her ports to the commerce of the world, and to receive diplomatic legations at Pekin, giving them direct intercourse with the Imperial government. In regard to these two objects RUssialhas agreed to co-operate, so far as sife can, by ami cable means, and her ambassador, Admiral Poutialine, in instructed to urge o compliance with them. • This embassy was appointed Tor several other objects. There is a dispute concerning hounds:, rice ou the frontier, which it was desirable to settle, and also questions had arisen in regard to the destruction, by Chinese authority, of a Russian port. The offenders had already been punished by Cbina,but the amount of indemnity demanded by Russia had not been paid. Besides that, in the present situation of Chinese affairs, it will become necelsary to obtain direct corres pondence concerning other matters intetk.sting to Russia. There was at Pekin a Russian Ecclesiastical Mission, founded soon after the reign of Peter the Great, whose youths were educated in the language, literature and laws of China, and were employed as missionaries to Russian subjects in that empire. It was no part of that mission to make proselytes to the Greek church. The in terests of that mission rendered this embassy expedient. The Russian government expressed a doubt whether it wduld bo necessary to establish resi dent diplomatic missions at Pekin, but it was very desirable that special Envoys from Chris tian powers should be received at that Court. The British Minister, on his part, was in favor of obtaining the privilege of sending Ministers to reside at Pekin. But either one or the other, or both privileges will be insisted upon. There was some doubt as to theprecise extent of Russian commercial privileges in China.— Hitherto, the question had not been one of prac tical importance to Russia, as she had little commerce. But it was becoming a matter of more interest to her, in consequence of the com merce which was likely to arise on the Argpor rifer, between China and Siberia, &c., Russia weuld, therefore, co-operate with Eng land in obtaining commercial privileges for all nations. Admiral Poutialitto had proceeded on his em bassy, as far as a Russian town on the frontier where ho was to await orders from Pekin for his reception. It was a matter unsettled whether he would be received at Pekin. It is evident from what has passed between Russia and England that the former power will unite conditionally . with Western Powers and the United States in breaking down the exclu sive commercial policy of China. Traces of former jealousies of the movements of Russia in northern China seem to be lost in the pursuit of great and common objects. PRLNCR ALARM . DECLARIID Panes CONSORT. —At the Council which was held yesterday an order was passed for publishing a Letter Patent, by which the Queen ,grants to Prince Albert the title of "Prince Consort" during thelrjoint lives. No one can object to the distinction which is thus conferred on the husband of tho 'Queen after 17 years of married life. We are not now con cerned to say whether the title of "Prince Con sort" gives to the possessor any accession of heraldic rank which continental Chamberlains would recognize. Suffice it to say that it makes Prince Albert legally' as he already, is actually, a member of the British Royal Family. . Hitherto the Prince has had no British rank whatever. Phillip of Spain was titular King of England, but the Consort of the` present Queen is only what ho was prior to his marriage—a Prince of the House of SaxcCoburg Gotha. Ile has not even received a British Peerage. Al though a naturalized subject of the British Crown Prince. Albert has hitherto borne only his German title, and out of, England takes, we believe, according to the code of Courts prece dence, only his rank as a younger btiulier of a Decal German House. It Was at Barrackpore, in 1924, that the 47th regi tient of native infantry broke into open revolt, and refused to lay down their arms at the order 'of the Commander-in-Chief. It was here that the recent mutinous spirit appeared among the Sepoys who compose the 19th regiment of the' native army of Bengal. They refused to load their muskets with a new cartridge, on the pre text that one end of the cartridge had been greased with bullock's fat—vikich is an abomin ation to the superstitious Hindu°, The Govern ment directed an inquiry, andfound (what it ought to known before) that the-contractor who furnished the cartridges hadiadeed used bull ock's fat instead of the mutton fat - -which had been ordered. It did not avail with the &pays that the end of the cartridge to be bitten off in loading was notthegrcased end. Tocourpel theca to touch the cartridge, which was in any part contaminated with the fat of a bullock, was an insult to their caste;to.which,Se the‘revatvance their religion, they would not submit. The new cartridges were, therefore, withdrawn and others substituted. But the mutinous spirit, thus dallied with, gathered strength and assurance. The paper of the second cartridges did not please the suspiciouSepoys. They complained that, when burnt, it smelt of animal fat, and they reftised to use them. Again, the Government honored' their prejudices so far as to burn the paper in their presence, and to prove to them that no such smell was .perceptible. But the Sepoya were still incredulous and suspicious. Their mutinous spirit,' emboldeded by the temporizing treatment of Government, spread through the ranks, developing itself not only in munuers, but in disobedience to orders, and in Nien assaults upon Wel officers of the regiment. 'The mutineers cominbnicated with their friends in. other regimente, . and devised a plan of seizing 9 1. upon Fon William and the treasure of Cal utta, As a last recourse of safety, the Govern ent determined to disband the 19th Regiment and send the men to their homes in disgrace. Brig adier-General Hearsay, one of the English offi cers in India who can talk Hindustanee like a native, madea farewell address to the disbanded mutineers, in which he said, as if still bent on humoring their rebellious prejudices: . "You will be permitted to go to your homes to worship at the temples where your fathers wor shipped before you; and those Brahmins or oth er undoes who wish to do so, can visit the Thackoor at Juggenututh, Gya, or any temples deemed holy by them. It is thus I give the lie to the infamous reports that the Government wish to interfere with your castes or your re, ligion!" But, notwithstanding this prontureis mento, the mutinous infection spread. It soon broke out again at Barrackpore, where the Se poys of the 14th regiment of native infantry made a murderous attack upon their officers on parade. It appeared at Berhampore; at Um balls, where the Sepoys set tire to the hospital and European barracks; - at Meerut, where the native cavalry, as well as infantry; revolted, murdered come of their officers and fired their bungalows. When the lost mail left Bombay the mutiny was beginning to appear in the Sepoy ranks through the northwest provinces, and great alarm was felt by all the European resi dents of India. The London Times of the 27th alt, has a long article on this subject, from which we note the following extracts The mutinous spirit, which had to a certain extent been checked, if not extinguished, in the more southern - portion of Bengal, had spread to Meerut. At this post two regiments of Native Infantry—the llth And 20th—had united with the 3d Light Cavalry; and had broken out in open revolt. This revolt, as far as it had show ed itself at Meernt,hadbeen put down. Therehad been a collision between the revolted and the European troops, the result of.which was, that the mutineers were dispersed, and fled. To the southward at no great distance lies the impor tant city of Delhi. the capital of the old Mogul Empire; and this town appears to have been the centre of the revolt, When the fugitives from Meerut arrived here they were instantly joined by three other regiments .of native infantry— the 38th, the 54th and 74th; and the united forces instantly took POSSCSRiOII of the town.— Any one who has had experience of the tiger like ferocity of the Indian In a monlent of what appears to hint success will be prepared for the result. An indiscriminate massacre of the Europeans was the first act on which the muti neers decided, and this they are said to have carried out in a manner the most remorseless and the most complete. No tenderness was shown to sex, no reverence to age; Delhi was turned into shambles; and so the first act of the tragedy was played out. It might have been expected. The next step,however: may be consid ered as of a more omtnious kind, if it is evidence of any preconceived design. The sonof the late- Mogul Emperor was proclaimed King, and thus the shadow Sovereigh whom we have so long maintained in empty state has been raised into -Momentary importance—briefly, we trait, to disappear forever from human account. Nor is this all; there has been disquiet on our old Sikh battle-ground. •We are informed,•under date from Calcutta of the 18th of May that at Ferozepore also there had been disturbances, but that these disturban ces had been suppressed. So tar for the blacker side of the picture; and next for what has been done to mitigate or'meet the evil.. "The Gov ernment was taking active measurers to suppress the revolt, and was concentrating troops around Delhi." The italics are our own, and may. we trust, be justified by the event. It. is of the last Importance that the rebellion should be ex tinguished where it has arisen, and that armed fugutives should not be allowed to escape in numbers from the principal seat of the disturb ances. When to thisintelligence we add, that the Rajah of. Gwalior—the Ilahratta State shut ting on the southwestern limit of placed the troops of which he could ; dispose at , the service of the British Government, we have exhausted the brief but momentous advices which! the electric telegraph brought to us at a late hour last night. The revolt in the Bengal : Presidency of five regiments of native Infantry and of one regiment of Light Cavalry, independ ently of what may have taken place at Feroze-. pore, is undoubtedly intelligence as important Its any which - we have published since the fall of SebastopoL It. must also be remembered that these are not the only regiments affected with the taint of mutiny: indeed, the very telegraph which bring this newt:, adds that the 34th Reg intent of Native Infantry, which had been before suspected, had been disbanded at Barrackpoie.
