Tllli PAPER The County Convention of June 10th. -We bad intended to addrees the readers .of our . ... weekly edition at considerable length upon ilos snbjeet of the County Convention called to as actable on thelOth inst.; hut as one of the edi ., tore is siek, and another has gone to the St. tails'lrond opening, the other finds his hands lo 1 . that he cannot devote to this subject the talon ui x 1 ton it deserves and which 'we would other wise pay to it. The.-printery meetings to elect delegates to this Convention Win be held on Saturday neat, according to the terms of 'the call, and the dele gates will asisenthle on the succeeding Wednes day. The object of the Coniention is stated, in 1- ,y general terms, to take into conald eratio the late action of the County COmmis sione in making a levy of eight mills on the • dolla for county purposes—just double the levy'; last year . . Th power of the Commissioners to make this levy f r county purposs is undoubted, the law 1 givin them authority to levy nay amount not etc • g ten mills on the dollar. The COUTeII . tied; course, will have no power to coerce a• . jeduc on of it; but the Commissioners wilt feel bound 'doubtless, to glee heed to any respectful and proper suggestions emanating from such a gatheridg of the people. . The objert of the Ingres:it'd levy is understood. .liy every body, we presume, to be for the purpose of providing the means of paying the interest on thieountY bowls issued to the Pittsburgh and Steubenville Irailroad and the Allegheny Valley Railroad. The bonds amount to $1,200,000, and the annual interest to $72,000; but as the interest on these' bonds for a part of last yetir had to be provided for after the county levy for that year had .been made, the Commissioners borrowel the needed amount, and thus the bur den of two Years is thrown into one. Tho - amount of money ill, temporarily borrowed we understand to be about $10,000: and this would make a sum of $112,000 to he provided for, this I year, in addition to the nrdinary expenses of ' the county. , The purposes. of this convention have not - been fully defined, end we cannot therefore an ticipate what questions Will come before it, or What its probable course will he. Being meas urably in the dark, therefore, we can only al ' ludo to it in general terms, or refer to the com mon rumors which ore afloat concerning it. • That the tax is a heavy nue and hard and ,grievous to be borne, is s fact which no one we presume will question. The Conven tion may very properly enquire, as we trust it • will, whether the Commissioners cannot possibly get along with less than an eight mill levy: and and if this be at all within the bounds of possi bility, regard "[sr the interestsof a very heavily taxed people ought to prompt a reduction to the 'sliest limit that the safety of the credit of the county will allow. •• The quevti,n is to be raised, we are .to whether the pence to levy up to ten milli "for county purposes," properly includes the right to class the payment of interest on bonds issued to railroads as one of the •ipurposes" for which the power was given. On this point we have not room, now, to enter. The Commissioners have decided that it does,: and the Convention wilt be asked, we understand. to take ground to the contrary. II is the , irposc of the Convention to learn fully, and in the utmost ruinutenesa of detail, why the Conamitrioners hare made this extraor dinar/levy, and to inquire whether it is not - compatible with theinterests of the County to make the burden lighter, there can be no objec tiortOroperly interposed. That is, not only a ,logitimatc, but, at the ',regent time, a neees.ary inquiry. The people• have a right to know all the Nets in the cave. before submitting to a doubling of their taxes, and to devise, if they can, an honorable method of escape. If it is further the purpose to inc.:enigma bon- , estly and without fear or favor, the whole his tory 'of our unfortanate railroad subscriptions, we trust no one say the Convention nay. The interests involved lire i so vast and the results to the people so ver:oll3, that such an inventiga tion, if it is desired and can be made, ought to carried forward promptly and without hin drance from any kinarter. But if it is the puristse to inaugurate Ilepudi- Ution, by prevpniing the payment of the rail road intereit otnoply beirallEC it is o burden hard to bear, then we desire to wash our hands of it and to put in our protest in advance. We know and feel how terrible tilt to carry this load of taxation, but infinitely more terrible will it he 7 to carry a dishonorcsl name. Whatever the *pie, goaded to deF.peration by the thought of heavy taxation, may Le tethpfed to do, as ihe conductor of a press having the reputation and good name of the county nt heart we lake a arm eland, once for all, against Itepudi mien or anything that has the semblSece of it. Let the most thorough and searehinF, investigation be instituted: that is the people's due; but. ltepudi- ation is a word which, at the present time, we shotild hide from our sight. readers will see, therefore, that, in any vie't this Convention ts an important one. It is so important that . in fact, busy as the Beaton is in the country, the people everywhere should drop epode, hoe and plow, and attend the pri mary:meetings. on Saturday next. Let them tend up' to the Convention their most prudent, 'Eafe.and reliable men—men in whose judgment they can trust and who will dare to institute and to carry forward any investigation that may be „needed, but tvho yet will not act rashly; for a false step taken now we may not be able to re trace Tor generatioth± to come. • . INTLIIRST ON r/TIIRCROII RAILROAD RONDII... In announcing the defeat of the' Tax Bill in the legislature, some time since, we stated that the present. income of the city, which is all it can raise, Would not mace to pay any part of tho railroad interest; awl unless new sources of revenue were provi.lo.4ly the legislature, the in ttrtst could oc.; be paid. The N. V. Courier 4- Enquirer copies our n rune at , and adds: dm!? is certainly a —wort extraordinary avowal, and indleatet: (at kwit) a lack of the common princi ple:3 of honesty. MiZOMMM If the dereLaysaerte made by the Boston So cicty of Natural History be trustworthy, there is little to be hoped foe from the eultiratioti of the Chinese Sngar-_Cane in this country. It . was stated, .tliere, by Dr. Hays; who halinit the tun: ter to seientifoteste; that the d in this country does not secrete wan: urea:. or true sugar, its saccharine matt, I,ing pordn semi -fluid fof4r. Far sweet ening properties near ly four pounds of this glucose would be required to equal one of true sugar : but as a rate nutter , isl for the production of spirit and as an addi tion to the forage crop, the plant may he found to hare a high economical importance Prof. John Bacon confirmed the results at which Dr. Hayes had arrived. He was.unahle obtain any crystals of cane RIO/ in the Sorghum. .Taking this for granted, the cultivation of the Sorghum affords no prospect of cheap sugar We must look to other sources for it. Sugar Ims become almost a necessary of life, in this country. The Amcricanpcople use more of it than any similar, number: of people else where in the world, and so long as they are pros perous and well-to-do in worldly matters they are not likely to give up the use of it, veluntar ily. But what, it the production dites not keep pace with the demand? The partial failure of the Louisiana Sugar crop, last year, has brought in immense supplies frorh the West India ; but still the prices keep up to a point extremely hard upon the poor man's pocket. Stimulated by scarcity and high prices the production of maple Sugar has gone -up from 34,000,000 lbs. in 1850 to 100,000,000 lbs. in 1857; and still prices are unaffected. Tho supply, increased as it thus has been front other sources, is still inadequate. The production of Cane Sugar in the United States in IKO was 23'7,150,000 lbs. The pro duct of Last year did not exceed 100.000.000 lbs. What the probable yield of this year may be it is too soon yet to say: but the experience of two years past ought io be sufficient to teach us not to rely alisoltur spun Louisiana for Sugar, and to look for t omestic sources of supply, if it is possible to find them. If Sor ghum will not do, let us 101 l back upon n more enlarged attention to the Maple. a tren whir), the North yields so abundantly. The product from this source for the present year, it will he seen, is fully up to that from the Sugar Cane last year. This Las all been twined by simply going in: the forest , and I drawing the sap, without any cote or trouble in regard to cultivation. If much ens be done in this loose, easy Untl/MT. how much more might be done if the culture of the sugar maple tree, and the planting of nurseries or groves of it, were made a matter of special care. It would be years before the young trees would be productive: but the, next generation would be immensely the gainers from a more extensive propagation of this valuable tree, which may . in the process of clearing the forests. beenme one of the searcest in the country. At present there are undoubtedly enough sugar maple trees to supply the whole people of the United States with sugar, if there were hut better means em ployed to obtain it. The sugar-making is gen erally treated more ass spring amusement among country folks, than as n means of profit. and there is no well organized system adopted in re- gard to it. The Northern counties of thin State produce the Maple in abundance, and the making of sugar might there be extended to u high point of production. The same is true of Michigan and Wisconsin; and through all part. of Penn sylvania, (Mit, and Indiana, wherever the maple has been lett standing, the manufacture might: be largely increased. It requires but little care to preserve such tree+, and the experienee of the present year ban shown !lint an acre of Ma ple trees will yield more profit, if t ightfolly at tended to, than any other Here on a mum's farm. It is to be hoped that the people of the North ern States will hereafter learn to place a higher value upon is tree that haifsuch riches coon-lag through its veins. . The population between the years 1551 and 1855 has lonly shorn a alight increase. a hllst the births and deaths arc nearly equal. - What is still more alarming, the cities, or constuo!ng districts, are growing in population• at the expense of the rural or producing region—a circumstance which is by no means encouraging to France, where scarcity of food is n sure precursor of a revolu tion. A Frenchman is never so fierce Efi when ho is hungry, and the French General knew what he was talking about when he sailisthat the best way, to disperse aParisian mob was to keep them in sams until meal time, and then offer thetu a plenteous supply of food and drink. The increase in population of the cities nt the expense of the country is attributed to the rail raids, which make them the depots of the trade and commerce,. and from their cheapness and facility in transportation, attenct a large number of agricultural laborers, who exchange theirag ricultural employments for professional and me chanical pursuits. This is evidently the case. New York, it appears from the last census, has gained its enormous Populations, at the expense of the interior towns and settlements of the State, and the same, no doubt, may be said of other metropolitan cities. Agar We printed, yesterday, a large extra edi tion of our paper, to send to our friends, as a specimen of our new and, beautiful dress; hut as it was all taken up at an early hour we send them to-day's paper, and shall be happy to re sieve their aid in extending our circulation and patronage.
