The method of proceeduro was for the captains of the boats in pert 011 Saturday night to meet and establish the prices for the ensuing week. The Association had a Presi dent,l3coretary and Treasurer, and was joined unanimously by all the boatin port. The proceedings and resolu ions of a meeting of steamboat owners and cap tains, held at Cin- Mental on the second, were then read and cone. ranted upon. Boles, who reported the following resolutions, whiCh were -'unanimously adopted as expression of the sense of the meeting—the last resolution being an amendment to the report, offered by Capt. Mount:: Resolved: That we ourdiallyispprove the action of the "New Orleans Union Marino Association," and that wo cheerfully endorse and subscribe to the sentiments expressed in their resolidions. Resolved: That this meeting ,recommend the •formation of similar associations at Pittsburgh, Cincintutti, Louisville and Wheeling. Resolved: That the proceedings of this meet ing be published in the Calrolinure cad Delta,' and that the Secretary be requested to forward them to the various ports for Orblication. Resolved: That - vre who have not already joined the New Orleans Marino Association, will do so on our arrival at that poet. • It was moved by Capt Ronnie, and adopted, that the above vesolutions be signed by these present. A large majority of the people of this country believe in their hearts that there was no legislature of Kansas, no law nor nothing hav ing the vigor or effect of law under which the election was held and by which Mr. Whitfield claims his seat as a delegate. This matter should bo Investigated and how is this to be done unless power is granted to the committee to send for persons and papers. Mr. Stephens remarked that Roy. Reeder him self commissioned the members of the Legisla tive Assembly who passed the law under which Me. Whitfield was sleeted, the validity of which Cloy. Reeder now called on the base to Investi gate out of his own mouth. Therefore, Goy. Reeder bad stopped farther proceeeings by his own official act. Mr. Campbell, of Ohio, in replying, said it was a well settled prlntriple of law that any statute may be violated by fraud, whloh forme the subjecttor a thorough Investigation. During the Session an ineffectual effort was made to conduct the discussion with open doers. The chair laid before the Senate several ex °entire communications, including one from the Secretary of State In answer to a resolution of the Senate calling f‘ir a copy of the report of adjudications made by the Board of American Commiasioners in 'Paris to liquidate and audit the spoliation claims of American citizens against France. The Secretary says there is no such re port in his Department and he thinks there never was any there. The Senate then resumed the consideration of the Kansas' communication.
