Capt Montgomery statetrthe object; of the
meeting., lip called-for the purpose of endorsing
the action of the New Orleants Union; Marine
Association. He said that association wee form
ed b steamboatmen in that trade for the par.
pose of establishing and regulating , prices to the
different ports. The method of proceeduro was
for the captains of the boats in pert 011 Saturday
night to meet and establish the prices for the
ensuing week. The Association had a Presi
dent,l3coretary and Treasurer, and was joined
unanimously by all the boatin port.
The proceedings and resolu ions of a meeting
of steamboat owners and cap tains, held at Cin-

A committee to dbft resolutions was 'then sp
pointed, consisting of. the following gentlemen:

reported the following resolutions, whiCh were
-'unanimously adopted as expression of the sense
of the meeting—the last resolution being an
amendment to the report, offered by Capt.
Mount::
Resolved: That we ourdiallyispprove the action
of the "New Orleans Union Marino Association,"
and that wo cheerfully endorse and subscribe to
the sentiments expressed in their resolidions.
Resolved: That this meeting ,recommend the
•formation of similar associations at Pittsburgh,
Cincintutti, Louisville and Wheeling.
Resolved: That the proceedings of this meet
ing be published in the Calrolinure cad Delta,'
and that the Secretary be requested to forward
them to the various ports for Orblication.
Resolved: That - vre who have not already
joined the New Orleans Marino Association, will
do so on our arrival at that poet.
• It was moved by Capt Ronnie, and adopted,
that the above vesolutions be signed by these
present.
It was alio moved, rind adopted, that the Sec
retary be tequMded to present the resolution
to the-captains of boats in port; not represented,
for their signatures.
Below we append the signatures, compris
ing the names of all present, :except Captains

gee being frozen the exercises were conducted by
candle light. -
Bishop Simpson in a few remarks relative to

evening.
The eloquent gentleman addressed the audi
ence in a very impressive manner. We have eel•

Mr. Phelps thought that the attempt to exer
cise soon power would be an3ct of usurpation'
as Mr. Reeder does not claim to be elected by
virtue of a law passed by the Mums Legislature.

Convent. Ho condemned earnestly the Anti-
Slavery men of Kansas and claimed that the
Missourian's desire was not to shed blood, but
to sustain the laws.
Mr. Washburn°, of Me., regretted that Mr.
Phelps hadindulged in . such remarks which
were exceedingly exciting, not to say iiilamma
tory. A large majority of the people of this
country believe in their hearts that there was no
legislature of Kansas, no law nor nothing hav
ing the vigor or effect of law under which the
election was held and by which Mr. Whitfield
claims his seat as a delegate. This matter
should bo Investigated and how is this to be
done unless power is granted to the committee
to send for persons and papers.
Mr. Stephens remarked that Roy. Reeder him
self commissioned the members of the Legisla
tive Assembly who passed the law under which
Me. Whitfield was sleeted, the validity of which
Cloy. Reeder now called on the base to Investi
gate out of his own mouth. Therefore, Goy.
Reeder bad stopped farther proceeeings by his
own official act.
Mr. Campbell, of Ohio, in replying, said it
was a well settled prlntriple of law that any
statute may be violated by fraud, whloh forme
the subjecttor a thorough Investigation. The
HOllllO should he satisfied on this poise. He de
sired something more than newspaper report
and telegraphic deepatches, on which to form a
judgment.
Iliekmatt thought. the newspaper reports
had exaggerated or magnified one or the other
side of the question, and therefore the impor
tance of an investigation by the means prqposod,
Gov. .Reeder had done all the set of Congress
required of him in all the premises.
The c question was then taken on Mr. Stephen's
motion that the resolution be referred back to
the Committee on Elections with Instructions to
report the ground on which they ask power to
send for persons and papers, and negatived by
the casting vote of the Speaker.
Pending the question on the resolution the
1100.98 adjourned.
BEN-Ml.—The Senate in executive mission to
day confirmed the appointment of Wilson Shan
non as Governor of Kansas after a warm debate
by a Strictly party vote, 12 voting in the nega
tive. During the Session an ineffectual effort
was made to conduct the discussion with open
doers.
The chair laid before the Senate several ex
°entire communications, including one from the
Secretary of State In answer to a resolution of
the Senate calling f‘ir a copy of the report of
adjudications made by the Board of American
Commiasioners in 'Paris to liquidate and audit
the spoliation claims of American citizens against
France. The Secretary says there is no such re
port in his Department and he thinks there
never was any there.
The Senate then resumed the consideration of
the Kansas' communication.
Mr. Oeyer asked Mr, Wilson on what antbori
y he stated yesterday that Mr. Atchison wont

Mr. Wilson replied an the authority of Geu.
Pomeroy; on the 30th of March lest, Mr. Atohe
eon entered the territory armed with a bowie
knife and revolter ready to shed the blood of
any man who would not do bin bidding.
Mr. Geyer did not suppose that Gen. Pome
roy made the statement on his own authority;
but some one alee had reported to...him. The

during a period of the late disturbances an es

day. At that time it wan apprehended that

three other gentlemen, went into Kansas, for

Mr. Wilson remarked that he had simply
placed before the Senate the statement of Gen.
Pomeroy in opposition to the statement of the
• Senator from Missouri. The document from
which he read was prepared by Gen. Pomeroy
and signed by several others well known In
Kansas and throughout the country. Since the
receipt of that doom:tient he had teen strongly:se
ri:wed by Gen; Pomeroy, thatea Waste etatem outs
were true and would be proved before a commit
tee of either House of Congress. Mr. Wilson
said be regarded Mr. Atchison as the moving
spirit in all the Iflonri excitement in which
these distnrbances had arisen. He spoke in
emphatic terms of the character of Gov. Shan
non, saying that he was the companion of gam
blers and drunkards in California, and when a
Missourian shot down an Inhabitant of Kansas,
Gov. Shannon was so much Intoxicated that he
could not attend to his duty. Ile - could prove
these and a hundred other disreputable things.
Mr. Jones next obtained the floor, when the
consideratiotrof the subject was postponed until
Monday, and the Senate adjourned.
Haw Toes, Feb. 19.—The report relative to
the eafety of tho Pacific appears to have but
little foundation. It has been traced to a pri
vate letter received at Ratites by the . Canada,
dated January 28th containing the folloiring
paragraph:
..Llveriool, January 28th.—The weather has
been very revere daring the past week. The
Pacifio wan obliged to put Into the Shannon
river ea her way out of the channel, and the
Royal Charter the Australian. steamer wee
forced to put eack to Plymouth."

Saturday night and the subsequent violent gale
have thrown the railroad tricks in this vicinity
In the utmost confusion. The Sunday evening
train from New York encountered an immense
snow bank at Long Meadow and remained there
until 4 o'clock yesterday afternoon, being joined
in the meantime by The trains from Hartford
and New haven and yesterdq'a New York
morning train. The train then, by the united
exertions of nine locomotives, were enabled to
reach this city. The express train from Boston
yesterday for New York arrived horn at 9 o'clock
this morning haling been 24 hours en the road.
The train alerted again at ten o'clock. The
evening express train from New York for Bos
ton arrived hare at 10 o'clock, Laving been in
the snow at Long Meadow all night. The Al
bany train due here yesterday, at noon, arrived
at one o'clock this morning.
