The non-olonholding whites being seven-tenths of the whole number, deserts more attention than they have hitherto received at the hands of their fellow citizens of the free States. When the South is spoken of, its wrongr, tie Interests, iii policy, reference is always had to the elaveholding population. No body thinks of the poor non.alavehoiding whites, who are sunk In the liweet poverty, Ignorance and de gradation. nate people are entitled to our -commikeration end aseistance. Their fathers, mazy of them, fought in the Revolutionary War, and they were the pioneers who redeemed the forms from the red man, and prepared it for the patrician home of the lordly planter. Wee ton, who has taken hie Information solely from Southern authorities. From out of thoir own months shall we judge them. - From a paper on "Domestic Manufactures" in the South and West, published by M. Tarsier, of Missouri, in 1847, the following extract is taken "The free population of the South may be di vided into two classes—the eleveholder and the non-elareholder. I BM Dot SWILIO dila the restive numbers of these two classes have ever been as certained to any of the States; but I am satisfied that the non-elaveholders fu outnumber the slaveholde - re—perhape by three to one.,ln the more Southern portion of this region, te non -3111'011°1dpi" poesess, generally, but very small means, and the land which they possess is almost univerugly poor, and so sterile that a scanty imbeistefice is all that can be derived from its cultivation; and the more fertile soil, being in the polausion of the elavebolder, must ever remain out of the power of those who hare none. `This state of things is a great drawback, and bears heavily upon and depresses tho moral en ergies of the pooter classes. * * * The acquisition of a respectable position in the scale of wealth appears eo difficult that they decline the hopeless plumb, and many-of them settle down into habits of idleness and because the almost pertain subjects of all its consequen ces. From an address upon the subject of manufac tures inSouth Carolina, delivered la 1861, before the South Carolina Institute, by Wm. Gregg, esq , we make the following extract: "In all other countries, and particularly man ufacturing States, labor and capital are 1110711111- lag an antagonistical position. Here it cannot be the case; capital will be able to control labor even in manufactures with whites, for blacks can always be resorted to in case of need. * .* From the beet arm :fates that I have been able to malre,l put down the whiteptmple who olgslat to work and who do not, or who are SO employ ed as to be wholly unproductive to the State, at one hundred and twenty-livithounand. * • • 113 this it appears that but one fifth of the present poor whites of our State' would be ne cessary to operate. 1,000,000 sPindies. * • The appropriation annually made by our Legis lature for our School Fund, every one, must be aware; to far ea the country is concerned, has been Stile better than a waste of money. * * While we are aware that the Northern and East ern States find no difficulty in educating their poor, we are ready to despair of success in the matter, for even penal lets against the neglect of education would fell 'to bring many of our country people to send their children to schooL • • I have long been under the impression, and every day's expiriecce has strengthened my conviotious, that tide ()vile exist in the wholly neglected condition of this clam. of persons.— Any man rho In an observer of things could hardly pass through our country without being struck by the fact that all the capital, enterprise and. Intelligence Is employed in directing aim labor; and the consequence is, that • large por tion of our poor white people are wholly neg lected; end are mitered to while away en existence In a state but one step in advance of the Indian of the forest. It is an evil of vast magnitude, and nothing but a change in publish sfintitoent will effects Ito cure. These people must be brought Into daily contact with the rich and inteffige at—they must be stimulated ..to mental notion, and taught to appreciate edu- Cation and the cfmfcrts of civilized life; and this, we believe, may be affected only by the ietroductlen of " manufaeturee. * * • .My experience at Graniteville has satisfied me, that unless our poor people can bekronght together in villages, and some means, of employment af forded them, It viii be an utterly hopeless effort to undertake to educate them. * * We have collected at that place about 800 people, and as likely looking a set of country girls as may be found—induttrlons and orderly people, but de plorably ignorant, three-fourths of the adults not being able to read, or to write their names. * * With the aid of ministers of the Gospel on the spot to press& to them and• lecture them on the subject, we have obtained but about 60 children - for our school, of about a 4.iundred which are in the place. We are satisfied that nothing, but time and patience will enable um to bring them all out. • • * It in very clear ' to me, that the only means of educating and ohristlanizing our poor whites, wilt 'be to bring titian into such villages, where they will not only -'become intelligent, but s thrifty and useful clans in our, community. * * * Notwithstanding our rule that no one cep be-permitted to occupy our houses who (lbee not Bend all his.children to school that are between the ages ofS and 12, it was with Aare difficulty, at first, that vecould make up even a email echool.'.' It is noticeable that Mr. Gregg begins by an attempt to allay patrician jealousies excited by the idea of collecting the poor whiteelnto masses, Mr. Gregg point's out that the existence of 431•• very enables capital to control white labor BB well as Mach, by the power which it retake to substitute th e lattef, when the former becomes unruly. It ie erne, las he remarks in another place, that Northern men haveADo little information about the South, that has not coma to them in a very ineiactow in a very onsplcions form. Northern Inimical, men and Invalids who visit the South, see but little of Southern life as it realty exists; while of the masses, white and black, it is more difficult ' to obtain accurate information than thosei, otany country in Europe. The author of thin book hes traveled through Virginia, North Cerollna, South Carolina, Georgia, Alabama, and bum, for the purpose of obtaining accurate in formation of the real social life, ,the condition,— 'web: okras], commercial, mechanical, `social, educitional, and religions„—of the masses, width Ind black, bond and free. The book abounds with incidents and anecdotes, and is as Lively and piquant as a work of fiction, while it contains a vast mess of Information with yegaid to Southern civilisation and prosperity: The work Is apparently written Ina candid and im on either side of the question of slavery, no partial spirit, and, while it will not please eXtremes -one in the Free States will rise from itt perusal without thanking God that his own State, and neighborhood, and hearth-atone, Is preserved from the curse, the responsibilities. and Up In; oonvenienoies of slavery; and with his thenkful- Bess will mingle a pity for his Southern Ameth ren who are less fortunately situated.
