Local Travel on Railroads The Railroads of this country, in the furious struggle with competing: roads for the through. travel, have too much neglected the local travel. The Wye, widish is the beat, the safest, and in the long run will be the most remunerative, has been but little. regarded, .whhe luxurious cars, low fares and lightninetralens have been held out se Inducements to 'attract through passen gers. It is true, that reads must here through travel to enable them to pay dividends, and it le also true, that the local travel issues; because it to 4ependant upon euch'facilitiee as Railroad DireCtorp choose to afford; but we deny the wisdom of the policy of cherishlog one class of travel which will always be the subject of com petition, end which pays the least percentage on running expenses, to the neglect of another which is sure, and which can be viiitlfincreased by judicious encour4ement. writer in the "Bostan.Eixorrki etateisome facts in regard to the management of English railroads, which are in Striking Contrasfiirith the narrow and short-sighted petioy,npritied by most American Railroads in relation to local travel. Eiery effort seems to be there made to accommodate this class of passengers, and in duce people to leave the over-crowded towns and cities, for the purer air:of the. country. The consequence is, that whole lines of villages have sprung up on all the railways. so conduit ed, creating a traffes which otherwise would have had .no existence; and essentially benefiting the community at large, in a moral point of view, by enabling men of moderate means to remove their familieit (rem the contaminating influence of city life. In many instances, first class passes are offered, for a serious of years, to persons who will erect houses on the line of the road, worth (including the land) $3,000 and upwards; and the benefit is not restricted to the individual builder, but hey is allowed to transfer his pass once a year to any tenant or owner of such house for the time being. The direc tors of one railway out of London, have pur- chased a tract of land, and erected thereon a large number of small, neat houses, which they let, with the season ticket, to respectable me chanics sad others, at a moderate rent, running • train morning and evening, expressly for their twoommodation; and such in the avidity with which thin ohms of peraons seize upon the boon, that the company has now a my large truffle from this source alone. Abother feature is, that all packages, and artiolea for the use of the family of • season-ticket intssenger, , are carried over the road free; notwithstanding the commu ted charges are very moderate. The accommo dating spirit manifested by these railway corn raudes is well illustrated by the following in eident "One arrangement amok me as being runner. kably conciliatory. I wan going out with a friend to spend the night : at bin elegant villa, ten miles distant. Upon getting into the care, a card wan handed to him; be.being a season ticket passenger, which represented that the company, being about to change the house of running the trains, commencing lin a oertain day, were anxious to ascertain and accommodate the teiehee of their commutation-ticket penmen gem. For this purpose the card bad been pre pared, and each person was requested to eignify the times at which it would - be the most conve nient for him to, hare the train start, morning and evening, from each end of the route. A blank space lefefor the party to write his name and residence, with a number of blank columns, corresponding to the number of trains to be run. The. company could by this Means ascertain the wishes d-their passengere; and the polioy of accommodating the majority, as nearly as pee eibte, must be apparent." • We have no doubt that our railroad managers will yet find it for >their interest to cultivate more of this conciliatory spirit towards their patrons; and thettooner they Make the discovery, the better will it be for the pockets of the stock holders. There is no city in the country where there is more eocouragemenl tb adopt a liberal apirit towards local travel, thin Pittsburgh, because there to none where there is more disposition to induce bualiteas men to make their homes in the country._ While the city is not attractive the country surrounding it is for its romantic and sylran beauty. It is to be re gretted, therefore that our flni'shed Railroads. have not cherished the local travel by affording to It such fatilities 'as it really desires: The Pennsylvania Railroad runs for twelve miles out of the city through. a country not ear. palmed for eligible country cites, and it has ar ranged its trainer, both „ in frequency and time, - to suit the local travel admirably. .Bat It has refused to adopt the oodmintation, or season ticket policy. The passenger who travels each way every day, and 'whose family makes weekly divas charged the same prion with the passen ger who visits the city once it year. Thus, al though the angle fare Is Trite low, only two cents per mile, yet - it is entirely too high to en courage the rapid settlement of the onunry.- - The system is inconvenient, unjust, and unwise. ,The company would make Tar more in the long *on, by adopting the seuon ticket policy, Which_ vain operation on nearly all the roads In this country and is universally adopted In England. They hold about the same re lations to the non-slaveholding citizens, as the Barons of Western Europe held to the Peasantry in the Middle Ages. The peasantry Were not considered in questions of government, any far ther than they could be made unfit( and subser vient to their feudal superiors, the real persons considered of any importance and influence in the government. The eerfe of Minis hold about the same relations to the Nobles in that country now. True, the poor Southern whites are re cognized as citizens under the constitutions and laws, but they are so debased and ignorant, ow ing to the mane of slave labor, 'that the lordly planters pesetas almost unlimited control over their votes and conduct. A communication to the New York Tribune contains some remarkable facts on this embjecL The article is too long for our columns in ezienzc, bat We shall avail ourselves of the fade brought to, view, fr‘om time to time, for the enlightenment °tour reticlere on this exceedingly interesting subject. • .The whole number of whites in the Southern States in 1850, was 6,222,419. The whole num ber of slaveholders was 347,525. The average assumed by the Superintendent of the Census is five persons and seven-tenths to n family. This would give 1,980,894 persona r, interested in Slavery, or a fraction short. of 2 per cent, of the whole white population. The number of slaveholders reported in the Census inoludes also slave-hirers. It may be safely and truly concluded that at least seven-tenths of the whites in the Southern States are not slave owners, either in their own right, or by family relations. The number of slave owners in 1860, was 347,525, and of white males in the slave States, of 21 years and upwards, 1,490,892. Consider ing that where a slave owner holds slaves in two States, he is counted twice; and that many slave owners are women and minors, it is probable that only about one-fifth of the white male adults own slaves. It seems proper to inquire into the condition, political, social and moral, of this large majority of the free white citizens of the elaveholditsg -States, comprising it is seen, about seven-tenths of the whole white population. They make so little figure in the world, and are to completely overshadowed by the slave owners, who monopo lire all the wealth, all the consideration, all the honors and emoluments of office, all.the benefits of education, and all the political power, that it seem Fut just that their condition and prospeote should be brought to the notice, and presented to the sympathetic consideration of their fellow oitizens of the free States. The opponents of slavery are charged with the affliction of negro phobia, be,cansv f or their detestation of the sys tem of chattel very; bat leaving the condition of the black man out of the question, there will be found sufficient in the degrading effects of slavery upon th poor whites, to justify all the opposition whic h has been manifested to the system, and to ate extension into free territory. We shall pursue the subject further. The meeting will be held on Monday night next, and we hope all the true friends of Kansas will by that time determine what they can give and what they can do. I anted that the act nought to be repealed,wea exclueively our ownmunitzipal affair, in which ontsidore had no interest and had no right to interfere. That the wishes of the citizens had been ascertained in regard to it by a regular poll at the ballot box, and the measure had been approved in advance by an overwhelming ma jority, and that under these circumstances the attempt to repeal it without affording a fair op portunity for the citizens to be heard presented - an'attomaly in our legislative history; and that no analogous inetuLce of like precipitation In so ' important a Mauer could be found in all the al leged corrupt legislation of our capital. It was by no means my intention to charge corruption upon any of the parties connected with the proposed repeal as might be inferred from the language of your report. How many embyro towns and cities have been brought Into notice and puffed into prosperity by the preset How many rail roads now in successful operation, would have foundered but for the assistance of the "lever that moves the world?" How many professions, and political reputations, and fortunes, have been made and sustained by the friendly, though unrequited pen of the editor? In short, what branch. of American industry or activity has not been promoted, stimulated, and defended by the press? The bassets of fashion and the haunts of ap petite and dissipation are thronged with an eager crowd, bearing gold In their palms, and the commodities there vended are sold at enor mous profits,lbough intrinsically worthless, and pail for with eernpulous prosaically; while the counting-room of the newspaper is the seat of jawing, cheapening, trade, orders, and pennies. ft is made a point of honor to liquidate a grog bill, but not of dishonor to repudiate a printer's bill. • HARRIED—At R.
