John Bigler to the Legislature of California, which reflected so severely on the iharscter of the Chinese population of the gold en State. it - ippears to have been issued from the,cdfioe of " The Oriental," s Chinese !Lenart per putdished in Ban Francisco, and from a pre- Madam' notice, we learn that it was originally Written in his native tongue, by Lai-Chun-Caeun, ti Chinese merchant of that city, 'connected. with the respeotable firm of Chan-Lung," and "pre pared in behalf of the subscribers to the Bak- Sheung-Iji-kun„ or Chinese Merchant's Ex- Sausage, with which are connected their most in z fluential and intelligent men." It is farther listed that the address has ban rendered into English; paragraph for paragraph, and sentence for sentence, in the same order, and with 'no more variation from the style and idiom of the Mitt' inal than the rules of good translation re _ vire. This pamphlet contains indubitable eri, dance that the Chinese populatian have been Freitly slandered by Gov. Bigler and the Cali longs newsmen. Doubtless it was thought Mort safe to attack and denounce them on the :supposition that they would neither understand what was said of them, nor possess the literary ability to reply. But it seem that they have accomplished both; and this address thoroughly and skillfully refutes all the malicious things which have been averred respecting' them. It is is filirected "to his Excellency, GOT. Bigler, and to the Legislature and the people of the State of Californise and if there is any fairness ' in either the Legislature or the people, they will admit that the Chinaman who wrote this address shows himself rather more keen at an argument than the Governor who despised him and his race. They have come to the chncloeion that we Chinese are the same as Indians and Negroes, and your Courts will not allow us to bear witness. And yet these Indi ' ace know nothing about the relations of society; they know no:mutual respect; they wear neither clothes nor shoes;- they live in wild places and is caves. When we reflect upon the honorable position that IChina has maintained for many thousands of years; upon the wisdom transmit ted by her philosopher% upon her array of civil sad of military power% upon the fame of her ' civilization; upon the wealth and the populous ness of her possession", upon the cordial ten derness with which successive dynasties of-"Em per= have treated strangers ; deeming- native ' or foreigner tall as one; and then behold the peo ple of other nations heap ridicule upon us, as if we were the same as Indians—we ask, is it pos- Bade that-this is in accordance with the will of Haven?—is it possible that this is the mind of the officers and the people of . your honorable country ?—can it be possible that we are classed as evade with this uncivilized race of men ! The consequent popular diffusion of cheap intelligence amongst the people meets with the uncompromising opposition of some of the.older I sad more wealthy papers, who are naturally sat isfied with the status quo. The Times, in one of its inimitable invective articles, expresses the greatest horror of the change, and says: • "The Chancellor of the Exchequer last night propounded his measure for restricting the culation of The Times, raising up aninferior and piratical prey., and sacrificing a revenue of E200,- 000, a year." lt,then launches into a hitter invective on Sir C. Lewis, charging him with being sciungrossed by the supposed importance of his duties as edi ter'of a magazine, that he depreciates the value of prompt intelligence. "We entirely acquit," it says,. "Sir C. Lewis of either caring or knowing much about the mat ter. lie is uot, indeed, a positive friend of the press, or a man with an appreciation of news.— Ilia own tastes are eminently retrospective.— When a controversy is happily ended a year or two, and everybody, even Col. Bibthorpo, has .forgotten it, there comes out an article on the subject in the Edinburgh Review, of a nature to increase the respectability and bulk of that pe riodical, and to make as all more thankful than ever that the subject is done with: — We have no doubt that he has himself come to the prudent and comfortable conclusion of not reading a word from the Crimea or Constantinople till the war is over, till peace is proclaimed, the bells are zinging, and he sees his work before him.
