Threatened War with Spain.• WASHINGTON, April B.—The country will not soon be relieved from startling rumorsin regard to the policy a President Pierce, who seeks to revenge himself upon the country for the unpop ularity of his Administration by plunging tt into a foreign war. It is to be apprehended that there is some truth in the late rimers that the President, encouraged by the presence of Mr. Soule, and the advice of all the leading fillibus ten of the country, has again brought hiscour ago up to the sticking point, and is determined to demand such terms of Spain as will certainly be rejected, and thereupon to take some hostile I steps, and so far as it may bo in his power to do so, to provoke a war. If ho yields to the pres sure of the fillibusters, he may get Mr. Marcy -out of the State Department, and bring in Mr. Dense 4 'Air. , Buchanan, both of whom are pledged to extreme measures. The slave holders have stalked in, armed to the teeth, with their chains and blood-hounds and gangs of helpless slaves, teen, women and chil dren driven along by the bloody lash, and plant ing themseirt 3 at different points in the Territo ry, threaten err and deetructioir upon all who may come with the beneficent purpose of eradi cating such barbarism, and spreading the boun ties and blessings of freedom. Such is the peel ties they hold to-day. Such is the idea of South ern slaveholders as to what constitutes the right of the people of a Territory to establish their own institutions. But let us not be understood as intimating our belief that these gentlemen will be able to carry out their programme. What they desire to do, and what they threaten to do, is quite a differ ea-thing from what they are likely to do. It is easy to call upon the slave-holders of the South to come up to the help of Atchison, Douglass & Co. in Kansas, as it is easy to call spirits from the deep. But their coming is quite another thing. It will not be difficult to thwart all the machinery of the slave-holders, nor difficult to breast and boar down the rampant spirit of Pro- Slavery ruffianism now abroad in the Territory. It can bedew quietly in the mere force of num bers. Let the immigration from the Free States ppur in. That from the Slave States is, and al trays must be, comparatively Small. While the 'epulation of the Territory is so extremely limi t as 4 iiinew,:it is the'essiest thing in the t i orld for the border counties of Missouri to send . men enough to control the elections.
