Constitutionality op the Ninety- HAY LAW.—Yesterday morning,in the Supreme Court, Lefore Justices Woodward, Thompson, Strong, and Read, an inti resting Cftae una heard on & writ of habeas corpus, to teat the validity of tlio commitment of the relator as a professional pickpocket, under the recent act of Assem bly, authorizing tho arrest and commitment for ninety stays of persons k> owe to bo professional thieves. The court held that bj habeas corpus was not the proper way of iofiting the cnnsiinitioimmy of an act of the Legisla ture. and that a writ or certiorari had hotter bo tnod out, and made returnable to the Saturday preceding the Mon day of the mesting of the Supreme Court at Harrisburg, when the argument m the case would be heard.
