The Retireinent of the Commitsloner of Indian Affairs. At the close or ce hoard yesterday, Lb clerks of the Indian Bureau repaired to th room of- the retiring Commissioner Cooley. to bid him adieu. Charles A. Mix, Esq., the -chief clerk, said that before bidding, him farewell, they had deputed him - to present a letter as ex pressive of their sentiments and feelingi. In doing so he obidiVed", that a testimonial of a -different character might have been presented,-but the views he had often ex= pressed in adverting to such matters had induced them to suppose that this would be more acceptable. He thisti read the letter. •which was elegantly engrossed JO parch. ment, as follows: DEPARTMENT OF THM INTERIOR, OFFIC OF INDIAN AFFAIRS, Oct. 31, 1866.—Soft Dennis N. Cooley:—By yoUr own-volanta - rji rioryou are about to retire from the of head of this Bureau.__ Before you leave us we desire to tir appreciation of your uniform kindness andd courtesy to- wards us, and our regret that a connection which has been so pleasant shall so soon be severed. It fell to. your lot`to becoilie Commis sioner of Indian Affairs at x time:when the diities of the office werenavermoreonerons, more delicate and more , did:haat; and the energy, ability and integrity with which yon have discharged those duties 'hive de served and received our admiration. • The only testimonial, we offer is our names. They may not be endearing, but *hen you look upon this you May read a list 'of friends who remember . yon with gratitude; and who will regard your :fate-0 career, with deep interest, r unmixed' with any doubt as to its honox and usefulness. Respectfully and truly your friends. [Signed by all the clerkein „the Baleen.] Judge Cooley replied at some - length, ex pressing his.,gratitnde for the honor con ferxed, and paying a high compliment to the worth of those from whom he . Was . no w about to separate. He said that during all the long and tedious labors of our re lotions. with more than., twenty :distinct tribes or nations during his term ,of office, it had been his' good fortune,in everyinstance, to meet the eo approval 'of the Secre tary ; of the In ior,•the President, and the 'United States enate. No treaty had been rejeotsd that had been made by.hitio, or during his administration. In severing, his connection with the clerks he mut happy to-be able to say that he was succeeded by a gentleman of large experi ence and administrative ability ,(Coloriel Bogy) and,' tinder the guldanCe of the amia ble and very accomplished Secretary of the Interior, his administration, with their aid, must be a success, and their relations, he trusted, most pleasant and agreeable. In the course of his remarks he said: "There is not a hostile tribe of Indians with whom we are in treaty relations On the American continent, and there is no tribe not in such relations with whom it can be said we are at war. Oaly , here and there are outlaw Indiana, as there are outlaw whites Who commit occasional depreda tions. 'These, with vigor and caution, can be caught and punished. If justice, and 5.1.1 only justice, is now meted out to and ourtreaty •stipulations are kept in their spirit by our Government, there will never be another Indian war, eves \ though so loudly demanded by army contractors and those who fatten on the spoils of war." The Fenians. _ - OrrAwA, C.W., October 31.—Hon.Memm McDougall, Campbell and McDonald are expected here to-day. It is thought proba ble that a Cabinet Connell will be held to morrow to discuss the verdict against the Fenian prisoners. It is not likely that any thing will be decided upon until a full meeting of the Cabinet is held at Montreal, next week. TORONTO, C. W., October 31st.—The Fe nian trials were resumed at noon to-day. The Judge having called over the jury, John Quinn was placed in the dock. R. A. Harrison, M.cNab and Paterson appeared for the Crown; and Kenneth McKenzie for the prisoner. . The prisoner's counsel applied for a post ponement of the trial, in consequence of the absenceof a material witness, who could not be found, and on other grounds. He also stated that he found great diffi culty in obtaining the necessary evidence. An affidavit sets forth that the prisoner be longed in Rochester, New York, and a cer tain newspaper had published articles cal culated to prejudice the minds of jurors against the prisoner; and that he (the priso ner) never haa intimation of the nature of the evidence against him, and until recently had been destitute of the means of making inquiry as to the evidence. The prisoner further believes that he will ba ready for trial in January next. Mr.McKenzie urged that the delay should be granted. Dir. R.A. Harris contended that as to-day was the day that the prisoner had stated that he would be ready for trial, and as the Crown had been to a great expense and in convenience to keep the witnesses here, the grounds set forth in the effidavit would not warrant the application being granted. The judge, upon looking , over thetnews paper referred to, overruled that portion of the affidavit referring to them, but suggested certain amendments, which, having been made, the application was granted, and the trial postponed until the 13th of, next month. The next prisoner brought into Court was Patrick McGrath, who claimed to be an American citizen. Mr. McKeczie made a similar application for postponement, MONTREAL, Oct. 31.—At a public dinner to the Hon. J. E. Cartier, last night, General Sir John Michel, commander-in-chief,made a speech recommending the fortification of Montreal, Kingston, and the points west, and also that the volunteer movement be extended over entire British America. -The Canadian papers are discussing Mr. Seward's letter and the tone of the Ameri can press on the Feman trials, and gene rally say that the threats of many American papers, who are morally Fenian accom plices, will do the prisonexs more harm that( good, and quote the hanging of Captain Beale, Kennedy and others - by the United States during the late war. The Baltimore Pollee Commissioners. BALTIMORE, October 31st, Midnight.--The investigation of the charge against the Po lice Commissioners was continued until two o'clock this afternoon, when the counsel for the defence announced that they were through. A recess was then taken until four o'clock when the counsel commenced "arguing the case. At about - ten o'clock to-night,theargument was concluded. Mr. Alexander, in the course of his, arga ment, said:. "No matter what might be the decision of the Governor, the Commission ere had determined, before the coming elec- Gott to appoint one Conservative •Judge of election in = each - precinct; not because there had been any unfairness on the part of the Judges at the recent election, bat because they desired to avoid every causwof dissat isfaction that might exist." . The Governor said he he would reserve his decision until to-morrovr morning at ten o'clock. °PI:IL - Parr DINNER PAuTr.--While Peabody was on a visit to this city, where he had formerly resided,.he was invited in a private way to a social dinner by a few of his old friends, the solid men of Baitimore, together with some who had "come of age" since he resided in this city. One of the participants of the dinner party penciled up what he guessed, was about the amount of the real capitalrepresented- at the table, and put it down at seventy-two millions of 4dollars.
