Mr. Wilson (Mass ) introduced a bill to fix the Mili tary Peace establishment of the 'United States, which was referred to The Military Committee. It provides that the army shall consist of the five artillery and - six cavalry regiments, now in the service. thirty•seven ' regiments of. infantry, and the professors and, cadets of the _Military. Academy. The companies shall con -Ist of 64 privates as a minimum, and 82 as a maxi ronm,.to be enlisted fer five years.. Houss.--Mr. Washbnrne (Ill.) asked and obtained 'The unanimous consent of the House to report from the Committee on Commerce a bill to provide for the - safety of the lives of passengers on steamships.. He stated that it contained a section to prevent the trans portation of nitro-glycerine. and also a section to /modify the construction given to the exising law in reference to crude petroleum or coal oil. That con struction he said prevented the shipment of that arti cle. The bill was read a third time and passed. The bill prohibits the transportation of nitro-glyce. rifle or glonoin oil on any chip, steamship, steamboat, vessel,. mar, wagon or other vehicle used or employed Intransporting passengers by land or water, between any foreign country and the United states. or from one point of the United Slates to another, under a penalty lof a fine not exceeding five thousand dollars. In case of death arising from a violation of the laws, the per sons offending may be convicted of murder, and punished accordingly. Nitro-glycerine hi not to be transported at all, unless packed in a metallic vessel separate from all other substances and laheled "Nitro- Glycerine; dangerous." A violation of this provision Is punishable by a fine not exceeding t 3,000. The Stock Market was very heavy this morning, and the "bear" influence was decidedly in the ascen dency. The recent failures have caused much distrust, and in the absence of outside support the natural ten dency. notwithstanding the abundance and cheapness of money, is for a lower range of figures. Hestonville Railway attracts most attention. It opened at 21 1 4, and felt to 2D, being offered at the close at the latter quotation. The other Passenger Railway shares were but little sought after. Reading Railroad fluctuated between 33 81 and MX, sellers and buyers option. CatawLssa Railroad Preferred was weal, and receded %. Philadelphia and Erie Railroad declined X. Cam den and Amboy Railroad advanced to 129%. Penney'!" 'vania Railroad was steady at 604. North Pennsylvania Railroad was dull at 38%. and Mine Hill Railroad at 66. Canal stocks were very quiet.
