From our Third Edition of Yesterday, From Washington. [Special Despatch to the Bulletin.] WAEHINGTON, April 23.—The Reconstruc tion Committee had another protracted ses sion, this morning, and it is understood, have finally agreed upon the scheme for the admission of the Southern States. It is said to be very radical in its provisions, judging from one of them, which makes ineligible to hold office under the United States Government all persons connected with the rebel govern ment, both branches of tho rebel Congress, all persons in the army and navy above the rank of Colonel, all rebel agents abroad and all persons who ill-treated oar pri soners. The report will not be made for some days, owing to the illness of Senator Fessenden. Several important removals will shortly be announced in New Jersey, among others, the Postmasters at Camden and Newark. If the President should appoint Slonaker or make other changes in Philadelphia,th.ey do not stand a ghost of a chance of being confirmed. The tax bill will be reported to-morrow. The impression is very general in both Houses, that neither of the bills for the or ganization of the army will pass this ses . sion. The Fennaylvania Battle Flags. HARRISBURG, April 23.—Brigadier-Gene ral Harry White, to whom was confided the selection of aCommittee of officers belonging to Pennsylvania regiments to assist in the flag presentations at Philadelphia on the 4th of July, has not yetcommnnicated his selec tions to Governor Curtin for approval. It is expected that General White will report to Governor Curtin by the last of this week. As soon as this Committee is appointed, it will proceed to Philadelphia to operate with the municipal authorities in perfecting the arrangements for this grand demonstra tion. It is expected that veterans from all parts of the Commonwealth will participate in these ceremonies, and from what is stated here, it is confidently predicted that the spectacle will be one of the grandest ever beheld in the Quaker City. Governor Curtin left for Bellefonte at noon to-day, where he will remain for several days. Seizure of Fenian Muskets. OSWEGO, N. Y., April 23.—Three cases of Fenian muskets were siezed by order of the Department of the East, in this city, yester day morning, at three o'clock. They have been deposited at Fort Ontario. A further search for arms is in progress. The Fenians are greatly excited at the seizure. The 11. S. Gunboat James Adger. NEW YORK, April 23.—The 11. Mr. Conness (Cal.) offered a resolution which was adopted instructing the Committee on Commerce to inquire Into the expediency of providing against the itnpeziation, transportation, sale or manufacture o: nitro•glycerine iwthe United States. Booms —The first business In order was the call n committees for reports to go upon the .calendar. No report wag made under this call. The next business in order being the Mondaytes for resolutions; the resolution offered lasby Mr. Ingersoll, came up, directing the Committee on the District of Columbia to inquire into the expediency 01 establishing by law the eight-hour system in the District. The resooutinn was adopted. Mr. Bidwell (CaL). from the Committee on the Pacific Railroad offered a resolution, which was adopted, providing to an evening session to-morrow. for the purpose of hearing reports from that corn. . - The parlamentary motion to reconsider and lay on the table. so as to secure the matter having been made by Mr. Price (Iowa). Mr 'Washburne (11l ) inquired the obiect of having a session to morrow evening.. Mr. Price responded that the Committee on the Pacific _Railroad bad not been called for two months, and to all appearances 'would not be called far two months linger. It bad very important bills to report; by the means suggested it would not interfere with any other business. Washburne (111.) thought it would be giving an endue preference to that Committee over other Com m htees: The Committee on Commerce had also very Impoi tent bills seport, and all the Committees should take their rekulaa turn. The vote having been taken by yeas and nays re sulted in a vote ol yeas 61, nays 40; so the resolution to recor alder was laid on the table, leaving the resolution ad , pted Mr .Hlgby (Cal.) offered a resolution instructing the Committee on Public Expenditures to investigate the compromises of frauds on the revenue alleged to have take, place In connection with the Custom House at Boson, and to ascertain what disposition has been made of the moneys paid on such compromises; also to Investigate such other alleged frauds upon the Customs or Internal Revenues as It easy deem advisable and whe•her any vexatious snits have been commenced against any importers and others, brought or instigated by any person or persons connected with the customs o- In ternal revenue service in the cities of Boston and New York, with power to send for persons and papers, to take testimony in New York or Boston, and to sit during the recess. Tne House having refused to second the previous question, and Mr. Dawes (Mass) having risen to de bate the resolution, it went over, under the rule, II l next Monday. Mr. lifcßnen (Cal.) offered a resolution, which was adopted instructing 'he Committee on Commerce to inquireinto the subject of the storage and transporta tion of combustible and explosive materials, and re, port what measures are necessary to secure better pro tection to life and property. Waahburne (III.) said he would ask the House to consider that very subject, after the close of the mere , tog hour. Mr. Donnelly (Minn : ) introduced a resolution, whiCh was adopted. instructing the Committee on Agriculture to inquire into the money valueof the seeds and plants distr tinted by the Agricultural Department, and 'whether a large amount could not be procured for the samemnney from the gardeners and nurserymen of the country by advertisement and contract, and what steps are necessary to increase the efficiency of the AgricnituralDepartment .• • Ship News,.
